SCHEDULE-A
1 THE SITE
1.1 Site of “Upgradation of Shahdol- Sagartola Section of NH 543 from km 0+000 to km 69+400 to
2 lane with paved shoulders under Hybrid Annuity Mode (HAM) in the State of Madhya
Pradesh.”
1.2 Project highway shall include the land, buildings, structures and road works as described in Annex-I
of this Schedule-A.
1.3 The dates of handing over the Right of Way to the Contractor are specified in Annex-II of this
Schedule-A.
1.4 An inventory of the Site including the land, buildings, structures, road works, trees and any other
immovable property on, or attached to, the Site shall be prepared jointly by the Authority
Representative and the Contractor, and such inventory shall form part of the memorandum referred
to in clause 8.2.1 of the Agreement.
1.5 The alignment plans of the Project Highway are specified in Annex-III. The levels shown in
drawings and schedules or elsewhere are for guidance only, they are not absolute. The contractor
shall prepare design and drawings as per IRC: SP: 73-2018. The contractor may, improve/upgrade
the Road Profile as indicated in Annex-III based on site/design requirement. The proposed profile
of the project highway as indicated in the Annexure III shall be followed by the contractor with
minimum FRL as indicated in the alignment plan. Based on Standard & Specification and
site/design requirement, the contractor shall improve/upgrade upon the alignment plans and profiles
as indicated in Annexure III and raise the finished roadway level (FRL) with approval from the
Authority’s Engineer within the available Right of Way.
Annex - I
(Schedule-A)
1. The Site
1.1 The site of the Project Highway “Upgradation of Shahdol- Sagartola Section of NH 543 from km
0+000 to km 69+400 to 2 lane with paved shoulders under Hybrid Annuity Mode (HAM) in the
State of Madhya Pradesh.”
1.2 Referencing System
Kilometer stones are existing in entire length of the project highway. It is called the
“Existing Chainage”. During topography survey with Lidar, observations made are referred
to “Design Chainage”. The relationship between the “Existing Chainage” and the “Design
Chainage” as per field surveys of the location of existing km stones using the Lidar for the
“Project Highway” is given at Appendix A-I. The existing length of project road is 70.400
km and design length of project road is 69.400 km.

3. CARRIAGEWAY
The present carriageway of the project highway is two lane in about 70.400 km. The type of the
existing pavement is flexible.

The dates on which the Authority shall provide Right of Way to the Contractor on different stretches of
the Site are stated below:

Note: - The entire cross sectional elements shall be accommodated in the available/proposed RoW.
If required, suitable retaining structures shall be provided to accommodate the highway cross
section within the available/proposed RoW and the same shall not constitute a Change of Scope,
save and except any variations in the length arising out of a Change of Scope expressly undertaken
in accordance with the provisions of Article 13.

Annex – III
(Schedule-A)
Alignment Plan
The existing alignment plan of the project Highway shall be modified as per the attached alignment plan.
The alignment plan of the project highway is enclosed in digital form.
The proposed alignment of the Project Highway shall be as per enclosed plan. The proposed profile of the
Project Highway as indicated in this Annex shall be followed by the contractor with minimum FRL as
indicated in the alignment plan. Based on site/design requirement and in compliance to the Standard &
Specification as per Schedule D, the contractor shall improve/upgrade upon the alignment plans and profiles
as indicated in this Annex and raise the finished roadway level (FRL) with approval from the Authority’s
Engineer within the available Right of Way.

Development of the Project Highway shall include design and construction of the Project Highway
as described in this Schedule-B, Schedule-C and Schedule D. The proposed profile of the Project
Highway shall be followed by the contractor with minimum FRL as indicated in the alignment plan.
The contractor however, may improve/upgrade the Road Profile based on site/design requirement.
The alignment plans of the Project Highway are specified in Annexure III of Schedule A shall be
deemed to be part of this Schedule B. Based on site/design requirement, the Contractor may,
however, improve/upgrade upon the alignment plans and profiles as indicated in Drawing Volume
and raise the finished roadway level (FRL) with approval from the Authority’s Engineer within the
available Right of Way.
Rehabilitation, up gradation and augmentation shall include Two-Laning with Paved Shoulder of the
Project Highway as described in Annex-I of this Schedule-B and Schedule-C.
The Project Highway shall be designed and constructed in conformity with the Specifications and
Standards specified in Annex-I of Schedule-D.

1.2.2 Except as otherwise provided in this Agreement, the width of the paved carriageway and
cross-sectional features shall conform to paragraph 1.2 above.
The Above mentioned/given Typical Cross section of project road is tentative. The
contractor should verify and check on the site with authority Engineer and get approval by
client. If any changes in length and height is occurred it not considered in change of scope.

Wherever necessary, 2 lane to 4 lane and 4 lane to 2 lane transition shall be provided as per
relevant codes or manuals.
Note:
1) Formation level of Major/Minor Bridge shall be matched by regarded approaches.

