INTRODUCTION

Background of the Study

National Certificate now are being assess for it's effectiveness to enhance individuals'
competencies and skills for their future job in the industry. Graduates now are being challenged
to use their knowledge, skills and abilities to adapt to work situations that are becoming flexible
and complex their needs change. To be a NC II holder will benefit the student on finding a job in
the ffuture.

According to Manalo, J. P. A., Caguicla, A. R. L., Dimalaluan, J. M. A., Macatangay, J. N.

G., Robles, S. M. G., & Felicen, S. S. (2018), Higher Education Institutions are presently
evaluating TESDA National Certification for its efficiency in enhancing persons' competences
and skills for future jobs in the sector. The school that formed them to become productive and
intelligent individuals is one of the aspects that helps every student to have more ability in any
field they desire. The goal of education is to mold and shape students so that they are prepared
to tackle any problems they may have in the future when looking for work.

The National Certificate is crucial in this regard since it provides knowledge and skills in the
travel and tourist business. To determine their level of competency, students will be required to
complete an assessment. A candidate who has passed the assessment procedure is awarded
the National Certificate. The NC, which has a five-year validity, becomes the graduate's most
significant qualification when searching for jobs. (Atienza, A. B., Bidon, D. M. C., Domingo, M.
M. C., Mabugay, M. C. M., Villanueva, J. D. M., & Festijo, B. T. (2017).

The additional two years as a senior high school ensures that graduates are college ready
while also ensuring their employability if they choose not to seek further education. TECHVOC
is one of the tracks, and it needs a certificate of competency and/or national certification in their
selected strand via TESDA programs. However, even after years of implementation, it remains
unclear whether the first generation of graduates will be employable after high school. (Asis, L.
C. (2020). Employability of Senior High School Graduates under TECHVOC Track with National
Certification in Graphics and Animation from TESDA.)

Continual changes in employed living have meant that academic organizations have had to
evolve current methods to assure their students' capability. In modern academic discourse, it
has been asserted that the conventional structure of formal education in schools was not
sufficient to manage with contemporary teaching oppositions (Hakkarainen et al. 2004;
Lehtinen, 2008; Tynjälä & Gijbels, 2012).

TESDA will provide assessment for students especially graduates to be competent and
enhance their skills for their future job in the hospitality and tourism industry. The researchers
conduct this study to determine The effectiveness in 4th year students of CHMSC, as well as
serve as an eye opener that being an NCll holder gives the opportunities for employment, and
the advantages of possessing it in the hospitality industry. This will also help the BSHM
department in observing the competencies of past assessment of CHMSC students. Through
this study the students will realize the importance of having a National Certificate in finding a
future job.

Hypothesis

A student who are NC II holder had a high level of competencies and employability skills
for their future jobs. If the students passed the National Certificate (NC) test then the
participants is very competent in the competencies in the specialized area.
Null hypothesis.

National Certificate (NC) test is not related or no significant difference for those doesn’t
have or didn’t take the assessment when it comes in level competencies and employability skills
of the NC II passers necessary for careers in hospitality industry in relation to their specialized
area.

Theoretical Framework

According to research, academic settings help students improve their abilities, interests,
and attitudes (Feldman, 1988; Feldman, Ethington, & Smart, 2001). Environments, according to
Holland (1997), support the development of competences, stimulate people to participate in
various activities, and reward people for demonstrating values and attitudes. As a result, the
environment has an impact on personal and professional self-perceptions, competences,
attitudes, interests, and values.

Learning settings are critical to student achievement. Ambient noise, poor lighting, mind
wandering, and other distractions can all have an impact on learning ability. Students that study
in a postive and healthy learning culture are more motivated, punctual to school, improves their
attention, and does a have greater overall learning ability. Students who are learning in a poor
circumstances, on the other hand — are more likely to be loud, irresponsible students and have
a poor level of performance in school.
Conceptual Framework

This study's parameters include the student's demographic profile in terms of

sex, year level, and section. It looks at the effectiveness of the NCII in BSHM fourth-year
students in terms of job prospects, pass rate, and the percentage of NCII graduates who are
Respondent’s

Future Researchers. The future researchers will be able to conduct another study that will add
information to what is not included to the study and for the future researchers to have guide on
there study.

