I was a second man electrical engineer for Ministry of Water and Electricity,
Kingdom of Saudi Arabia (Eastern Province – Al Ahasa) and responsible for the 24/7
maintenance crews.

4. ROLES AND RESPONSIBILITIES


Infrastructure Project Engineer /EICA Eng. (Consultant/Main Contractor’s Representative)
 Deliver projects within the framework of sustainability, risk and environmental considerations
while maintaining focus on time, cost and quality. Experienced in PMCM/EPC/PMC /Design
build/Turnkey executions.
 Review of design reports, sub-contractor’s submittals (shop drawings, method statements,
material submittals, work programmers and alternative designs & proposals), design
coordination works & stakeholder management. Monitor & report Contractor’s progress,
assess delays (if any) and suggest preventive/corrective measures for catchup.
• Prepare Prequalification Documents, Tender Documents (specifications, drawings and
BOQs) and Engineer’s Estimates. Managing stakeholders/utility agencies/service providers.
 Responsible to the higher management on project risk management, resource planning,
project scheduling, construction methodology, cost budgeting, procurement of materials
and subcontractors, project execution, cost/schedule monitoring, QA/QC, HSE, HR
management, project delivery and contract close out.
 Develop construction methodologies, shop drawings, material submittals, ITPs, QA/QC & HSE
Plans for consultant/client approval. Adhere to project documentation, programs, master
budget etc.
 Liaise with service providers and utility agencies in obtaining their work permits and NOCs to
facilitate the project works, as per the schedule.
 Responsible for post contract administration (including contractual correspondence,
monthly valuations, new rates, identifying and managing variations, claims, extension of time,
final bill etc).
 Coordination between project stake holders and represent the contractor in all Progress
Review Meetings and Project Coordination Meetings. Provide training to empower young
engineers and other staff.
 Coordination with client, consultants, subcontractors & suppliers, to ensure “right product is
built and build a reputation for my employer.
Project MEP Engineer (Main Contractors representative).
• Attending to Inspection Requests (IR's) submitted by the contractor and take appropriate
action in a timely manner.
• Review submitted shop drawings against contract drawings and specifications, local codes
and statutory requirements and international best practice.
• Report any works carried out by contractor found to not be in accordance with approved
drawing and specifications and report to stakeholders for appropriate action.
• Receive material inspection requests (MIR) from contractor, inspect electrical &
instrumentation materials delivered at site and report on quantity and technical compliance
and sign off requests.

• Monitor quality of works and assess the safety at site including health and environmental
issues, ensuring compliance with contractual / QCS specifications and safety and health risk
assessments.
• Maintain records for daily activities on site including progress photos and ensure they are
readily available for inspection as and when required.
• Prepare surveillance report for deficiencies of work found at site and non-conformance
reports (NCR) if required in view of the development of events.
• Check and ensure effective co-ordination between disciplines related works and all other
disciplines.
• Provide technical input and experiences to resolve any discipline related issues on site that
may arise.
• Prepare daily/weekly summary report to Engineer.
• Prepare snag list & involve taking over/handing over the project.
• Assist Engineer to As-built drawing approval.
• Assist Engineer in monthly invoice, VO approval.
