IEEE SA

It stands for Institute of Electrical and Electronics Engineers Standards Association.


History of IEEE SA
1890 – American Institute of Electrical Engineers (AIEE) proposed a recommendation for the practical unit
of self-induction.
1918 - IEEE became a founding member of ANSI (American National Standards Institute)
1963 – AIEE merged with Institute of Radio Engineers (IRE) to form IEEE
1963 – IEEE formed its first Standards Committee
1973 – Standards Committee changed its name to the Standards Board, but its core operation is still the
same
1976 – Standards Board was officially made a separate entity with a seat on the IEEE Board of Directors.
1998 - The IEEE Standards Board was reorganized, and given additional autonomy as the IEEE Standards
Association

What is IEEE SA?

 It is a leading consensus building organization that nurtures, develops and advances global
technologies, through IEEE.
“Consensus building” is a process involving a good-faith effort to meet the interests of all stakeholders
and seek a unanimous agreement. It allows groups to reach an overwhelming agreement among relevant
stakeholders and maximize possible gains to everyone (Harvard Law School, 2022).
What does the organization do?
 They bring together a broad range of individuals and organizations from a wide range of technical
and geographic points of origin to facilitate standards development and standards related
collaboration.
 They promote innovation, enable the creation and expansion of international markets, and help
protect health and public safety with collaborative thought leaders in more than 160 countries.
Who governs IEEE SA?
IEEE SA is governed by the Board of Governors (BOG) who are elected by IEEE SA Members.
What is role of IEEE SA BOG?

 It oversees number of committees that are dedicated to manage key operational aspects of the
IEEE SA.
 It directs the IEEE Standards Association (IEEE SA) – establishing policy, providing financial
oversight, and conducting standards-related activities within IEEE technological fields.
 It may also establish and appoint boards, committees, and other organizational units as needed
to carry on the work of the IEEE SA.

IEEE SA Standards Board (SASB)

 It reports directly to the BOG, and oversees the IEEE standards development process.
 It encourages and coordinates the development and revision of IEEE standards which includes
approving the initiation of IEEE standards projects and to reviewing them for consensus, due
process, openness, and balance.
 SASB gives final approval to IEEE standards prior to publication and processes all necessary
appeals.
 Its members are elected by IEEE SA members as a privilege of membership, and all Board
Members and Committee members must be IEEE SA members in good standing.

IEEE SA Standards Development Process


 It is open to members and non-members.
 It is rooted in consensus, due process, openness, right to appeal and balance.
 It adheres to and supports the principles and requirements of the World Trade Organization’s
(WTO) Decision on Principles for the Development of International Standards, Guides and
Recommendations.
 IEEE Standards are developed using a time-tested, effective, and trusted process that is easily
explained in a six-stage lifecycle.
The Six Stages
1. Initiating the Project
A standard begins with a project idea, formally known as a project authorization request
(PAR), that is usually managed by the IEEE Society taking responsibility for the scope and
content of a proposed standard. Before taking on a new standard, the IEEE Standards
Board determines if it is needed and if enough participants are likely to step forward to
develop it. Each PAR is placed on an upcoming New Standards Committee (NesCom)
agenda pending Standards Committee approval.
2. Mobilizing the Working Group
With PAR approval, a Working Group is defined and it can officially begin its work to
develop or write the standard. In short, Working Groups work to create and write the
standard. For individual standards projects, IEEE or IEEE SA membership is not required
to participate. For corporate standards projects, IEEE SA corporate membership is
required. Overall, Working Groups strive for broad representation of all interested parties
and encourage global participation.
3. Drafting the Standard
The IEEE SA provides editorial draft development support to more than 500 Working
Groups and publishes more than 100 standards a year. Working Groups interact with
editorial staff three times during their standards development journey: The drafting
stage, the balloting stage (MEC), and the post-SASB approval publishing stage.

4. Balloting the Standard
SA Balloting begins when the Standards Committee decides the draft of the full standard
is stable. A standard will pass if at least 75 percent of all ballots from a balloting group are
returned and if 75 percent of these bear a “yes” vote.
5. Gaining Final Approval
The IEEE SA Standards Board approves or disapproves standards based on the
recommendation of its Standards Review Committee (RevCom). This committee makes
sure working groups follow all procedures and guiding principles in drafting and balloting
a standard
IEEE standards can be purchased directly from IEEE through the IEEE Standards Store,
IEEE Xplore® Digital Library or an IEEE Contact Center representative.
6. Maintaining the Standard
Sometimes a standard may need a technical or editorial correction to be made. As part of
the standards development process, IEEE can easily accommodate this by issuing a
corrigenda or errata Sheet.

