One(1) vacancy each for the post of L P School Teacher (Tamil Medium) in Education Department
is set apart as per RPWD Act 2016 due to the non- availability of candidates belonging to DA-
LD/CP, Low Vision in Idukki & DA Low Vision in Thrissur districts, in the previous Ranked Lists for
this post will be filled up from the candidates belonging to the same DA categories from the Ranked
Lists published for the above districts as per this Notification. If candidates are not available in the
respective DA category, the vacancy will be filled up from other available DA categories and in the
absence of DA candidates, the vacancy will be filled up from General Category,

Note :-

(i) Candidates shall apply only through online by onetime registration in the website
[Link]. Application submitted in any other manner will be summarily rejected.

(ii) Separate Ranked Lists will be prepared for the above districts in pursuance of this
notification. Ranked Lists thus prepared and published as per this notification shall remain in
force for a minimum period of one year and a maximum period of 3 years provided the said list
will not continue in force if a new list is published after the expiry of the minimum period of
one year. Candidates will be advised for appointment against the aforesaid vacancies and also
against the vacancies, if any reported during the currency of the List.
(iii) The selection in pursuance of this notification will be made on a revenue district basis, subject
to the special conditions laid down in G.O.(Ms)No.154/71/PD, dated 27.05.1971. A candidate
advised for appointment in one revenue district from the Ranked List prepared is not
eligible for transfer to another district
unless he/she completes five years continuous service from the date of commencement of
service in the former district. Even if transfer is allowed after five years, it will be subject to
the rules in G.O.(Ms)No.4/61/PD, dated 2.1.1961. Candidates already in Government service
holding this post in any one district are prohibited from applying again for this post, but they
can apply to higher posts when notified.
(iv) Candidates should submit application for the post to anyone of the above districts where the
vacancy is existing and should note the name of the concerned district against the relevant
column in the online application. Application should not be sent to more than one district in
response to this notification. If applications are sent contrary to the above direction, and if the
candidate is selected, his/her name will be removed from the Ranked List and disciplinary
action will be taken against him/her.

(v)3% vacancies for the post shall be reserved for Differently Abled candidates. DA candidates
belonging to Locomotor Disability/Cerebral Palsy, Blindness/ Low Vision, Hearing

5. Method of appointment : Direct Recruitment

6. Age Limit : 18 – 40. Only candidates born between 02.01.1983 and 01.01.2005
(both dates included) are eligible to apply for this post. Other
Backward Communities and SC/ST candidates are eligible for
usual age relaxation.

Note For concessions allowed in upper age limit, subject to the condition that the maximum age
:- limit shall in no case exceed 50 years of age, please see para (2) of the General Conditions
under Part II of this Notification.

7. Qualifications:
1) A pass in SSLC Examination conducted by the Commissioner for Government
Examinations, Kerala or its equivalent.
OR

A pass in Pre-degree examination conducted by any of the Universities in Kerala or any


examination recognized by any such Universities in Kerala as equivalent to Pre-degree
examination.
OR
A pass in Higher Secondary Examination conducted by the Board of Higher Secondary
Examinations, Kerala or any other Examinations recognized by Government as equivalent
thereto.
2) A pass in TTC (Tamil) Examination conducted by the Commissioner for Government
Examinations, Kerala.

Note : As per G.O(RT) No.3280/13/[Link]. Dated 05.08.13, the TTC qualification has been
renamed as [Link](Diploma in Teacher Education) and subsequently as per
G.O(RT)No.1700/18/[Link] 05.05.18 and G.O(RT)No.2009/18/[Link] dated 30.5.18
again renamed as [Link] (Diploma in Elementary Education) The candidates who possess
[Link]/D [Link] qualification shall also be considered for the selection.

3) Must have passed the Kerala Teacher Eligibility Test (K-TET) for this post conducted by the
Government of Kerala.

Exemption:

1. Candidates who have qualified CTET/NET/SET/[Link]/Ph.D in the respective subject/


[Link] in any subject are exempted from acquiring TET (G.O.(P) No. 145/16/[Link]. Dated
30.08.16, G.O.(P)No.206/16/ [Link] 08.12.2016 and G.O(P)No.15/2020/[Link] Dated
09.10.20).

2. As per the conditions laid down in Government Circular No. 1866829/J3/2017/G. Edn.
Dated 09.03.2018 those who passes CTET primary stage and CTET Elementary stage were
excluded from KTET Cat. I & KTET Cat. II respectively. Also CTET qualification
can't be considered as an alternative qualification for KTET Cat. III and Cat. IV.
Note :-
(i) [Link] in the concerned subject be the one awarded by any of the Universities in
Kerala or recognised as equivalent by any of the Universities in Kerala.

(ii) In the absence of candidates with TTC (Tamil) of Kerala, candidates with TTC(Tamil)
of Madras or candidates with Diploma in Teacher Education (Regular) of Tamil Nadu
Government shall be considered for appointment.

(iii) [Link] certificate will not be considered in lieu of TTC (Tamil)

(iv) If there is a written (Descriptive/OMR) test the Question paper for the written test
will be in Tamil. The candidates should answer the questions in Tamil. In the case of
OMR Answer Script, answers are to be marked as instructed.

(v) KS & SSR part II Rule 10 a (ii) is applicable for selection to this post.