1.2.4 In Toll Plaza Location: - 01 Nos. of Toll Plaza is in the Project Road at 14+866 (8 Lane)

Geometric design and general features of the Project Highway shall be in accordance with Section 2
of the Manual. (IRC: SP: 73-2018).
2.2 Design Speed
The minimum design speed of 100/80 kmph, for plain/ rolling terrain as per manual.
Improvements of the Existing Road geometrics shall be in accordance with the Section 2 of the Manual
(IRC: SP: 73-2018) as mentioned in the Table below. All necessary road signs and safety measures shall
be provided in the Project Highway.
Note: - 1. Any deficient curve identified during construction shall be improved as per schedule D. The length
shown in above table are indicative and it may vary as per site condition and no change of scope shall be
admissible, for any increase or decrease in length mentioned above as per site condition.
(b) In open country, width of paved shoulders shall be 1.5m on either side of carriageway and width of
earthen shoulders shall be 1m on either side of carriageway with 150mm thick compacted layer of
granular material in the following stretches-
Design and specifications of paved shoulders and earthen shoulder shall conform the
requirements specified in paragraphs 5.10 and 5.11 of the Manual IRC SP-73-2018
Note: - Top 150mm earthen shoulder shall be well graded, and moorum, gravel crushed stone
or combination thereof, conforming to clause 401 of MORTH Specifications and having
soaked CBR of not less than 30%. The granular layer shall be compacted to at least 98% of
Maximum dry density for the material determined as per IS: 2720 (Part 8). Remaining portion
shall conform to section 300 of MORTH Specifications. As per IRC-SP 73:2018.
Note: - The entire cross sectional elements shall be accommodated in the available/proposed RoW. If
required, suitable retaining structures shall be provided to accommodate the highway cross section
within the available/proposed RoW and the same shall not constitute a Change of Scope, save and
except any variations in the length arising out of a Change of Scope expressly undertaken in
accordance with the provisions of Article 13.
2.6.1. Lateral and vertical clearances at underpasses and provision of guardrails/Thrie Beam Metal crash
barriers shall be as per Schedule D.
b) Slip roads: - Slip road of minimum 7m carriageway shall be provided at following location-

The actual length of the service/slip road shall be determined by the contractor in accordance
with the site requirements with approval from the Authority’s Engineer/Client. Any Increase
in the Length specified in the clause of Schedule B shall not constitute a Change of Scope. Any

New location as per site requirement and directed by Authority Engineer will be considered
under a Change of Scope.
2.9 Grade separated structures / VOP: 4 lane- CH-0+000 on NH-43 & CH-69+400 on NH-45

Grade separated structures shall be provided as per paragraph 2.13 of the Manual.
Note: - The provided cross-sectional layout of the project road is tentative; the contractor is required
to validate and confirm it on-site with the authority engineer, seeking approval from the
client. Any alterations in length or height that may arise during this process will not be
regarded as a change in the project scope.
All intersections and grade separators shall be as per Section 3 of the Manual (IRC: SP 73-2018).
Existing intersections which are deficient shall be improved to the prescribed standards. For
improvement of intersections and at grade junction standards and type plan MoRT&H and IRC:
SP: 41-1994 shall be followed. Junctions are to be improved within the available land with
appropriate provisions like turning lanes, turning radii, channelizing islands, median islands,
acceleration / deceleration lanes, road signs and markings etc., as per the relevant IRC codes
subject to the minimum indicative details given in the alignment plans. Properly designed
intersections shall be provided at the locations and of the type sand features given in the tables
below:

Note:
Provide a Service road of 5.5 m width from Chainage 51+060 km to 51+190 km At Chainage
51+060 km to connect one village road to the main junction which was provided at Chainage
51+190 km.
All junctions along the Project Highway shall be improved to NH standards and any increase in
number will not be considered as change of scope.
Rumble Strips: -The cross road in junctions as mentioned above shall be provided with Rumble
strips at the approach of junctions as per IRC: 99-2018.
The cross roads in junction shall be re-graded to attain similar gradient or up to minimum
length 150m, whichever is more & repaved by existing paved material.
For cross roads drainage facility with new HP culverts on cross roads shall be constructed as
per Clause 7.2.4 (c) of this Schedule and shall be as per Manual and will not considered as
change of scope.
Grade separated intersection with ramps: - Nil
Note: Approach Gradient & RE Walls: Approaches and exit gradient of road crossing through
underpass shall be provided as per Schedule D. The requisite slip roads of 7.0 m width in all four
quadrants with RE wall shall be constructed as per availability of land.
4. ROAD EMBANKMENT AND CUT SECTION
4.1 Reconstruction and up-gradation of the existing road embankment/cuttings and construction of
new road embankment. Cuttings shall conform to the Specifications and Standards given in
section 4 of the Manual and the specified cross sectional details. Deficiencies in the plan and
profile of the existing road shall be corrected.
4.2 Raising of the existing road:-
The existing road shall be raised minimum according to proposed profile provided .However rising
at any other location required due to technical reason shall not be treated as change of scope.
If the contractor desire to use fly ash in embankment & filling of approaches of RE wall structure as
per latest guideline of MoEF & CC. Then it will be the responsibility of the contractor to procure the
same from thermal power plant. In this regards no COS shall be applicable by the authority.
5. PAVEMENT DESIGN
5.1 Pavement design shall be carried out in accordance with Section 5 of the Manual (IRC: SP: 73-
2018) IRC relevant codes and International Standards.
5.2 Pavement Design shall also be carried out in accordance with ministry circular RW/NH-
33044/01/2019-S&R (P&B) dated 23rd October 2020 regarding use of Fly-ash in road/flyover
embankment construction on NH works.

