Introduction
1.0 By instruction of RCL Feeder Pte Ltd on 22-Mar-2024, the undersigned surveyor, on
behalf of the RCL Feeder Pte Ltd, attended the joint condition survey of the alleged
cargo contamination due to odor emanating from “Sugar in bags”, unstuffed from
Containers CAIU6425067, GLDU9676569, TEMU2350549 and TGCU2020767 under
the B/L PENCB24000079 to determine the damage and extent of damage of cargo at
Address: No.117, Pale Road, ShwePyiThar Industrial Zone (3), ShwePyiThar
Township, Yangon, Myanmar.

Background
3.0 Containers CAIU6425067, GLDU9676569, TEMU2350549 and TGCU2020767 under
the B/L PENCB24000079 were loaded onboard the vessel M.V ISEACO WISDOM,
Voyage No. 111N at Penang, Malaysia. The subject containers arrived in Yangon,
Myanmar, and were discharged on 29-Feb-2024. They were subsequently released
to consignees on 12-Mar-2024, 13-Mar-2024, 19-Mar-2024, and 21-Mar-2024,
respectively.
On 19-Mar-2024, alleged cargo contamination with bad odor was notified by the
Consignee via email.

Exclusive Summary
5.0 The condition survey was carried out in relation to alleged cargo contamination from
the containers CAIU6425067, GLDU9676569, TEMU2350549 and TGCU2020767
under the B/L PENCB24000079 and the scope of the survey is to inspect both the
containers and potentially affected cargo.
Occurrence
5.1 Prior to the condition survey, unstuffing from containers No. CAIU6425067,
GLDU9676569 and TEMU2350549 was completed, and the sugar bags unstuffed from
them were stored in isolation in the warehouse due to concerns about possible
contamination arising from a noticeable odor emanating from some bags. Unstuffing
from container TGCU2020767 was halted at the warehouse for the same reason.
Survey Findings
5.2 The survey findings from the condition survey are as follows.

1630 Hrs: undersigned surveyor and interested parties arrived at Warehouse
Location: No.117, Pale Road, ShwePyiThar Industrial Zone (3), ShwePyiThar
Township, Yangon, Myanmar.
Container
Container No. TGCU2020767 was inspected while on a loader truck at Schenker
Warehouse, located at No. 117, Pale Road, ShwePyiThar Industrial Zone (3),
ShwePyiThar Township, Yangon, Myanmar. It was found to be in satisfactory
condition, with all door panels, side panels, and roof panel appearing weather-tight
and well-maintained. Other containers were not accessible for inspection as they had
already been relocated.
Cargo
- There were 500 bags of Sugar in container TGCU2020767.
- Total 1,500 bags of Sugar unstuffed from containers (CAIU6425067, GLDU9676569
and TEMU2350549) were isolated in the warehouse to prevent any potential
contamination.

- Our survey team conducted a thorough visual inspection of the Container No.
TGCU2020767, the sugar bags stuffed inside it and sugar bags unstuffed from
other three containers (CAIU6425067, GLDU9676569 and TEMU2350549).
- No visible damage to the container or signs of tampering to the sugar bags were
observed during the inspection process.
- The bags appeared to be intact, with no trace of water or contamination with
other substances.
- The overall appearance of the sugar bags was visually satisfactory, indicating no
apparent issues with the packaging or contents.
- While no physical damage was found, it was noted that a mild but noticeable odor
emanated from sugar bags stuffed inside Container No. TGCU2020767, as well as
from the interior of the container itself, and from the sugar bags stored in isolation
in the warehouse, which were unstuffed from Containers No. CAIU6425067,
GLDU9676569, and TEMU2350549.
- It was not feasible to accurately count or assess the sugar bags causing the foul
odor, as they were both stacked in piles within the warehouse and contained
within the container.
- Since the cargo was packed in bags, we were unable to conduct direct moisture
content testing.
- Sampling of the sugar bags was not performed during the survey due to
constraints.
- As per the interview with the consignee’s representative, all 2,000 sugar bags from
Containers No. TGCU2020767, CAIU6425067, GLDU9676569, and TEMU2350549
will not be accepted, based on concerns that these bags may not meet the
consignee's quality standard.

Comment / Recommendation
6.0 Based on our visual inspection and observations, no visible damage to Container
TGCU2020767 or the sugar bags was found. However, the presence of a mild but
noticeable odor emanating from some of the sugar bags stuffed inside Container
No. TGCU2020767, as well as from the interior of the container and from the sugar
bags unstuffed from three other containers (CAIU6425067, GLDU9676569, and
TEMU2350549), warrants further investigation. Given the limitations of the survey,
including the inability to conduct moisture content testing and collect samples, we
recommend the following actions:
1) Conduct further analysis to determine the cause of the odor emanating from the
sugar bags.
2) After unstuffing the cargo, conduct further analysis to determine whether Container
No. TGCU2020767 is also a potential source of contamination.
3) Collect representative samples of the sugar bags for laboratory analysis to assess any
potential contamination.
4) Monitor the situation closely and take appropriate measures to ensure the integrity
and safety of the cargo.
