Respected Madam / Sir,

Centre for Excellence in Postal Technology (CEPT), Mysore has


been making best efforts to provide technology support for the existing
as well as new operations, by providing necessary upgrades to the
existing software developed and maintained by CEPT.

A new update consisting of new software modules to support the


new products and certain upgrades to meet the emerging demands of
the field was released on 05.12.2011.

Brief details of new features added in the software have been


furnished in the Annexure-I. A complete release note is also prepared
for the guidance of field units and the same is being made available at
CEPT, FTP site.([Link] )

A soft copy of this letter is being sent by e-mail to all heads of


Circles, Postmasters General, Sub divisional Heads and Head Post
offices for information.

ANNEXURE-I

A. Details of new features provided in Update 1 dated 01.12.2011


Complete version of Meghdoot Modules (Version 7.0) was released by
CEPT on 22.07.2011. The current release is an update to the Version
7.0. In this Update additional features have been added to meet the
new requirements and the functioning of the existing modules have been
toned up.

Major enhancements provided in update 1:

 RNet module for use in MBCs is provided.


 Till now, the Names of the BOs are added by the Supervisor in
Postman & Despatch Modules. Now due to implementation of RNet,
lot of discrepancies are being found in the BO names available in
RNet central server and BOs configured by the local Supervisor.
Hence provision for mapping of locally configured BOs with those
available in RNet server has been provided in Postman and Despatch
Modules.
 Tracking of articles delivered through Mail Business Centres is
provided. As the MBCs are also performing delivery of the bulk
articles, it has become necessary to implement Postman module in
MBCs to have complete tracking of articles delivered.
 Provision for uploading Excel File containing the date in respect of
Bulk Customers who are using the Special Registered Journal is
made.
 Flushing of old data in eMO module. Due to accumulation of eMO
data since its inception in 2008, performance issues are coming up in
bigger offices and hence this option has been provided. Even after
flushing the old data, care has been taken to provide the reports
pertaining to old dates as well.
 Validations prescribed by PLI Directorate for generation of a valid File
(for transmission to NIC) have been prescribed in Point of Sale and
Schedules modules.
 Validations provided to prevent the generation of invalid receipt
number for eMO and ePayment transactions.
 Printing of Date in the Receipt at the time of Booking of Flat Rate
Parcels is provided.

 Barcode on foreign registered article made mandatory at the time of
booking.
 Payment of British Postal Order discontinued.
 Re-sending of the same Project Arrow File by changing the File
Name is removed due to security concerns.

Other features provided/bugs rectified module wise:

Point of Sale
 Fixing of the over flow error reported by some offices.
 Only 4 digits of barcode numbers were printed on the eVP and VP
reports. Now provision is made for printing of the complete barcode
number..
 Validation for Policy number, name and agent code while doing PLI
and RPLI transactions.
 Rectified the subscript out of range error while rebooking TNEB
transactions.
 Locking of all fields except service number for TNEB transactions.
 SPCs and SPC linked Post Offices data in Meghdoot is updated with
latest information.
 Bulk payee selection made mandatory while doing eMO transactions.

Despatch
 Rectified the problem in despatching eVP articles redirected/ mis-
sent.
 Rectified the problem in Auto Sorting option.
 Rectified the error in fetching data from Postman when Postman and
eCounter are in different servers.

Treasury
 E-Payment Report in Treasury was modified by including “HOName”
Column in the Report.
 “Overflow” error while generating text file of e-payment report was
fixed.
 Error rectified in the submit accounts report of the POS Counter,
when eVP transactions were booked without continuous barcode
series.
eMO
 Various bugs reported by post offices has been fixed..

Postman
 New Branch Post Office details cannot be added at Post office level.
They will be automatically updated by central server only.
 In the ‘BO Remarks’ screen, one new option is provided to search
Article number, which will help to find article easily from the list.
 After the Supervisor’s authorization for payment of eMO for window
payment, operator cannot change it.
 In Registered abstract, the closing office name (instead of sorting
office name) will be displayed along with Registered Bundles if it is
entered while opening RBs.
 ‘To SAC Branch’ report in respect of Registered articles has been
modified to display VP amount for all VP articles, which will help BPM
to find out VP amount to be collected for those articles.
 Registered Abstract tallying issues have been resolved.
 Corrected virtual articles scanning problem in the Post Sorting screen
of Registered articles.
 Issues related to scanning barcodes at the time of eMO and eVP
invoicing has been fixed.
 Modified ‘Registered To SO /SAC Branch’ reports so that it can be
generated for a future date also (for articles invoiced for a future
date).
 Ordinary Registered Parcel articles also will be available along with
VP Parcel articles, in BO Remarks option for taking returns from BOs.
 Corrected Registered Dispatch articles report so that articles given to
SOs will not appear in it.
 Corrected issues related to MO Invoicing screen and BO Invoicing
screen in case counter articles are available.
 Error in invoicing VP article to BOs has been rectified.
 Local article tracking has been modified to give more accurate
results.
 Removed ‘Generate Delivery Info’ option as it is no longer required.
Disposal details of articles can be known by local tracking. In case of
Registered articles, RNet website

RNet

 Registered Bundles are coming doubled in the registered list, this


issue has been fixed.
 Insured articles after received, if transferred and then deleted, they
will appear in deleted report.
 Changes made in the Consolidated Abstract.
 ‘Fetch from counter’ option has been provided counter wise so that as
per the counter user, article can be received by separate RSAs.
 Errors related to High Value Money Order (HVMO) transactions also
have been fixed. Now HVMOs can be closed with barcode and
without barcode also.
 Office of destination is added to the ‘INS check sheet report’
 Messages created for the bag closing, receiving etc, needs to be
updated in the database.
 Total Articles Handled in one set will now be available in MIS.
 A caution message is given whenever INS articles are being
handled.
 Tracking of registered articles is enriched.
 The custom message given to the operator has been modified to give
the clear picture of the actual error.
 There are some issues with the form level control and sequence of
the data entered while doing the transactions. The same has been
fixed.

RNet Communication
 The error of “Cannot create that file when it already exists” has been
removed.
 Overall performance of RNet Communication is upgraded.

Schedule
 While Generating files for Postal Accounts, drawal report can be
generated for all eligible months in a year except current month.
 Error converting ‘varchar’ value to int while Generating report for
particular month is fixed, both for drawal and remittance reports.
 Remittance report file can be generated for all months except current
month
 Error in EOF and BOF while generating drawal and remittance files
for ledger updation is fixed.

 Validations provided for the following
• To Prevent the entry of invalid characters while entering
amount and number of articles in e-VP receipts.
• To prevent the entry of invalid characters while entering
amount and number of articles in e-Bill receipts.
• To prevent the entry of invalid characters while entering
Number of e-MOs, value and commission of e-MOs
• To prevent the entry of invalid characters while entering
amount in Speed Post Revenue Receipts
• To prevent the entry of numeric characters in the name of
License holder in Franking machine receipts.
 Error converting data type in e-VP, e-Bill, e-MO reported by some
offices rectified.