Flexible Pavement shall be constructed in the project road except in built up area & toll plaza.
DESIGN REQUIREMENTS
• Flexible pavement for new pavements and reconstruction of the existing road in Open
Area/Realignment/Bypass shall be designed for a minimum design period of 20 years in
accordance with manual & IRC: 37-2018. Stage construction shall not be permitted.
• Rigid pavement in Built-up areas shall be designed for a minimum design period of 30
years in accordance with manual & IRC: 58-2015 respectively.
Notwithstanding anything to the contrary contained in this Agreement or the Manual, the
contractor shall design the pavement for design traffic of minimum 30 MSA (for flexible
pavement) and 719 CVPD (for Rigid Pavement). The HAM contractor has to ascertain the actual
traffic before the designing and if design traffic based on actual traffic is more than the proposed
design traffic, then the design traffic shall be worked out as per actual and to pavement crust to be
designed subject to the following minimum crust, any increase in traffic will not constitute as
change of scope. Minimum pavement composition should be adopted for new
pavement/reconstruction of road as below:-
Note 1: Profile corrective course over the existing carriageway to be provided as per provisions of
Section 501.8.3.4 of MoRTH specifications, wherever overlay if proposed.
Note 2: Bitumen to be used for the road works shall be as per Ministry’s circular no. RW/NH-
35072/05/2018-S&R (P&B), dated 24.08.2018. Also use of Fly-ash in road/flyover embankment
construction shall be used as per circular of MoRTH dated 23.10.2020.
a) Slip Road: - The Design Traffic of Service/Slip roads shall not be less than 10 MSA.
c) The Crust Composition for Junctions, Truck Lay Byes, Bus Bay shall be as per Main
Carriageway.

d) The Crust composition for Main Carriageway shall be as per Schedule D and also as per table
above.
Note- 3 Ministry's circular dated 14.12.2020 regarding use of new/alternative material and
Technology in construction of Highways: The EPC contractor shall be allowed to use any of the
available technology including conventional method for constructing the road
The stretches of the existing road which are in distressed condition shall be reconstructed. These
shall be designed as new pavement. Location of reconstruction stretches shall be as per TCS
schedule given in Schedule B.
5.5 NEW CONSTRUCTION OF BYPASSES AND REALIGNMENTS: -
Flexible pavement shall be adopted for bypasses, realignment and geometric improvements as per
below mention table-:
1. Realignments: - 52 Nos.
These are the locations with chainages where geometric improvement is proposed. Earlier the
geometry is very poor with 15 degree radius and there is impossible to turn a vehicle at some points.

In addition to the above, the contractor shall construct the V Type RCC Drain as
per required site condition in all Hill sections as well as whole project road in
7.69 km.
The Location of unlined Drains shall be provided in open area as per TCS.
Notes:
1. The drains indicated above shall be as per cross sections drawings enclosed and
conforming to Manual. In all built up areas RCC drains cum Footpath shall be provided. Suitable
crossing shall be provided at approaches to properties etc. invert levels of drains shall be decided
on the basis of ground slopes of adjoining properties and open grounds. RCC cover over RCC
drain shall be provided with locking arrangement in order to prevent cover from sliding into drain.
2. RCC covers on drains shall be designed for traffic load at the locations of access to
properties.
3. 300mmx100mmx10mm structural steel gratings shall be provided @ 3m c / c all along the
drains
4 Weep holes shall be provided at every 1m interval
5 The drains shall be taken up to nearest fall out as decided by the Authority Engineer and
the increase in length on account of this will not be considered as change of scope.
6.2 Earthen drains shall be provided in the entire length of project except in the locations
where RCC drains/ lined drains are proposed
Above length of the lined drains are indicative and minimum specified, The actual length of
the lined drains shall be determined by the Contractor keeping in view of the connecting
drains to nearby natural drainage and in accordance with the Manual requirements with
approval from the Authority's Engineer. Any new location will be decided as per site
requirement. Any increase in the length of drain as specified in above location shall not
constitute a Change of Scope.
7 DESIGN OF STRUCTURES
7.1.1 General
(a) All bridges, culverts and structures shall be designed and constructed in accordance with section
7 of the Manual (IRC: SP 73-2018) and shall conform to the cross-sectional features and other
details specified therein.
(b) Span arrangement of Major and Minor Bridge shall be designed by contractor on the basis of
detailed surveys & investigations subject to minimum specified in GAD as per Para 7.3.2 of this

schedule. Founding levels shall be decided after detailed Geo-Technical investigation, Waterway,
road top level, soffit etc. shall be decided on the basis of land survey conforming to various codal
provision applicable.