Corrigenda correct a technical error, as well as a semantic error and require a PAR and to
go through a consensus ballot.

Errata sheets are separate pages issued after an IEEE standard has been approved and
published. They correct typographical or editorial errors that have been found in that
particular IEEE standard. Errata do not require a PAR and or a consensus ballot.

WHO IS ELIGIBLE FOR IEEE SA MEMBERSHIP?
- Individuals, including IEEE members of any grade, IEEE Society affiliates, or non-
IEEE members who are actively involved in standards development are eligible for IEEE
SA Individual membership.
- Corporations, government agencies, trade associations, user groups, universities,
and other standards developing organizations that want to actively participate in
standards development (ex: participation in a standards working group or standards
balloting group) are eligible for IEEE SA Corporate membership.

1. IEEE SA Membership for Individuals
- is designed for individuals and independent professionals interested in participating in standards
development with IEEE SA.
- Membership is not a requirement for participation, yet it enables participants to ballot on
standards and assume leadership roles in standards working groups.
- Individual participants act based on their qualifications and experience and cannot represent or
act on behalf of an entity.
- IEEE SA Individual members who also are IEEE voting members may vote for the IEEE SA
President, IEEE SA President-Elect and for the eight IEEE SA Board of Governors Members-at-Large.
- IEEE SA Individual members who are NOT IEEE voting members may vote for the eight IEEE SA
Board of Governors Members-at-Large.
Individual Membership offers a number of engagement opportunities, access to IEEE SA Standards
community programs, leadership eligibility and value-added benefits including:

2. IEEE SA Membership for Organizations
- This IEEE SA Membership option, also known as Entity Membership
- The IEEE SA Entity Program is governed by the Corporate Advisory Group (CAG), a committee of
the IEEE SA Board of Governors (BOG). The CAG serves as an advisory body to IEEE SA entity
members and the IEEE SA BOG, developing rules that govern the “Entity Standards Development
Process,” which all IEEE Entity Standards follow.
- IEEE SA offers organizations such as corporations, universities and governments a membership
option that affords participants the ability to engage and influence technology development to
ensure their organizations’ interests are represented.
- Recommended for companies and organizations in which standards play a pivotal role in
research, product development, and marketing.
- Organizational Members, or Entity Members, enjoy networking and access to a broad cross-
section of industry thought leaders and standards development participants.
- All entity standards are balloted using a “one-entity, one-vote” principle, ensuring a uniform
playing field among standards collaborators.
- Entity Members engage in the standards development process with unlimited balloting privileges,
eligibility for leadership positions, networking opportunities and value-added benefits. Entity
Members and Entity Member Representatives can also exercise voting privileges in an unlimited
number of entity-based projects. (Additional fees may apply)
- IEEE SA Corporate members may vote for the eight IEEE SA Board of Governors Members-at-
Large.

Corporate Membership Eligibility:


IEEE SA entity membership is open to corporations, government agencies, academic
institutions, and nonprofit and industry associations as defined in IEEE SA Standards Board

 Corporation: A for-profit or not-for-profit entity that is not under the control, as defined in
[Link].1, of another entity and that is organized under articles of incorporation or similar legal
structures. Limited Liability Companies are considered to be Corporations.
 Partnership or association: An unincorporated association of two or more individuals who are co-
owners of a business.
 Sole proprietorship: An unincorporated business owned by a single individual.
 Government agency or subdivision: An entity that is part of an executive, legislative, or judicial
branch of a government and that has sufficient discretion in the management of its own affairs to
distinguish it as separate from the administrative structure of any other governmental entity.
 Academic institution: An educational entity that, in addition to having a controlling body such as a
Board of Regents or a Board of Governors, has sufficient discretion in the management of its own
affairs to distinguish it as separate from the administrative structure of any other educational
entity.

Is the Philippines a participant of IEEE SA?
No, because there is no government agency or organizations included in the list of participants in
Government Engagement Program on Standards (GEPS). However, the Philippines is qualified to
be a member of IEEE SA.
