EXECUTIVE ORDER NO. 004 , Series of 2018
REORGANIZING THE BARANGAY PEACE AND ORDER COMMITTEE
Whereas, Executive Order 366, S. 1996 provides for the organization of the Barangay
Peace and Order Committee as the implementing arm of the City Peace and Order Council at the
barangay level;
Whereas, there is a need to organize the Barangay Peace and Order Committee to ensure
the maintenance of peace and order and public safety, and monitor/assess and promptly report
the prevailing peace and order situation within the barangay;
Now, Therefore, I, Francisco M. Laihee, Punong Barangay of Barangay 14, Cagayan
de Oro City, by virtue of the powers vested in me by law, do hereby organize the Barangay
Peace and Order Committee hereinafter referred to as BPOC.
Section 1. Composition.

Section 2. Functions.
1. Formulate a Barangay POPS Plan which shall be incorporated in the Barangay
Development Plan;
2. Recommend measures to improve or enhance peace and order and public safety in
the community;

3. Monitor and coordinate the implementation of peace and order programs and projects
at the barangay level;
4. Serves as an information-gathering mechanism;
5. Monitor and report, to appropriate authorities, suspicious illegal activities and
personalities involved within their jurisdictions, including insurgent activities;
6. Maintain continuing dialogue, close coordination and rapport with the higher level
Peace and Order Council and law enforcement units;
7. Coordinate the operation of all community-based anti-crime groups within the
barangay;
8. Make periodic assessment of the prevailing peace and order situation in the barangay
and submit a report with appropriate recommendations to the higher level Peace and
Order Council;
9. Submit annual BPOC Functionality Report pursuant to DILG Memorandum Circular
No 2008-101; and
10. Perform such other functions, which may be assigned by the higher level Peace and
Order Councils.
Section 3. Operational Funds.
The Barangay government shall appropriate the necessary funds for the operation of
BPOC from any available local funds.
Section 4. Repealing Clause.
All previous issuances inconsistent herewith are repealed and/or modified accordingly.