Utility carrying brackets outer side will be provided for following utilities.
All Major / Minor Bridges, Box Culvert, VOP, ROB, Flyovers, Vehicular/Pedestrians Structures
shall be designed to carry utility services like OFC Cables, Electricity Lines etc.
7.1.4 Cross-section of the new culverts and bridges at deck level for the Project Highway shall conform to
the typical cross-sections given in section 7 of the Manual (IRC:SP 73-2018) and deviations given at
Schedule D.
7.2 CULVERTS
7.2.1 Overall width of all culverts shall be as per attached drawings and shall not be less than the
roadway width of the approaches.
The existing culverts at the following locations shall be re-constructed by new culverts.
Refer to paragraph 7.3 (ii) of the Manual (IRC: SP 73-2018).
Note: -
1. The overall width of the above culverts shall be equal to Roadway width. In other words, the
culverts shall also be provided in median gap and also in gap between the main carriageway and
service roads.
2. Location and span arrangement of the above culverts are indicative, exact locations of these culverts
may be decided in consultation Authority engineer. Any variation in additional vent size / span
arrangement specified in the schedule-B shall not be treated as change of scope.
3. Procurement of land for constructing diversion road is the responsibility of contractor.
7.2.3 WIDENING OF EXISTING CULVERTS
All existing culverts which are not to be reconstructed shall be widened to the roadway width of
the Project Highway as per the typical cross section given in schedule-B. Repairs and
strengthening of existing structures where ever required shall be carried out.
Note: -
1. The overall width of the above culverts shall be equal to Roadway width. In other words, the
culverts shall also be provided in median gap and also in gap between the main carriageway and
service roads.
2. Location and span arrangement of the above culverts are indicative, exact locations of these culverts

As per site requirement New HP Culvert shall be constructed for drainage arrangement at each
junctions as per standard set forth in Schedule ‘D’& as per instruction of Authority Engineer.
For Junction Locations Refer Clause 3.1 of this Schedule B.
Note: - It is clarified that if any other deficient junctions with cross BT/CC roads is identified during
development period shall be improved with drainage facilities with pipe culvert & as per standard set
forth in Schedule ‘D’& shall not be considered under change of scope.
7.2.5 Repairs/replacements of railing/parapets, flooring and protection works of the existing culverts shall
be undertaken as per Para 7.22 of manual (IRC: SP: 73-2018).
Note: In case of any damage in retained structures, repairing shall be done i.e. parapet, railing, floor
protection, quadrant pitching etc and shall be considered under original Scope of Work. Further
the condition survey of all the existing structure shall be carried out by the contractor as per
relevant manuals and necessary repairs as mentioned below shall be carried out. It is also clarified
that any other structures requires repair the same shall not constitute a Change of Scope.
Remarks-
a) Repair/replacement of damage railings, parapets and crash barriers.
b) Replacement of wearing coat (old wearing coat shall be removed and replaced by bituminous
wearing coat.

Specifications.
Note: In case of any damage in retained structures, repairing shall be done i.e. parapet, railing, floor
protection, quadrant pitching etc. and shall be considered under original Scope of Work.
7.3 BRIDGES

Major/Minor Bridge shall be carried out with all lead and lifts. A temporary diversion works shall be
constructed as per Fig. 9.25 of manual IRC SP 73-2018 and as per para 112 of standards and
specifications of Indian Roads Congress (MORTH) Fifth Revision-2013 with adequate cross
drainage structure and traffic safety and control devices.
4. RCC crash barriers shall be provided on the outer edges of bridge.
The following narrow Bridges shall be widened including Strengthening &repairing of Existing
Bridge. The diversions shall be maintained in satisfactory condition till such time they are required
and as directed by the Authority Engineer.

2. The proposed length is tentative only and no change of scope shall be allowed due to any
increase in length of span / length of bridge.
3. RCC crash barriers shall be provided on the outer edges of bridge.
New bridges at the following locations on the Project Highway shall be constructed. GADs for the
new bridges are attached in the drawings folder.

7.3.4 The railings of all existing bridges shall be replaced by crash barriers as per Manual. Further
repairs/ rehabilitation of all bridges shall be carried out as per Manual and also as mentioned
below.

wearing coat).

2) The Contractor shall submit repairs and strengthening plan for structures in para (1) above to
Authority Engineer for review and comments if any. For all other structures with minor
deficiencies, not affecting structural inadequacies, integrity appropriate repair measures may be
proposed and submitted to Authority Engineer for review and comments, if any.
3). Strengthening/rehabilitation work shall be carried out in accordance with relevant IRC Codes
and Guidelines.
4) The Contractor shall take up repair and widening of existing bridge at a particular site only
after making all arrangements for diversion of traffic to ensure that a smooth flow of traffic is
maintained. Before taking up the works of repair and widening of the existing bridge, the
Contractor shall make all arrangements to ensure that both way traffic can use the diversion
and smooth flow of traffic is maintained. The Contractor shall take all precautions to guard
against any traffic accident due to such diversion and shall use all necessary road signs, traffic
management measures etc, for the purposes. After completion of repair and widening of the
existing bridge temporary works carried out for such diversion shall be made good by
contractors.
An effective drainage system for bridge decks shall be provided as specified in paragraph 7.20 of
the Manual (IRC: SP 73-2018). The arrangement at shall take away the runoff water away from
the super structure and sub-structure to avoid corrosion.

repairs /strengthening required are given below:

The condition survey of the existing structure shall be carried out by the contractor as per IRC 40-
2019, & Strengthening / repairing shall be carried out as per the requirement of site and as per
instruction of Authority Engineer, for pier, abutment sub structure & super structure, replacement of
bearings, expansion joints & wearing coat, providing railing on bridge, painting & protection works
etc. If any Increase in the specified above shall not constitute a Change of Scope.
Note:- All repairs/ rehabilitation of bridges shall be carried out as per Manual and also as mentioned
below.

