NAVIGATION, COLLISION AVOIDANCE

Dear Master, With concern to the safe navigation of your vessel and aiming to eliminate the occurrence of marine incidents or near miss situations, please observe and confirm compliance with the following instructions: 1. At least once a month the deck officers and bridge watch-keepers shall participate in a training session where following items to be reviewed: 1.1 Navigation complete knowledge of charts symbols and abbreviations; buoyage system, cardinal marks and associated lights; aids to navigation; nautical publications abbreviations and interpretation of information contained by these publications; coastal navigation- position fixing by bearings measured with direction finders to land marks; the use of sextant for measuring the distance to land marks of known height; navigation in currents, drift determination and compensation; radar and ARPA features, skills in using them, including parallel indexing, interpretation of various screens and alarms etc. skills in using all features of all bridge/ navigation equipment;

1.2 Collision avoidance COLREG, ENTIRE CONTENT; navigation lights characteristics (visibility angles, ranges); obligation of vessels seeing each other, the specific provisions referring to traffic separation schemes; collision avoidance options, by altering course or by increasing/ decreasing the speed; how and when to use either of these options; the use of sound signals in collision avoidance; ships maneuvering characteristics, to include knowledge of turning diameter size, time and distance needed from full speed to stopped in the water etc; the COLREG provisions with regard to the use of VHF; distance to the other vessel at which an evasive maneuver must be initiated, for various situations;

Masters Standing Orders We would like you to be reminded that Masters Standing Order are of utmost importance, therefore they have to be prepared such that the content to have no room for misinterpretation. We suggest that the structure to be as follows: a. Assignment of duties for the deck officers, mentioning also the bridge watch periods to undertake (example only: Ch Off/ 0400/ 0800- cargo, ballast, bilges, maintenance, housekeeping etc; 2nd Off/ 0000/ 00400 navigation, charts, voyage planning, medical etc; 3rd Off/ 0800/ 1200safety officer, L.S.A. and F.F.E. inventories and maintenance etc). b. Orders for the O.O.W. concerning the safe navigation, collision avoidance, position fixing intervals and means, use of radars- limitations etc; for avoiding close-quarter situations, it is NOT recommended to use keep safe distance from other vessels in your wording, as a generally accepted definition of safe distance does not exist, instead you may calculate for your own vessel a distance which clears or minimizes the risk of collision in any circumstances; a such distance corresponds to a value of at least 4 times of your own vessels turning diameter (say the turning diameter at full speed is 0.5nm, then the distance which you have to consider as safe is at least 2nm, provided also the full speed is used while maneuvering away from another vessel). c. the O.O.W. to be urged not to hesitate to call you on bridge timely, whenever a dangerous situation is likely to develop, day or night etc. Upon receiving, reading and fully understanding the above requirements it is imperative that you take immediately the necessary actions for compliance, advising us accordingly. ..
