PROJECT STALLION
Project Stallion is a high-end real estate development project in Davao City. Its
registered owner and developer is Accendo Commercial Corporation which is a joint venture
between two conglomerates namely: Ayala Land Inc (ALI) and Anflo Management and
Investment Corporation (ANFLOCOR). Being a renowned developer in the real estate
business, Ayala Land Inc positioned its projects based on branding. At present, there are five
real estate brands introduced throughout the country namely: Ayala Land Premier, Alveo,
Avida, Amaia, and Bella Vita. In this current project, Ayala Land Premier will carry the brand
of Project Stallion, a high end and premier residential project of Accendo Commercial
Corporation. After its turnover to the Homeowner’s Association, the subdivision will be
managed by Ayala Property Management Corporation, a subsidiary of Accendo. Shown below
is the schematic diagram presenting the various brands:

Accendo has a number of real estate projects in Metro Manila, Metro Cebu, Iloilo,
Bacolod, Laguna, Pampanga, and other parts of Luzon Visayas, and Mindanao. In Davao City,
Accendo Commercial Corporation takes pride in having completed vertical and horizontal real
estate projects. Notably, these include: Avida Towers, Abreeza Residences, Abreeza Place 1

EXECUTIVE SUMMARY
The project site is 18.165 km away from the Malagos Watershed Reserve and 8.07 kms away
from the Mt. Apo Natural Park.
The project requires the number of manpower for the construction and operation phases. A
total of 62 workers is needed in the construction and operation phases of the project. Forty-eight (48)
will be needed during the construction phase and fourteen (14) in the operational phase.

The manpower’s skills and expertise needed in the project will range from engineer down to
the pollution control officer. The presence of the pollution control officer in this proposed project will play
a pivotal role since he/she will be designated as the person-in-charge in complying with environmental
concerns, especially during the construction, implementation, and once the project will be turned over
to the homeowner’s association.
The total estimated cost of the project is Php 15,908,070,000.00 which covers all of the land
and development costs.
The scope of the EIA study was identified during the technical scoping for the Technical
Scoping Report) which encompasses the significant parameters as per the Revised Procedural Manual
for DAO 2003-30 and Memorandum Circular 2014-005 for Category B: Non-Environmentally Critical
Project under the item 3.6.8 Subdivision and other housing projects in flat areas. With this, project is
required to prepare an Environmental Impact Assessment (EIS).
Based on the scope of the study agreed upon by the EIARC and the Proponent, the following are

EIA Methodology
In accordance with EMB Memorandum Circular 2014-005 also known as the Revised
Guidelines for Coverage Screening and Standardized Requirement under the Philippine Environmental
Impact Statement, the project is categorized as Category B: Non-Environmentally Critical project (see
table below). Following the Revised Guidelines for Coverage Screening and Standardized
Requirements per MC 2014-005 under the Philippine EIS System, the proposed project falls under item
3.6.8 Subdivision and other housing projects in flat areas with a threshold limit of greater than or equal
to 25 hectares project land area. This project type is considered as Category B: Non-Environmentally
Critical Projects (Non-ECP) but are likewise deemed to significantly affect the environment by virtue of
being located in an Environmentally Critical Area (ECA).

EIA Key Components Methods
Land
Land Use and Classification Baseline environmental conditions of the project area were studied
by reviewing all available secondary information, including
comprehensive land use plans, comprehensive development
plans, zoning ordinances, socio-economic profile, and other
sources; and conducting reconnaissance surveys, and detailed
field investigations.
Geology and Geomorphology Review of secondary data includes flood maps, landslide
susceptibility maps and other geology-related resources from
DENR-MGB, PHIVOLCS and NAMRIA, among others, which were
validated through field investigations.
Terrestrial Ecology Ocular visits were done and undertaken to assess species
composition and importance. The result of the field survey showed
an absence of vegetation on the project site. Ornamental and
indoor plants were only observed.
Water
Hydrology/Hydrogeology All relevant data were sourced from secondary information, such
as MGB maps.
Water quality Conducted wastewater analysis using DENR standard methods
and procedures following DAO 2016-08 and DAO 2021-19 for

The table below describes the activities to be undertaken during the proposed development.
Provided below are the key findings of this report covering the four (4) modules of environment.
Land Land Use and Classification ● The project site is under Urban Ecological Enhancement
Sub-zone (UEESZ) and Residential 3 Zone (R3) and Water
Resource Overlay Zone based on 2019-2028 of Davao City
CLUP.
● The project site is 18.165 km away from the Malagos
Watershed Reserve and 8.07 kms away from the Mt. Apo
Natural Park.
● For ECAs, the project site is 0.17 kilometers away from
Bayabas-Sirawan Creek and 0.12 kilometers away from
Marapangi River.
Geology/Geomorphology ● The highest and lowest elevation of the project site is 273 m
amsl and 83 m amsl, respectively.

Module Key Findings
● In the recent CLUP of the city, the data showed that Toril
District has an index of 1.471 for bridges, 11.111 for terminals,
5.882 for pedestrians and overpasses, 0.556 for roads, and
3.170 for tramlines. By ranking using the centrality index, Toril
District ranked 4th, which implies and indicates that this
district, where the Project Stallion will be situated, has a higher
access to transportation.
● When considering the priority given to employment and job
opportunities, in the company during the project's initiation, the
main focus will be giving preference to residents of Barangay
Marapangi and Catigan.
● The road network will be about 126,984 sq. m. which will cover
22% of the proposed net development area.
● Four (4) major roads can be seen near the proposed project:
(1) the nearest one being the Bayabas - Eden Road found at
the northern side of the project, (2) next is the ongoing Davao
- Digos Expressway found at the immediate right side of the
project, (3) the national highway Davao - Cotabato Road
(Davao City - Jct. Digos Section) found at the further right side
of the project, and finally (4) the Inawayan - Baracatan Road.
● The Tagum - Davao - Digos (TDD) segment of the Mindanao
Railway Project of the Department of Transportation (DOTr)