2) The Contractor shall submit repairs and strengthening plan for structures in para (1) above to
Authority Engineer for review and comments if any. For all other structures with minor deficiencies, not
affecting structural inadequacies, integrity appropriate repair measures may be proposed and submitted to
Authority Engineer for review and comments, if any.
3) Strengthening/rehabilitation work shall be carried out in accordance with relevant IRC Codes and
Guidelines.
4) The Contractor shall take up repair and widening of existing bridge at a particular site only after
making all arrangements for diversion of traffic to ensure that a smooth flow of traffic is maintained.
Before taking up the works of repair and widening of the existing bridge, the Contractor shall make all
arrangements to ensure that both way traffic can use the diversion and smooth flow of traffic is
maintained. The Contractor shall take all precautions to guard against any traffic accident due to such
diversion and shall use all necessary road signs, traffic management measures etc. for the purposes. After
completion of repair and widening of the existing bridge temporary works carried out for such diversion
shall be made good by contractors.
i. Traffic control devices and road safety works shall be provided in accordance with Section 9 of
the Manual.

ii. Specifications of the reflective sheeting shall be provided in accordance with Section 9 of the
Manual.
iii. Details shall be as approved by Authority Engineer.
iv. Reflective Traffic Safety Products/Round tree/utility poles reflectors shall be provided on avenue
tree for easy visibility at night.
v. Solar lights blinkers shall be provided at major & minor junctions etc.
vi. Hazard marker shall be provided in front of parapet of all bridges, culverts & at the ends of Thrie
Beam Metal crash barriers.
vii. Pavement Markings shall cover road marking for the entire Project Highway as per IRC-SP
73:2018 / 35:2015.
viii. The items mentioned below shall be provided as a minimum. Any increase in the numbers as
specified in below shall not constitute a Change of Scope.
9 ROADSIDE FURNITURE
i. Roadside furniture shall be provided in accordance with the provisions of Section 9 of the Manual.
ii. Overhead traffic signs: The size shall be evolved based on design of sign boards given in IRC 67
2022.The location shall be finalized in consultation with authority engineer.
Note: All Traffic Signs for Road Users would be provided as per Manual. However the Contractor
shall provide adequate numbers of Cautionary, Mandatory, Warning and Informatory Traffic Sign
Boards as per requirement & in consultation with Authority Engineer/Client.
10 COMPENSATORY AFFORESTATION
Compulsory afforestation should be provided as per IRC: SP:21-2009 and Section 11 of the manual.
The number of trees which are required to be planted by the Contractor as compensatory
afforestation should be as per Forest Conservation Act as per the numbers decided by the Authority
concerned. Minimum 8000 nos. of trees shall be planted all along the project highway. The planted
trees shall be maintained for five years from completion date.
11 HAZARDOUS LOCATIONS
The safety safety barriers shall be provided at the hazardous locations as per the Manual (IRC:SP 73-
2018). Thrie beam Crash Barriers shall be provided at high embankments (height more than 3m), sharp
curves and at roadside hazardous objects (Graveyards, schools and religious structures, bridge approaches,
median in built up locations & curve radius <450m), and as per site requirement in consultation with
Authority Engineer. All hazardous locations shall be finalized in consultation with the Authority
Engineer/Client. The Metal beam safety crash barriers shall also be provided on both sides approaches of
bridges for each side.
A. Toe wall & Retaining wall shall be provided as per schedule B & D.
In addition to the above specified locations for the Thrie beam crash barrier, the contractor is
required to install the Thrie beam crash barrier as per site requirement covering minimum length
of 6.16 kilometers. Total length of Thrie beam crash barrier shall be minimum 12 km.
Note- The stated location & length given above of rolling crash barrier is tentative and minimum & it may
increase as per site requirement and does not constitute change of scope. All hazardous locations shall be
finalized in consultation with the Authority Engineer/Client.
11.2 Retaining wall/RE wall/Toe wall
Retaining wall shall be provided as per requirement to accommodate TCS configuration within the
available ROW or at the locations where ROW is insufficient and other locations of high embankments as
per site requirements.
Note: The Length of retaining wall/Toe wall specified in TCS is tentative & minimum. The actual length
and height of Retaining wall shall be determined by the Contractor in accordance with the site
requirements. Any variation in the length specified herein above shall not constitute a Change of Scope.
Further, in addition to above, if toe wall/retaining wall is required for containment of embankment slope
of main carriageway or service road within the specified Row anywhere else other than specified in TCS,
the same shall be provided by the contractor without any change of scope.
The stone pitching 300 mm thick laid over 150 mm thick filter material and M20 grade cement concrete
chutes shall be provided to both sides of embankment at high embankment locations as per site
requirement will not be considered under Change of Scope.
Soil Stabilization shall be provided in hill section, from km 51+700 to km 52+900 in 1200m Length
(minimum) with 15m width and 5m height on that portions.
11.4 Wire Fencing: - At locations where cutting on the hillside is proposed, a wire fence is to be
installed at the peak of the cutting slope. This measure aims to prevent falls from the heights of
large stones, and it also serves as a barrier for animals. The total length of the wire fencing required
is 7580 meters.

