PROCESS DESCRIPTION RECORD
Internal Kick-Off Meeting Upon receiving new Purchase Order/ Service Order for a MDL (where
new project, an internal kick-off meeting will be initiated. applicable,
This meeting will gather all the disciplines for a project client
briefing. A Project Engineer and discipline engineer for Deliverable List
respective discipline will be appointed here. shall be used)
DRL
The appointed Project Engineer will create a folder in Organization
the data-server for easy reference and documentation Chart
during the submission. PE should also produce the: Project
a) Master Deliverable List, MDL Schedule
b) Data Requisition List, DRL
c) Organization Chart
d) Project Schedule
A project kick-off meeting with the client will be Minutes of Meeting
Project Kick-Off Meeting conducted to brief on the project.
Data Requisition
Data requisition for existing documents and drawings
shall be conducted. This stage is crucial in order to
retrieve the existing and required documents from client.
Documents to be obtained from client shall be as per
listed in Data Requisition List. Project Engineer shall
register obtained documents in Data Requisition List.
Where applicable (E.g. When purchased equipment’s
specification differs from those specified in MECIP’s
datasheet/ drawings), data for purchased equipment
shall be provided by client upon receipt of documents
from vendors/ manufacturers or upon purchase or upon
manufacture.
Note (where applicable):
i) Piping discipline shall produce checklist to indicate
which vendor documents are required from client.
ii) Client shall provide all revisions of all documents
(datasheets, drawings etc.). These documents may
be provided at later stage (after engineering design
stage.)
iii) These documents shall be listed in Data Requisition
List upon receipt.
Site Visit and/or Site visit to the work area shall be carried out to
Site Verification understand the site condition.
Where applicable, site verification shall be carried out to
Continue next page ensure accuracy of existing drawings by comparing
drawings against actual site condition.
Note:
i) Critical dimension and information (E.g. elevation,
location and size of structural/ concrete member,
location of auxiliary piping etc.) shall be verified.
ii) Legible and up-to-date underground facilities
drawing as well as soil investigation report shall be
provided by client prior to start of work. Where
drawings and reports are unavailable or unsure of
accuracy, clientshall perform soil investigation and
underground scanning before start of engineering
work at the relevant location.
Obtain and Confirm Design Project Engineer and engineering team shall obtain and
Input/ Requirements confirm the design requirements and design inputs from
client. If the design inputs are insufficient, the design
shall be based on assumption and design basis agreed
by client.
All discipline engineers shall perform engineering design Where applicable,
Engineering Design as per agreed scope of work, design requirements and
schedule with the client. “Equipment

i) Piping discipline shall prepare equipment “Plot plan
information drawing (E.g. Nozzle orientation, nozzle layout” drawing
elevation, location for lug, davit, name plate etc.) to
be issued as “FOR INFORMATION”, both internally
to other relevant disciplines as well as officially to
client. Civil engineering work shall only commence
after these information is issued.
ii) Piping discipline shall prepare civil related
information drawing (E.g. Platform, foundation,
funnel, ladder location etc.) to be issued as FOR
INFORMATION, both internally to other relevant
disciplines as well as officially to client. Civil
engineering work shall only commence after these
information is issued.
iii) Piping discipline shall prepare instrument related
information drawing (E.g. Dimension and orientation
of level gauge, level transmitter etc.) to be issued as
FOR INFORMATION, both internally to other
relevant disciplines as well as officially to client.
Continue next page Instrument engineering work shall only commence
after these information is issued.
iv) Civil discipline shall produce plot plan layout
drawing. In this drawing, all the reference points for
related distance and elevation for equipment to be
constructed will be shown.
A design change during engineering phase is any
changes to design input/ requirement that affect
engineering work.
No
Design
Change? Design change may arise due to below reasons:
i) Client request
ii) Original agreed scope is not feasible
Yes iii) Other factors
A design change may result in either an additional or
reduction in scope of work and/or deliverables.
If there is any design change, PE shall issue a Design Design Change
Design Change Change Notification (DCN) to client.
Notification
Notification (DCN)
DCN is utilized to record and obtain approval from
Client for design changes to the agreed Scope of Work
in terms of technical aspects only.
Design changes will only be incorporated upon approval
of DCN by clients.
DCN No
Approved?
Note: Approval of DCN cost shall be as per Procedure
for Proposal Process.
Yes
Design per Upon approval of DCN, all discipline Engineers shall
agreed changes
incorporate the design changes in engineering design.
Design per If DCN is not approved and original scope of work and
original scope design basis is maintained, engineering design shall be
carried out per the original requirements.
Where applicable, after 3D modelling has been
Site Verification
performed, site verification shall be carried out by
(If applicable) comparing produced drawings from 3D model against
site condition (by respective disciplines).
This is to ensure that design is suited to site condition.
Produce draft deliverables
Each discipline shall produce draft deliverables for IDC IDC package
for IDC purpose.
Senior engineers or equivalent shall review all draft

provider (if any) prior to IDC.
Inter-discipline checking shall be conducted prior to IDC package
Inter-Discipline Check (IDC) submission of IFC package to client. If IDC is not carried
out prior to submission of IFC package, the IDC shall be
conducted after the submission.
Inter disciplines’ cross checking of IDC deliverables shall
be performed by each discipline Senior Engineers
and/or Engineers to avoid any design error and
deliverable discrepancies.
IDC Compliance Officer shall attend IDC session
whenever possible.
Note:
i) Refer Appendix 1 IDC Guidelines and Appendix
2 IDC Checkpoints for guidance to conduct IDC.
ii) IDC is not required for one (1) discipline
engineering work.
