WANTED FOR PUBLIC NUISANCE – NOAH MUTHANA

Defendant Noah Ali Mohamed Muthana has been convicted of multiple violations of the
City of Jackson’s Environmental Codes at Defendant Muthana’s hotel—The Hotel O—located at
4639 Interstate 55 North, Jackson, Mississippi 39206.
Defendant Muthana is male; 5 feet, 6 inches tall; and was born on October 9, 2002, making
him 21 years old as of February 2024. The following are his last known work and residential

The Municipal Court for the City of Jackson, Mississippi, has found that Defendant
Muthana has violated several provisions of the International Property Maintenance Code, adopted
by the City of Jackson’s Code of Ordinances, Art. XI, § 26-511. The Hotel O’s violations include:
1) Structural and foundation weaknesses;
2) Unsafe electrical wiring;
3) Improper mechanical systems;
4) Defective plumbing;
5) Damaged roofing;
6) Prevalent mold throughout the property;

7) An empty pool, rendering it an unenclosed, deep hole in the ground that is a clear and
present danger to children;
8) Piles of trash and debris throughout the property;
9) Extension cords running in several Hotel areas, thereby creating a dangerous
condition, particularly since the extension cords contact with water in some areas.
The Hotel O has been deemed a present and immediate danger to the people on and near
the premises. And although the City of Jackson’s Fire Marshall has shut down the Hotel due to its
many fire hazards, and despite a part of the Hotel burning a few months ago, several people still
live in the Hotel O.
Substantial evidence shows that the Hotel O continues to be occupied by vagrants and
prostitutes, and is a breeding ground for illegal drug activity. Noah Muthana either profits from
this illegal activity or ignores it. And, despite the extreme dangers present at the hotel, a small
child was recently seen playing with his toy there. Noah Muthana was provided with multiple
opportunities to either bring the Hotel O into compliance with all City Ordinances or demolish the
hotel. Defendant Muthana has refused to comply with the Court’s Orders, despite multiple
opportunities. Consequently, on January 9, 2024, the Court issued a warrant for Defendant
Muthana’s arrest. He will serve 88 days in the Hinds County Jail once he is apprehended.
Noah Muthana is now a fugitive at law. Any person with information about the location or
whereabouts of Noah Muthana should contact the City of Jackson Police Department so that
Defendant Muthana can be arrested and brought to justice.