Scope of the study

This study focuses on The effectiveness of NCII's in 4th year BSHM students of CHMS,
specifically on the 4th year student of Carlos Hilado Memorial State College. This study is
subject to the following limitations that future studies should be addressed on the subject under
investigation .

The focus of this study is limited only for 4th year student. We choose 10 random
people in two sections of 4th year. Therefore, a study that makes it possible to analyze this
issue should be introduced in a further questionnaire and school facilitators for their future
research purpose.

Definition of Terms

The following terms were defined according to how they are being used in the study and for
better understanding.

REVIEW OF RELATED LITERATURE

Higher Education Institutions are presently evaluating TESDA National Certification for
its efficiency in enhancing persons' competences and skills for future jobs in the sector. The
school that formed them to become productive and intelligent individuals is one of the aspects
that helps every student to have more ability in any field they desire. The goal of education is to
mold and shape students so that they are prepared to tackle any problems they may have in the
future when looking for work. Public education aided in meeting the various needs of labor in
society. It enlighten and open students' mind so that they can make sensible decisions and
pursue the careers they desire. It is suggested that the University and TESDA consider and
develop more vocational education and training programs in order to provide new information
and insights that will help students develop the skills that industry requires. (Manalo, J. P. A.,
Caguicla, A. R. L., Dimalaluan, J. M. A., Macatangay, J. N. G., Robles, S. M. G., & Felicen, S.
S. (2018). Effectiveness of TESDA National Certification to Cruise Line Operation in Culinary
Arts Graduates of 2015 and 2016. Journal of Tourism and Hospitality Management, 15(1)).

Graduate-respondents who have completed their studies and are now working have
more advantages working in other countries after having TESDA National certificates. National
certification helps them get a job by giving them more responsibility, a better certificate, or a
chance to advance in their current position. The TESDA National Certificate encourages the
evaluation and certification of middle-level skilled professionals through the help of Philippine
TVET Competency Assessment and Certification System (PTCACS). The evaluation is seeking
to determine whether the graduates or workers can carry out the expected standards in the
workplace based on the competency requirements. This credential is issued to individuals who
meet or exceed the stated qualification standard procedures. This guarantees that individuals
who took the assessment's worldwide competitiveness has met the industry's quality and
productivity standards. (Ingco, L. A., Aguzar, J. L., Atienza, I. R., EreÑo, A. J. M., Ilao, C. J. V.,
Perez, M. D. B., & Apritado, J. M. M. (2020). TESDA National Certification of Hotel and
Restaurant Administration Graduates to Job Placement in Hospitality Industry.)
Determining clear goals and objectives is one of the most difficult issues facing today's
hospitality instructors. Curriculum objectives to meet the industry's ever-changing needs. It's
critical to narrow the gap between what students are taught and what employers want from the
graduates being hired. The results reveal that the majority of the interns performed satisfactorily
in the Food and Beverage course and the interns received the highest rating of very good
performance in attitude, knowledge, and skills in terms of personality. Study shows there is no
link between interns' training performance in the F&B Department of the restaurant and hotel
and their success in the Food and Beverage Service Course. (Buted, D. R., Felicen, S. S., &
Manzano, A. I. (2014). A Correlation study between student performance in food and beverage
services course and internship in F&B department of hospitality business. International Journal
of Academic Research in Business and Social Sciences, 4(6), 54)

The National Certificate is crucial in this regard since it provides knowledge and skills in
the travel and tourist business. To determine their level of competency, students will be required
to complete an assessment. A candidate who has passed the assessment procedure is
awarded the National Certificate. The NC, which has a five-year validity, becomes the
graduate's most significant qualification when searching for jobs. (Atienza, A. B., Bidon, D. M.