(vi) In addition to the qualification prescribed in the notification, the qualifications


recognized by executive orders or standing orders of Government as equivalent to a
qualification specified for a post, in the Special Rules and such of those qualifications
which pre-suppose the acquisition of the lower qualification prescribed for the post, shall
also be sufficient for the post. The copy of the Government orders declaring
equivalent/higher qualifications shall be produced as and when required by the
Commission.

8. SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

(i) Preference will be given as laid down in G.O.(MS) No. 50/70/PD dated 12.02.1970 and
G.O.(MS) No. 9/78/[Link]. Dated 21.01.1978 to the wives of Jawans in the matter of
recruitment as Teachers, if they possess the prescribed qualifications. Soldiers in active
service and those working in Base Establishment are included under the term `Jawans'.
Wives of Jawans should note in the application that they are wives of Jawans. Such
candidates should obtain proper certificates from the Officer Commanding stating the
name, military rank and military address of their husbands and produce the same as and
when required by the Commission (G.O (MS) No. 509/64/Edn. Dated 19.09.1964, G.O.
(MS) No. 614/65/Edn. Dated 09.11.1965 and G.O (MS) No. 243/66/Edn. Dated
27.05.1966).

(ii) First Class Scouts and Guides will be given preference in the matter of appointment as
Teachers (G.O (MS) No. 122/75/[Link]. Dated 27.05.1975 ) and GO(MS) No.50/70/PD
dated 12/2/1970).

(iii) Laboratory Attenders in the departmental High Schools in the state who have rendered at
least 5 years satisfactory service and who possess the prescribed qualification will be
exempted from age limit. They should produce proper certificates from the headmaster of
the school specifying the date of commencement of their service and the total service put
in by them as and when required by the commission. The candidates who claim
exemption on this basis will be considered only against the vacancies to be filled up by
open competition on the basis of merit alone(G.O(MS) No.315/62/Edn. Dated
14.05.1962).

Note:- The candidates who are eligible for the above preferences or concessions in upper age
limit or concessions by virtue of any of the reason mentioned in Para 2 of the General
Condition should claim the same through the “weightage and preferences” link provided
in their One Time Registration Profile and give details in the space provided. The
applications of candidates who are eligible for concession in upper age limit and who do
not claim the same, are liable to be rejected presuming that they are over aged candidates.
Upper age limit after allowing the relaxation as per rule should not exceed 50 years of age
(see para 2 of General Conditions).
9. Mode of Sending Application :

a) Candidates must register as per “ONE TIME REGISTRATION” with the Official Website of
Kerala Public Service Commission '[Link]' before applying for the post. Candidates
who have registered can apply by logging on to their profile using their User-ID and password.
Candidates must click on the `Apply Now' button of the respective posts in the Notification Link to
apply for a post. The photograph uploaded should be taken after 31.12.2013. Candidates who are
creating profile newly should upload the photograph taken within 6 months. Name of the
candidate and the date of photograph taken should be printed legibly at the bottom portion. The
photograph once uploaded meeting all requirements shall be valid for 10 years from the date of
uploading. There is no change in other instructions regarding the uploading of photographs. No
application fee is required. Candidates are responsible for the correctness of the personal
information and secrecy of password. Before the final submission of the application on the profile,
candidates must ensure correctness of the information in their profile. They must quote the User-ID
for further communication with the Commission. Application submitted is provisional and cannot be
deleted or altered after submission. Candidates are advised to keep a printout or soft copy of the
online application for future reference. Candidates can take the printout of the application by
clicking on the link 'My applications' in their profile. All correspondences with the
Commission, regarding the application should be accompanied with the print out of the
application. The Application will be summarily rejected if non-compliance with the notification is
found in due course of processing. Original documents to prove qualification, community, age etc.
have to be produced as and when called for.
b) Candidates who have AADHAAR card should add AADHAAR card as I.D Proof in their
profile.

12. If written /OMR/Online Test is conducted as part of this selection, candidates shall submit a
confirmation for writing the examination through their One Time Registration profile. Such
candidates alone can generate and download the Admission Tickets in the last 15 days till the
date of Test. The applications of candidates who do not submit confirmation within the
stipulated period, will be rejected absolutely. The period regarding the submission of
confirmation and the availability of Admission Tickets will be published in the Examination
Calendar itself. Information in this regard will be given to the candidates in their respective
profiles and in the mobile phone numbers registered in it.

Special Instructions to Candidates :


13.
(i) In the case of difference in Caste/Community claimed in the application and that entered in
SSLC Book the candidate shall produce a gazette notification in this regard, along with Non-
creamy layer certificate/Community certificate at the time of certificate verification.

(ii) Candidates are required to acquaint themselves with the instructions given in the notification as
Part II, General Conditions before submitting application for the post. Applications which are
not submitted in accordance with the terms and conditions laid down in the General Conditions
are liable to be rejected.

(iii) Appropriate disciplinary action as per Rule 22 of the Kerala Public Service Commission Rules
of Procedure 1976, shall be initiated against those candidates who submit applications with
bogus claims of qualification regarding education, experience etc. and are liable to be
disqualified for being considered for a particular post or debarment from applying to the
Commission either permanently or for any period or the invalidation of their answer scripts or
products in a written / practical test or the initiation of criminal or other proceedings against
them or their removal or dismissal from office or the ordering of any other disciplinary action
against them if they have already been appointed, or any one or more of the above.
