No. 003 Series of 2024

AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE PROTECTION OF CHILDREN

WHEREAS, the best interest of the child shall be the paramount consideration of every local
government unit in the pursuit of protecting children’s rights;

WHEREAS, 1987 Constitution recognizes the rights of children in nation-building hence, they need
to be represented in the council for the development of the community;

WHEREAS, another legal basis is found in the Civil Code of the Philippines, Articles 359 and 360
quoted as follows: “The government shall establish Councils for the protection of children”,

WHEREAS, there’s a need to organize the composition of BCPC in order to enhance the protection
of the children’s rights;

NOW THEREFORE, I GODOFREDO H. ELLE, Punong Barangay of Barangay Embargo, Ozamiz City,
Misamis Occidental, by the authority and power vested in me by the 1987 Freedom Constitution and the
Civil Code of the Philippines, do hereby order the reorganization of the composition of the Barangay
Council for the Protection of Children (BCPC), and the corresponding functions therein of each member
must in pursuance to law.

Section 1. Composition. The BCPC shall be composed of the following:

Section 2. Functions. The BPOC shall have the following functions:

1. Foster the education of every child in the barangay.


2. Encourage proper performance of duties of parents.
3. Protect and assist abandoned and maltreated children.
4. Take steps to prevent juvenile delinquency and assist parents of children with behavioural
problems.
5. Adopt measures for the health of children.
6. Promote opening and maintenance of playgrounds and day care centers and other services
necessary for child and youth welfare.
7. Assist parents wherever necessary in securing expert guidance counselling from the proper
governmental or private welfare agency. (P.D. 603, Art. 87)

Section 3. Effectively. This order shall take effect immediately.
