Local Challenge Fund (LCF)

About LCF
The Local Challenge Fund (LCF) is a competitive research grant that supports a portfolio of projects having proposed
research ideas for possible solutions to local core issues identified by a university with the help of provincial
government and local research centres. As appropriate, researchers may form consortia with other universities, and
may include private sector participants although grant funding must be used for university-based team members.
Proposals must clearly describe the skills and research strengths that each investigator brings to the research, and the
benefit to the host institution.

The LCF ensures alignment with priority thematic areas through a structured evaluation process. This includes an initial Project Outline Review where external evaluators assess whether the research concept fits the thematic priorities. This mechanism ensures that proposals not only meet the competition eligibility criteria but also respond effectively to designated thematic areas, enhancing the focus and relevance of funded projects .

The evaluation process for LCF proposals ensures research quality by utilizing a systematic, transparent, and merit-based approach consistent with international standards. This process includes both an administrative review to ensure eligibility and a detailed evaluation by expert panels organized by thematic areas. The use of independent external evaluators helps align proposals with priority areas, thereby maintaining focus on topics of significant local impact .

Under the LCF, financial support covers salaries for PI and co-PIs, stipends for students, travel to conferences, equipment purchase, research supplies, and processing fees for open access publication. These supports enable comprehensive research activities and dissemination of findings, potentially leading to higher research outcomes and broader impact by ensuring that researchers have the resources needed to address complex local issues efficiently .

The LCF facilitates interdisciplinary collaboration by allowing the formation of consortia among university departments and multiple universities. Such collaboration leverages the varying skills and research strengths of each investigator, aiming for comprehensive solutions to local issues. By including potential private sector participants in the research team, albeit without financial transactions, the LCF encourages a diverse set of expertise and perspectives in addressing complex problems .

The LCF integrates the private sector by allowing private participants in research consortia, promoting collaboration without direct financial transactions. This inclusion brings practical insights and potential for innovation, leveraging industry resources and expertise to address local issues effectively. Such integration can increase the relevance of research outcomes and facilitate the application of findings in real-world scenarios .

The R&D Division of HEC plays a crucial role in enhancing research culture through initiatives like travel grants, seminars, conferences, workshops, and promoting international linkages. By fostering a qualitative research culture and addressing societal issues, the division helps institutions align with international research standards and augment their contributions to sustainable development, thus strengthening their research capabilities .

Eligibility criteria for LCF grants require Lead Principal Investigators to be faculty members from higher education institutions. Proposals can include consortia of faculty from multiple departments or universities, possibly including private sector participants, although private collaborators do not receive financial transactions. Proposals are submitted online via the HEC portal and must follow guidelines provided in the call for proposals .

The Local Challenge Fund (LCF) aims to strengthen local university research capacity at the district level by supporting cross-disciplinary research projects that address any of the 17 Sustainable Development Goals (SDGs). These projects are intended to contribute to solving local issues through research, thereby enhancing the research capacity of local universities .

The LCF aligns its objectives with the SDGs by supporting projects that address these goals at the district level, which enables direct contributions to local development issues. This alignment ensures that research activities funded by the LCF are strategically targeted to generate solutions that are relevant to global and local challenges, thereby amplifying the significance and impact of local research initiatives .

The inclusion of international academic leaders in the evaluation panels brings diverse perspectives and expertise, enhancing the rigor and credibility of the evaluation process. These experts can provide insights that help benchmark proposals against international standards, ensuring that the research funded is of high quality and has the potential for significant impact .
