Interim Guidance to Ships Operating in Ports with Challenging Water Quality Ships that experience challenging water quality at ports due t o high levels of total suspended solids and turbidity, should pending further guidance from the IMO, e n s u rthe
e following procedures are implemented:

1. Determine that the BWMS Is not operating at its expected treatment rated capacity from the BWMS self-monitoring system and visual observations, as applicable;
2. Take steps to optimize the treatment process and resolve BWMS technical malfunctions;
3. Assess operational limitations and operational demands to establish challenging water quality;
A. Take any additional steps before bypassing the BWMS, such as reducing flow t e minimum operational demand:
5. Load the minimum amount of unmanaged ballast water and [imit the tanks and piping affected;
6. The port State authority at that port and flag State should be contacted regarding bypassing the BWMS andIf the ship could conduct BWE + BWT within the coastal waters of that State or in any other designated area by that port State;
7. f BWE cannot ba conducted within port or coastal waters, then BWE + BWT should be conducted in accordance withRegulation 8-4 of the Convention. The port State at next destination port should be communicated regarding BWE+ GWT:
B. BWE should be conducted to maximum extent practicable;
9 . Records should b e made i n BWR book;
10. Decontaminate ballast tanks and piping to lower the risk of not meeting D-2 discharge standard at the next discharge of ballast water
11. BWM Plan should also be updated to Include such procedure when operating in ports with challenging water quality.

Flease note that this guidance may not apply in 2ll jurisdictions if they have not ratified the IBWMC or have other special restrictions.