National Certification of Travel and Tourism Management Graduating Students from one Private
University in the Philippines. Journal of Tourism and Hospitality Research, 14(1))

With a population of nearly 100 million people, the Philippines is a Southeast Asian
country. Its educational system, which has been inspired by the United States, has seen a
tremendous increase in the number of vocational education institutions and students in recent
years. By establishing a national qualification framework and a unified Technical and vocational
education and training (TVET) program registration and accreditation system, the Philippines
ensures the quality of TVET. According to research, TVET in the Philippines is currently beset
by issues such as poor quality, trouble finding students jobs, and multi-departmental non-
coordinated administration. (Wu, Q., Bai, B., & Zhu, X. (2019). Technical and Vocational
Education and Training in the Philippines: Development and Status Quo. In Vocational
Education and Training in ASEAN Member States (pp. 155-171). Springer, Singapore)

The additional two years as a senior high school ensures that graduates are college
ready while also ensuring their employability if they choose not to seek further education.
TECHVOC is one of the tracks, and it needs a certificate of competency and/or national
certification in their selected strand via TESDA programs. However, even after years of
implementation, it remains unclear whether the first generation of graduates will be employable
after high school. (Asis, L. C. (2020). Employability of Senior High School Graduates under
TECHVOC Track with National Certification in Graphics and Animation from TESDA.)

In Davao Region, Philippines, the training perspective on trainers' approach had a

substantial moderating effect on the relationship between competency potential and career
progression of technical vocational trainers. The 407 respondents were judged to have
extremely high levels of related variables such as competency potential, training perspectives,
and career advancement. However, the outcome did not meet expectations of complete
mediation of the link between the associated variables from the perspective of training. The
finding suggests that a direct impact on professional advancement may be attributable to a mix
of competency potential and other variables not examined in the study. (Tulo, A. A., & Gempes,
G. P. (2016). The mediating effect of training perspective on the relationship between
competency potential and career progression of technical vocational trainers. Development
(Armstrong, 2001 & Kulkarni, 2013), 4, 36.)

METHODOLOGY

The researchers followed a quantitative approach in conducting the study about the
effectiveness of TESDA NCII in 4th year BSHM students of CHMSC. We developed a
questionnaire where a scale from 1 to 5 is used to determine the thoughts of respondents in the
topic. The questionnaire were distributed online to 4 sections of BSHM 4 year and 30
respondents each. The respondents were given time to respond to the questionnaire.

RESEARCH DESIGN
The research was designed in three stages: pre-design, design, and post-design. The
pre-design stage involves obtaining information about the respondents' profiles as well as
literature on the various elements that influence student choice. Writing, preparing, and finishing
the research, conducting the survey, and assessing the results are all part of the design step.
Finally, the BSHM 4TH Year Student of CHMSC-Talisay participates in the post-design stage.

To further validate the findings, the research examiners first got school consent before
proceeding with the study under the supervision of their supervisor. From then on, data
collecting was emphasized as a necessary first step in the research's progress. Following the
collection of data, a more thorough investigation was conducted in order to arrive at a more
reliable response. The information was gathered from CHMSC-BSHM Talisay's 4th Year
Students. Similarly, the study's participants were chosen by a random selection technique.

The researchers' primary strategy is to consider the most appropriate title and questions for the
subject of taking NCII for BSHM 4th year students at CHMSC-Talisay. The researchers started
collecting, evaluating, and writing the review of linked literature the day after they came up with
the research topic and question. As a result of this finding, the researchers began working on
various aspects of the study, such as the introduction and the formulation of a research topic.
After it was finished, the researchers started writing the review of linked literature and research
procedures. The researchers also start the survey with Talisay, a BSHM 4th Year Student at
CHMSC. CHMSC-Talisay has 200 BSHM 4th Year Students. The researchers began to draw
conclusions from the survey results after tallying the appropriate responses of the respondents.
Following the completion of the final draft of the examination paper, the researchers and the
research adviser reviewed and corrected the errors produced by the researchers. After making
changes to the previous draft, the researchers began encoding and polishing the research
article. The researchers successfully completed the research report after extensive editing and
encoding.