G.I Barbed wire Fencing 1.8 metre high fixing 1.8 metres high GI barbed wire (weighing 9.38 kg per 100
mts.) fencing with 2.4 m angle iron posts 50 mm x 50 mm x 6 mm placed every 3 metres center to center
founded in M15 grade cement concrete, 0.6 metre below ground level, every 15th post, last but one end
post and corner post shall be strutted on both sides and end post on one side only and provided with 12
horizontal lines and 2 diagonals interwoven with horizontal wires, fixed with GI staples, turn buckles etc
complete as per clause 808
600 mm NP-4 ducts for crossing of utility services shall be provided across the road at 500m (1
Row) interval in open areas and at 200m interval (2 Rows) in habitation (Builtup Area) area in
consultation with Authority Engineer/Client. The utility duct stated herein is minimum and any
further increase in location as per site requirement will not be considered under Change of Scope.
13 CHANGE OF SCOPE
The length of Structures and bridges specified here in above are minimum. The actual lengths as
required on the basis of detailed investigations shall be determined by the Contractor in
accordance with the Specifications and Standards. Any variations in the lengths specified in this
Schedule-B shall not constitute a Change of Scope, save and except any variations in the length
arising out of a Change of Scope expressly undertaken in accordance with the provisions of
Article 13.
14 ARRANGEMENT OF TRAFFIC DURING CONSTRUCTION
Contractor shall construct temporary diversion along existing half width of carriageway & treated
shoulder shall be provided on the side on which work is not in progress. The treatment to the
shoulder shall consist of providing at least 150 mm thick granular (WMM/WBM) base course
covered with bituminous surface dressing and treated shoulder shall maintained throughout the
period during which traffic uses the same to the satisfaction of the engineer. (In accordance with
MORTH Specification 112.2).

Notes:
(a) The type/ spacing/ size/ specifications of poles/ towers/ lines/ cables to be used in shifting work shall be
as per the guidelines of utility owning department and it is to be agreed solely between the Contractor /
Concessionaire* and the utility owning department. No change of scope shall be admissible and no cost
shall be paid for using different type/ spacing/ size/ specifications in shifted work in comparison to those in
the existing work or for making any overhead crossings to underground as per requirement of utility owning
department and/or construction of project highway. The Contractor/Concessionaire* shall carry out joint
inspection with utility owning department and get the estimates from the utility owning department. The
assistance of the Authority is limited to giving forwarding letter on the proposal of
Contractor/Concessionaire* to utility owning department whenever asked by the Contractor
/Concessionaire*. The decision/ approval of utility owning department shall be binding on the
Contractor/Concessionaire*.
(b) The supervision charges at the rates/ charges applicable of the utility owning department shall be paid
directly by the Authority to the Utility Owning department as and when Contractor/Concessionaire*
furnishes demand of Utility Owning Department along with a copy of estimated cost given by the later.
(c) The dismantled material/scrap of existing Utility to be shifted/ dismantled shall belong to the Contractor /
Concessionaire* who would be free to dispose-off the dismantled material as deemed fit by them unless the
Contractor /Concessionaire* is required to deposit the dismantled material to utility owning department as
per the norm and practice and in that case the amount of credit for dismantled material may be availed by the
Contractor/Concessionaire* as per estimate agreed between them.
(d) The utilities shall be handed over after shifting work is completed to Utility Owning Department to their
entire satisfaction. The maintenance liability shall rest with the Utility Owning Department after handing
over process is complete as far as utility shifting works are concerned.

The Contractor shall construct the Project Facilities in accordance with the provisions of this
Agreement. Such Project Facilities shall include:

2 DESCRIPTION OF PROJECT FACILITIES
Each of the Project Facilities is briefly described below:
Toll Plazas shall be provided at proposed design chainage Km 14+866 and Rigid pavement shall be
provided at toll plaza location including tapers. All the lanes shall be ETC Lanes and Fast Tag /
RFID compliance as per Ministry’s Guidelines. The outer most lanes on either side shall be extra
wide. Toll Plazas shall be provided at proposed chainage as mentioned in the above table and Rigid
pavement shall be provided at toll plaza location including tapers. At the Toll Plaza Ambulance,
Patrolling Vehicles are opt with new registration number with good condition. The lane requirements
and equipment’s shall be provided in accordance with section 10 of the Manual. Specifications and
other requirements of the toll plaza shall be strictly as per Manual IRC: SP: 73 -2018.
Toll plaza shall be designed as per the guidelines of the manual, and it is to be provided at the
following location:

