LOSS OF OPEN SPACE AT MINMI & DISTRICT SUBMISSION

The Green Corridor Coalition (GCC) concerns remain the same as those submitted to the Hunter & Central Coast Regional Regional
Planning Panel which covers open space and vegetated corridors within DA2018/01351 & DA/2087/2018……..Timeline as follows:
 2011 – ‘Coal & Allied’ (C&A) released the Concept Plan for its development lands which identified open space and mine subsidence
areas. The most notable open space being marked with a yellow arrow (Map A) which is located on the highest point overlooking
Minmi and district and labelled ‘Feature Park’. The C&A Concept Plan was placed on pubic exhibition at the same time as
Newcastle’s ‘Draft Local Environmental Plan’ (LEP). The existing land zonings around Minmi were retained in the final 2012 LEP
because the C&A proposed development areas had not been finalised.
 2013 – Amendments to zonings were made to the 2012 LEP that deviated from the C&A Concept Plan, however there was no public
consultation. Subsequently, all ‘Open Space’ was zoned ‘R2 Residential’ despite being polar-opposite land-uses.
 2018 – ‘Winten Property Group’ Development Applications (DAs) were lodged with City of Newcastle City (Map C). Housing
development had been added to the ‘Feature Park’ open space and the remainder placed in a ‘Residue’ land classification but still
zoned R2 Residential. Only two open space areas (Blue circle) from the C&A Concept Plan have been retained in the ‘Winten’ DA
mapping, with other open space containing housing lots. Sporting fields were added (Maps C&D) resulting in a between the
Regional Biodiversity Corridor and the M1 Motorway reduces the corridor’s effectiveness.
 2021 – Three C&A Concept Plan open space areas (Maps C&D brown fill) in the current subdivision Stage 1B were permanently
destroyed by filling due to the R2 Residential zoning. This being indicative for similar R2 zoned ‘open space’ in the current ‘Winten’
DAs. Also, City of Newcastle Council did not challenge a 2017 ‘Winten’ LEP amendment (Map D red circle blue fill) to the
substantially amended 2013 LEP, which resulted in a court ruling to fill and destroy E2 Wetlands.

PROPER OPEN SPACE ZONING


As exemplified by already destroyed open space, if open space previously identified and ones marked in the current
Development Applications mapping are not removed from the R2 Residential Zone then in the future when the developer wins
a ruling on ‘Urban Infill’ these open spaces will also be destroyed.
All open space must therefore be transferred to RE1 zone or tighter if DA approval is to be given large loss of vegetated ‘E2
Environmental Protected Regional Corridor’ land and part of the historic rail line. Further loss of interface vegetation.