LOCALE OF THE STUDY

The research was conducted out at the Talisay Campus of Carlos Hilado Memorial State
College. This location was chosen to determine the efficacy of the aforementioned study among
BSHM students, and for their comfort, this study was implemented in the fourth year. These
studies examined the effectiveness of the housekeeping NCII in fourth year BSHM students of
Carlos Hilado Memorial State College that can benefit them while getting a job. The researchers
expect that this study will help in determining the true value of NC2 in graduating students.

RESPONDENTS/SUBJECT OF THE STUDY

Our study's participants are the BSHM fourth-year students of Carlos Hilado Memorial
State College, Talisay Campus. It comprised of 120 students divided into four sections of 30
students each. They are the only ones who have enough expertise to answer the questions in
our research. They completed the questionnaire we supplied them, which provided us with the
information we need.

They are the ones we require since they have previously passed the Housekeeping NC2
and we want to know about their previous electives so that we can see if they are relevant to
their present course and, if so, whether the Housekeeping NC2 is effective.

SAMPLING TECHNIQUES

The most important decision to make while collecting data is to select a sample size,
which is used as a study reference. As mentioned above, our sampling has included all 4 th year
BSHM students of CHMSC. It is comprised of 120 students divided into four sections of 30
students each. On this study, we used stratified sampling method with the distinction that here
all the subgroups like the gender, age and etc. are are considered by the researcher and enjoy
the same chance of being chosen [as variables].

RESEARCH INSTRUMENT

In this study, the researcher come up with an instrument that can be use in the current
situation of pandemic and can be easily accessible by the target respondents which is the 4 th
year BSHM students of Carlos Hilado Memorial State College and that is thru the Google Form
Questionnaires. In constructing the questionnaires, the researcher focuses on questions that
can measure accurately our target goal. The questionnaire is composed of ten questions. The
researcher come up with the Labeled scaled-response question which is choosing between 1 to
5 (Very Bad to Very Good) in answering the questions. The accumulated response will be used
to determine the accuracy of the study.

DATA GATHERING PROCEDURE

The(we) researcher had allotted (our)time and cooperation in developing their(our)

questionnaire as to serve its intended respondents. The respondent is from Carlos Hilado
Memorial State College and BSHM 4 year students. The questionnaire was created using
google form with suitable questions related to the research title. In the questionnaire, scale from
1 to 5 used to determine the thoughts of respondents in the topic. The questionnaire were
distributed through online to 4 sections of BSHM 4 year and 30 respondents each. Participants
were given time to respond and then the researchers collected the questionnaire formed.

Due to current situation brought by COVID – 19 pandemic, the researchers is not allowed to go
in school and conduct face-to-face survey and interviews. The researcher create an online
questionnaire using google form to validate responses from the instrument.

DATA ANALYSIS PROCEDURE

This study used the following tools in accordance with hypothesis.

To determine the answer to the problem, the researchers and following form.

X̅ =∑ x/n

Where

X̅ = Mean

Χ = Total Scores
N= Population

For problem 1, frequency was used which aimed to determine the profile of the BSHM 4th year
students according to their sex, year and section. In problem 2, mean was used which aimed to
determine the effectiveness of Housekeeping NCII in BSHM 4th year students of Carlos Hilado
Memorial State College. In problem 3, the t-test was used which aimed to determine the
significance of Housekeeping NC 2 in the lives of the graduating students of BSHM in CHMSC.
In problem 4, which aimed to determine the chances of CHMSC BSHM graduates with
housekeeping NC2 being employed. In problem 5, which aimed to determine the effectiveness
of holding a Housekeeping NCII gives a competitive advantage in the hospitality industry.