Note: i) Solar panels shall be erected over the Toll Plaza Building to generate the green energy. The same
shall be utilized for toll plaza lighting with LED lights and other energy requirement within toll plaza
area. In addition to solar panels conventional electricity shall be provided by Contractor. All charges/cost
of solar panels, conventional electricity and ancillary Infrastructure shall be borne by the Contractor.
(ii) Medium or higher speed Weigh in Motion (WIM) devices with bending plate technology shall be
provided in all toll lanes at Toll Plaza Location. In addition to WIM, Static weigh Bridge (SWBs) shall
also be provided on each direction.
(iii) Point of sale (POS) with card swapping machines shall be provided.
(iv) The Toilets facilities must be constructed as per NHAI guideline drawings and 24 hours functionality.
Operation and maintenance of the Toilets shall be carried out by the contractor during entire O&M
period. The toilet facilities shall follow CPWD specifications including sanitary ware items and fitting.
The number of persons that shall be deployed at each Toilet complex shall be, at a minimum 3 Safal
wale (1 in each 8 hour shift). Each side (LHS/RHS) shall be treated as one Mini and Toilet complex. The
operation and maintenance of the Nest-mini and toilet complex is in the scope of contractor for the entire
construction and DLP period. The layout of the tollet may be modified as per availability of ROW in
consultation with AE.
(v) Toll Plaza shall have a separate office building which shall be constructed Beside the Toll Booth so as to
provide comfortable office space for manager, cashier and other staff. There shall be separate rooms for
TV monitors, meetings, toilets and for the sale of passes, smart cards, on board units and public
interaction. The building shall have a strong room for keeping the cash and a garage to accommodate the
security van (during operation of loading the collected revenue). There shall be parking space in the
same campus for vehicles for the staff and workers and other vehicles engaged in the operation of the
project highway. The size of the office complex depends on the minimum required of above facilities.
(vi) Provision of future expansion: The office building shall be located taking in consideration of future
expansion.
Roadside Furniture
i. Traffic Signs
Traffic signs include roadside signs, overhead signs and curb mounted signs along the entire Project
Highway as per manual recommended in Schedule B & D, if there is any additional Traffic Signs
required if any shall be constructed by contractor and the same shall not be considered under the
change of scope of work.

Pavement markings shall cover road marking for the entire Project Highway as per manual
recommended in Schedule B & D, if there is any additional Pavement markings required if any shall

shall not be considered under the change of scope of work
Thrie-beam crash barrier & Rolling Crash Barrier shall be provided as per schedule B & manual.
Delineators and hazard markers for the entire Project Highway at the locations as suggested in
relevant IRC / Manual recommended in Schedule D.
Provide road studs for the entire Project Highway at the locations as suggested in relevant IRC /
Manual recommended in Schedule B & D, if there is any additional Road studs required if any shall
be constructed by contractor and the same shall not be considered under the change of scope of
work.

c) Solar Street Lighting/High Mast Lighting: Bus Lay byes, Truck Lay byes, Start and End Point

Highway lighting along the project highway along with specifications shall be provided by the
contractor as per Section 12 of the manual. The Highway lighting shall be provided at the following
locations (but not limited to) of the Project Highway

High mast Lights shall be provided at all the Toll Plaza, truck lay bye, bus bye & Major junction
locations in consultation with Authority.
Street lighting shall be provided in 11 Nos. built-up locations on both side of the project highway at
30m interval. Lighting should be provided by minimum illumination of 40Lux.

The contractor shall make suitable arrangements for procuring power supply to ensure uninterrupted
power supply during night and when visibility is low including provisions of DG sets as stand by
arrangements. The contractor shall bear all costs of procurement, installation, running and operation
cost of all lighting specified above during period of contract.
d) Pedestrian Facilities
ii. Pedestrian facilities shall be provided as per specifications and standards specified in Schedule D.
For proper approaches to adjoining agricultural fields along excavated drains, 900mm dia. NP4 pipes
for about 7.5m in length with adequate cushion over pipe at an interval of 500m on both sides &
wherever required as per site requirements in consultation with Authority Engineer shall be
provided.
Landscaping at Toll Plaza, rest area, major intersections, interchange etc. of the project highway
shall be done as per specifications and standards specified in Schedule D. Avenue Plantation shall be
done as per relevant Manual. Tree should be attain proportionate growth in maintenance period of 4
years else entries cost of such trees will be recovered from contractor.
Plantation of trees along the length of project highway (minimum 505 nos. of trees in each Km Both
side) shall be done. Tree should be attain proportionate growth in maintenance period of 4 years else
entire cost of such trees will be recovered from contractor.

