Self-Propelled Elevating Work Platforms
Scope and Application: This standard applies to self-propelled integral chassis elevated work platforms with a platform that cannot be positioned completely beyond the base and that are used to position personnel, along with their necessary tools and materials. It also applies to aerial platforms designed to be used for both on-slab and off-slab applications. The standard specifies the minimum requirements for the design, manufacture, remanufacture, rebuild/recondition, testing, performance, inspection, training, maintenance, and safe operation of self-propelled elevating work platforms. Normally they are not insulated for use near electrically energized circuits nor are they intended to be used in hazardous locations Definition: Self-propelled elevating work platform (aerial platform) - a device that has an adjustable position platform, supported from ground level by a structure and is power operated with primary functions, including drive, controlled from the platform. Design and manufacturing shall be based on sound engineering principles and shall encompass: Minimum rated load: 1340 N (300 lbs). Either single or multiple ratings may be used. Load-carrying members subjected to tension or reversing stresses shall be of materials that will not become brittle under low-temperature operating conditions. The standard details on bolts, nuts, and other fasteners whose failure would result in the free descent of the platform shall conform to or exceed the requirements of ASTM Standard A325. SAE Grade 5, or the equivalent or better, shall also be acceptable. Proof test required to be performed according with the standard details on testing protocols; load tests on slope or level ground are detailed in the standard; Structural safety factors are indicated by the standard along with the structural safety factors formulas to be used; Other tests described in the standard are Dynamic Curb test, Dynamic Depression test, wind stability tests for a maximum wind of 12.5 m/s (41 ft/s). The standard provides requirements for : interlocks, stabilizing devices, outriggers, extendible axles, system protection, guarding of moving parts, warning devices, power system, hour meter, ; Bursting safety factors for all critical components and hoses of hydraulic and pneumatic systems shall have a minimum bursting strength of four (4) times the operating pressure for which the system is designed. Non-critical components shall have a minimum bursting strength of two (2) times the operating pressure for which the system is designed. Fall protection: each anchorage shall be capable of withstanding a static force of 16 000 N (3650 lbs) without reaching ultimate strength. The strength requirement shall only apply to the anchorage(s) and their attachment to the aerial platform. The platform shall be equipped with one anchorage for each of the occupants. Wire Rope or Chain Safety Factor where the platform is supporting its rated workload by a system of wire ropes or chains, or both, the safety factor of the wire rope or chain system shall not be less than 8 to 1 based on ultimate strength. Specifications for breaking system are detailed in the standard Welding shall be performed by qualified person and meet the requirements of CSA Standards W59/W59-M and W59.2 or AWS Standards D1.1 and D1.2.

(contd) the maximum platform height, the maximum travel height, if not equal to the maximum platform height, the nominal voltage ratings of the batteries if battery powered, a notice to study the operating manual before using the equipment, a notice of the inspections required by Clause 5 of this Standard; an alternative configuration statement for multiple settings, rated load , use of outriggers, platform retraction and extension, a notice of unrestricted rated load; warnings against replacing, without manufacturer's consent, components critical to machine stability, ie, batteries or ballasted tires, with lighter weight components. The minimum weights of such components shall be specified, fall protection anchorages. Design markings that the platform has been designed to according with this standard.
Manuals shall be provided by the manufacturer for each aerial platform along with a repair and parts manual that contain sufficient information in order to safely use the platform. The standard provides details on the information contained in the manual. Modification, alteration, or remanufacture of an aerial platform shall be made only with written permission of the manufacturer or where not possible under the direction of a professional engineer. The modified aerial platforms shall be tested in accordance with the standard. Inspections and records shall consist of daily, periodic, annual and structural. The standard details on each type of inspection and the components that have to be inspected. All aerial platforms shall be inspected, tested, and maintained according to the manufacturer's recommendations. A complete and concise record of any information concerning regular inspections (daily inspection exempted), tests, maintenance and structural, and electronic and machine repair that has a direct bearing on the safety of the aerial platform shall be kept permanently by the owner. Daily inspection consists of all components that have a direct bearing on the safe operation of the aerial platform and whose status can change from day to day with use. ( i.e. tires and wheels, fluids, hydraulic hoses, hose connectors, structural components, warning lights, operating and emergency lights, placards and signs, platform floor, fall protection systems, outriggers, etc.). Periodic inspections shall be conducted at every 200h. or other interval specified by the manufacturer, and shall be a more in depth inspection. Annual inspection shall be conducted at 700 h of use and shall include but not limited to the areas covered in the daily and periodic inspection, including structural inspection for identification of components that might present structural wear. The standard outlines specific requirements for the inspection in Section 5.3.3. Structural Inspection shall be conducted every 10 years, and 5 years thereafter, under the supervision of a Professional Engineer, or any time is a chance in ownership. The standard details on the requirements of this type of inspection in section 5.3.4. A certification is required that may include results of the visual inspection, nondestructive testing and also stability tests. Maintenance shall be performed in accordance with the manufacturer specifications. Safe operation of an aerial platform shall encompass: the proper selection of an aerial platform in terms of capacity, reach, and environmental conditions; a competent operator trained in the inspection, application, and operation of the aerial platform; details on safe operation of the equipment, rated load, use of fall protection, load distribution, slope and grade operation, stability enhancing devices and their use, overhead clearance, specific workplace hazards, fuelling and battery charging, and many other risks that may affect the operation of the equipment; controlling and/or minimizing hazards; and emergency procedures.
(contd) Operator training Only qualified personnel who have been trained and familiarized in the inspection, application, and operation of an aerial platform, including the recognition and avoidance of hazards associated with their operation, shall operate an aerial platform. Such items covered in the training shall include, but not be limited to, the following topics: (a) the purpose and location of the manuals; the proper storage of operating manuals on the aerial platform; the pre start inspection requirements of the aerial platform; (b) the inspection of the work area prior to operating the aerial platform; (c) the responsibility for reporting and recording problems or malfunctions affecting the operation of the aerial platform; (d) the factors affecting the stability of the aerial platform, (e) the purpose of placards and decals; (f) the safety rules and regulations the operation of the aerial platform; the requirements for the authorization to operate the aerial platform; (g) the identification of hazards associated with the operation of the aerial platform; (h) operator warnings and instructions; (i) actual operation of the aerial platform under direction of a qualified person. Under the direction of a qualified person, the trainee shall operate the aerial platform for a period of time sufficient to demonstrate proficiency in the operation of the aerial platform. Successful completion of training, the trainee shall be provided a document indicating proof of training. The document shall include the following information: (a) the name of the entity providing the training or retraining; the name of the trainer(s); (b) clear identification that the training covered the specific type of aerial platform to be operated; (c) the date the training took place; and the name of the person trained. The proof-of-training document shall be kept with the operator while operating the aerial platform. In addition to the training requirements, when operators are directed to operate aerial platforms with which they are not familiar, they shall receive instructions regarding the purpose and function of all controls, safety devices, operating characteristics, and the location of the operating manual. Operators shall be retrained at intervals as determined by the employer or by the authority having jurisdiction. The trainer shall be a qualified person with the ability to deliver the subject matter in a clear and coherent manner.
