EQUIPMENT/ LIST OF MANUFACTURERS AND EQUIPMENT FOR TERTIARY
HOSPITALS

INTRODUCTION

Health and Medical Equipment are essential and indispensable components in

the provision of modern Healthcare Services by facilitating good standard treatment
of patients as well as creating enabling conditions that motivate Medical personnel to
higher competence. The attention of the Federal Government have however been
drawn to the unwholesome practices going on within the entire Health Sector with
respect to the Procurement of these Health and Medical Equipment, As a result,
most Healthcare Institutions nationwide are currently full of various types of
dysfunctional and obsolete Health and Medical Equipment and Plants procured from
different sources and countries, often without regard to their standards, the desired
needs and safety considerations during their operation. In order to correct this
dangerous drift, there is the compelling need for the revision of the existing policy
for procurement of Health and Medical Equipment.

2. Consequently, Mr. President, C-in-C directed the Bureau of Public

Procurement to liaise and collaborate with the Federal Ministry of Health, Standards
Organization of Nigeria (SON) and the Nigerian Nuclear Regulatory Authority (NNRA)
to develop policy options that would focus on Standards of Medical Equipment to be
used in Nigeria.

3. After series of Consultative meetings of the Stakeholders, the Report of the

recommended Policy Options for the Procurement of Health and Medical Equipment
for Nigeria was articulated and was graciously approved by Mr. President for
immediate implementation.

4. The Federal Government anticipates that the vigorous and consistent

implementation of this Policy, through the concerted efforts of all practitioners, will
stem the prevailing drawbacks, ensure value for money, substantially improve the
quality of Healthcare, enhance the standardization of Medical Equipment and
discourage the dumping of obsolete and derelict Medical Equipment in the country
amongst others.
 APPROVED POLICY

The approved Policy are:-

a) The policy shall be applicable to all Health and Medical Equipment including
donated ones;
b) International Standards are to be adopted for Medical products, measuring
Devices and Instruments, which currently are not covered by Standards
issued by the SON, but subject to confirmation by SON, any Testing body or
Certification body accredited by SON (TUV-Certification for Germany, Intertek,
and Lloyds Register of Quality for UK amongst others). In the absence of
Nigerian or International Standard, the Analysis Certificate accompanying the
product shall be used;
c) The Bureau of Public Procurement (BPP) shall publish Biennial, the updated
list of Manufacturers/Suppliers that demonstrate compliance with preferred
and fundamental standards, who can be selected for the procurement of their
Medical Devices;
d) The Manufacturer/Supplier shall have a Service Centre or Service Agent
resident in Nigeria and shall be fully represented directly or through a trained
and reputable local representative;
e) Selection of Health and Medical Equipment to be procured shall be based on
the guidelines in the generic list proposed by World Health Organization
(WHO) and their specific functionality regarding the disease pattern in the
country and having competent professional for management of the
Equipment;

f) All Health and Medical Equipment shall be registered with SON subject to
meeting registration requirements such as:-

i. offshore Standards Organization of Nigeria Conformity Assessment

Programme (SONCAP) Certification;
ii. Evidence. of ISO 13485 Quality Management System Certification by a
recognized Certification body;
iii. Approval Certificate given by the Federal Ministry of Health or NAFDAC
or Nigerian Nuclear Regulatory Authority (NNRA) for all medical devices
and equipment with radiation sources;
iv. Guaranty Certificate in English Language Evidence of demonstrable and
appropriate competency for the servicing/repair of Equipment in a
Service Centre in Nigeria and for the training of personnel of the
appropriate users in operations and management of the Equipment
including the validity period of qualification
v. Assurance that Medical Devices powered by electricity are rated on
220-240V, in addition to applicable safety regulations

g) The point of importation of Health and Medical Equipment into Nigeria shall
be restricted to all International Airports and Seaports;
h) Procurement and lender Notices shall give comprehensive information such as
size, capacity, necessary spares parts and accessories, temperature
requirements of the Equipment and also the available Electrical and Water
supplies where applicable; the location for Delivery and Installation of
Equipment and the Training required by the users to manage and maintain
the Equipment after Installation and Commissioning.