i) Safety Barriers
The safety barriers shall be provided at the hazardous locations as per Clause 7.17 of the Manual
(IRC: SP 73-2018).
Parapet wall shall be constructed at sharp curves in hilly areas. Retaining wall, Toe wall & stone
pitching shall be provided at the required locations as per manual, If there is any additional Solar
Traffic Blinkers required if any shall be constructed by contractor and the same shall not be
considered under the change of scope of work.
j) Traffic Aid Posts
Traffic aid posts shall be provided as per specifications and standards specified in Schedule D.
The contractor shall provide 1 no. Highway Patrol Vehicle (Vehicle shall be of GPS mounted with
making facility) for covering the entire project highway. These shall also confirm to the
specifications mentioned in the manual.
m) Crane Services
The Contractor shall provide a crane of adequate capacity (minimum 30 MT) at each toll plaza
locations with all necessary equipment so that it can reach the site of the incident within 30 minutes
of call and clear the disabled accident vehicles. The specifications of the crane shall be as described
in the manual. It shall also be fitted with GPS based vehicle tracking system to monitor its
movement on 24 hour x 7 days of week basis.
n) Telecom System
Telecom System shall be provided as per specifications and standards specified in Schedule D.
o) Operation and Maintenance Center
O & M center either at Toll Plaza location or any other location along the project highway is to be
established with all facilities to meet the O & M obligations. Minimum facilities provided at O & M
center shall be as per Para 12.16 of Manual.
p) Rain Water Harvesting: -

As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997 (as
amended on 13.01.1998, 05.01.1999 & 6.11.2000), the construction of Rain water,
harvesting structure is mandatory in and around Water Crisis area, notified by the Central
Ground Water Board.
The rainwater harvesting cum recharge pits @ 1000m alternate on either side of the project
highway shall be provided. (Minimum 77 nos.)
3) UTILITIES
Provision of accommodating utilities (overhead as well as underground) shall be made within utility
corridor on either side of the Project Highway.
Note: In case of any discrepancy in numbers or locations of any of the project facilities
mentioned in this Schedule C, shall be constructed and provided in consultation with the
Authority Engineer as per site/design requirement and shall not constitute as change of Scope.

SCHEDULE – D

SPECIFICATIONS AND STANDARDS
1. Construction
The Contractor shall comply with the Specifications and Standards set forth in Annex-I of this Schedule-
D for construction of the Two Lane Project Highway.
2. Design Standards
The Project Highway including project facilities shall conform to design requirements set out in the
following documents.
Manual of specifications and standards for Two Laning of Highways with Paved Shoulder (IRC: SP:
73-2018), referred to herein as the Manual.
The use of manufactured aggregates in National Highway works shall be governed by Ministry’s
Circular No. RW/NH-34066/09/2017-S&R (B) dated 21.07.2020.
Two-Laning with paved shoulders shall be undertaken. The paved carriageway width shall be 10m
(ten) wide in accordance with the typical cross section’s drawings in the Manual (IRC SP- 73:2018).
and Ministry’s Circular No. RW/NH-33044/22/2020-S&R(P&B). Dated 17th July, 2020
The quality of works conforms to the provisions stipulated in the contract agreement in accordance
with the IRC:SP:112-2017 “Manual for Quality Control in Roads & Bridge works”. The quality of
certain percentage of the executed works may preferably be got checked by the Authorities Engineer
through the NABL approved laboratories.
Bitumen to be used for the road works shall be as per Ministry’s circular No.RW/NH-
35072/05/2018-S&R(P&B) dated 24.08.2018. Also, anti-stripping agent shall be used as per
Ministry guideline circulated vide letter NO.RW/NH-33044/127/2016-S&R(P&B) dated 06.08.2018.
• The construction of Flexible/Rigid Pavement shall conform to the provisions of IRC 37-
2018/ IRC 58 2015 and to clause 602.9 for Rigid Pavement and clause 501.2 for Flexible pavement
of standards and specifications of Indian Roads Congress (MORTH) Fifth Revision-2013 with
“SLIP FORM PAVER” for Rigid pavement and “PAVER FINISHER HYDROUSTATIC WITH
SENSER CONTROL” for Flexible pavement.
• “The Bridges / VUPs / VOPs / RUBs shall be designed as per IRC / MoRTH’s guidelines by
the contractor and Major / Minor Bridges having span more than 15m shall be got proof checked and
Safety audit conducted after construction by reputed IIT / NIT institutions as per MoRTH circular at
the cost of contractor, Designs and GADs for proposed ROBs / RUBs shall be got approved by
Railway department

Specifications and Standards for Two Laning
1. Manual of Specifications and Standards to apply
All Materials, works and construction operations shall conform to the Manual of Specifications and
Standards for [Two-Lane of Highways with paved shoulder (IRC: SP:73-2018))], referred to as the
Manual, and MORTH Specifications for Road and Bridge Works. Where the specification for a work is
not given, Good Industry Practice shall be adopted to the satisfaction of the Authority’s Engineer.
Subject to the provisions of Paragraph 2 of this Annex-I, Two Laning of the Project Highway shall
conform to the “IRC SP: 73-2018 - Manual of Specifications and Standards for Two Laning of
Highways with Paved Shoulder” published by the IRC in 2018.
All bridges having span more than 15m shall be got proof checked while designing and get safety audit
after completion by reported IITS / NITS at the cost of HAM contractor. Further the design of railway
over bridge (railways part and GAD for ROB shall be got approval from railway authorities
2. Deviations from the Manual
2.1 The terms “Concessionaire”, “Independent Engineer” and “Concession Agreement” used in the Manual

2.2 Notwithstanding anything to the contrary contained in the aforesaid Manual, the following specifications
