CENTRALISED ALLOTMENT PROCESS FOR ENGINEERING COURSES
ONLINE OPTIONS INVITED

The activities related to the Centralised Allotment Process (CAP) to Engineering Courses for
the year 2023-24 commenced on 20.07.2023 (Thursday). In this phase, online options are
invited for Engineering Courses in the Government/Aided/Autonomous Aided/Government
Cost-Sharing/Private Self-Financing /Autonomous Self-Financing Engineering Colleges.
Candidates who are qualified for admission to Engineering Courses–2023 can register
their options through the websitewww.cee.kerala.gov.in upto 26.07.2023, 11.00 AM.
Candidates who do not register their options within the stipulated time will not be considered
for allotment under any circumstances. The options available in this phase cannot be
registered afresh in the subsequent phases of allotment. Hence, candidates should register all
available options of Engineering Courses in which they wish to get admission.

The schedule for the first phase of allotment is given below:

Candidates who get allotment shall have to pay the fees to the
Commissioner for Entrance Examinations as shown in the allotment
memo through online payment or through Head Post Office.

Those candidates who do not pay the fees on or before the date
to
prescribed for the same will lose their allotment as well as all the

existing options in the stream to which the allotment belongs. The
options once lost will not be available in the subsequent phases.

Mandatory Reservation: Leaving the seats set apart for All India Quota, Government of
India Nominees, Special reservation, Persons with Disabilities, all types of supernumerary
seats, Management Quota, the remaining Government seats for each course in
Govt./Aided/Kerala Agricultural University/Kerala Veterinary & Animal Sciences
University/Kerala University of Fisheries & Ocean Studies Colleges will be distributed as per
the mandatory reservation principle as contemplated in G.O.(P)208/66/Edn. Dated 2.5.1966,
G.O.(Ms) No. 95/08/SCSTDD Dated 06.10.2008, G.O.(Ms) No. 10/2014/BCDD Dated
23.05.2014 and as modified from time to time.

The percentage break-up of seats as per mandatory reservation is as follows:

(A) State Merit (SM) - 50%

Option Registration Fee:

Those candidates who wish to register options will have to remit registration fee of
Rs.2,000/- (Rupees Two Thousand Only) to the Commissioner for Entrance Examinations.
The registration fee will be adjusted in the tuition fee of those candidates who take admission
consequent on allotments. Candidates belonging to SC/ST/OEC category and those having
benefits as per G.O.(Ms) No.25/2005/SCSTDD Dated 20.06.2005 and G.O.(Ms)No.10/2014/
BCDD Dated 23.05.2014 and those candidates from Juvenile Home, Nirbhaya Home,
SreeChitra Home will have to remit Rs.500 /-(Rupees Five Hundred only) as Registration
Fee. The Registration Fee of such candidates who take admission in the allotted
college/course will be adjusted in the caution deposit. The registration fee of those candidates
who do not get allotment will be refunded. Bank account details shall have to be provided by
the candidates for facilitating refund if any.
Registration Fees can be remitted at any of the Head Post Offices in Kerala or by way
of online payment. The list of Post Offices is available in thewebsite.

Note:

1. In the case of Govt.Cost-Sharing Engineering Colleges under CAPE, the CEE will
allot 90% of the seats as Government merit seats and 5% seats under Management
quota(for children of employee under co-operative sector).
2. In the case of Govt.Cost-Sharing Engineering Colleges under Centre for Professional
and Advanced Studies (University College of Engineering,Thodupuzha,Idukki), 95%
of the seats are available for allotment by the CEE as Government seats.
3. In the case of Govt.Cost-Sharing Engineering Colleges under Calicut University
(Calicut University Institute of Engineering and Technology, Tenjipalam,
Malappuram), 95% seats are available for allotment by the CEE as Government Seats.
4. In the case of all other Govt. Cost Sharing Engineering Colleges 45% of the seats
under Management quota will be allotted by the CEE in addition to the 50% Govt.
seats.
5. The CEE will allot 35% of the seats under Management quota in addition to the 50%
Govt. seats, in the case of SreeChithiraThirunal College of Engineering,
Pappanamcode, Thiruvananthapuram.
6. In the case of Autonomous Self-Financing Engineering Colleges 50% of the merit
seats will be allotted by the CEE.
 7. Candidates who seek admission CEE/871/2022-TA2-Part(1)
under Community/Registered Society/Registered
Trust quota seat shall have to submit their option in the respective colleges.

8. In this phase, candidates have to register option for the fees earmarked for the
children of employees working in co-operative department. Eligible candidate who
wish to get allotment in these seats should register option under Management quota.
9. Candidates who are applied for admission under PD (Persons with Disabilities)
Category shall have to register options in this phase. However, the
allotment/admission under this category will be subject to the Prospectus conditions
and the list of eligible PD candidates to be published later.

Facility for Registering Options

Candidates can register their options within the time schedule specified, using any
computer having internet facility. Candidates who do not have access to Internet facility can
use the facility provided free of cost, by the Government at various centres across the state.
‘Facilitation Centres’ (FC) will be opened across the state during a specified period for the
candidates who need assistance for registering their options. The list of FCs will be published
in the website of the Commissioner for Entrance Examinations. The Facilitation Centres
will be functioning only during the option registration period.

AICTE Tuition Fee Waiver Scheme: For Engineering Courses, the Tuition Fee Waiver
Scheme will be implemented as per the norms fixed by the AICTE. The Commissioner for
Entrance Examinations shall make allotment to those courses where a minimum of 50% of
‘Approved intake’ were filled up in last academic year.

Token Fees: Candidate who get allotment shall have to remit Token Fee as detailed
below;
Candidates who get allotment to Government/Aided/Autonomous Aided
Engineering,colleges have to pay total fees to ensure their seats. Candidates who get
allotment to Government Cost sharing Engineering colleges/Autonomous/Self- financing
colleges have to pay Rs.8,000/- (Rupees EightThousand Only/-) as token fees to the
Commissioner for Entrance Examinations through Head Post Office or through Online
payment. The Candidates allotted under SC/ST/OEC category and those having benefits as
per G.O. (MS) 25/2005/SCSTDD, dated: 20.06.2005 and G.O. (MS) 10/2014/BCDD, dated:
23.05.2014, who get allotment in Government seats need to pay Rs.500/- (Rupees Five
Hundred only) as the token fees.However, if such candidates get admission to Management
seats in Government Cost Sharing Engineering colleges and Community/Registered Society/
 Registered Trust Quota Seats have toCEE/871/2022-TA2-Part(1)
pay Rs.8,000/- (Rupees Eight Thousand only) as Token
Fee as they are not eligible for any fee concession.

The candidates getting allotment are liable to remit the fee fixed by the Fee
Regulatory Committee if the fee fixed on the basis of agreement between Government and
Self-financing Managements is not approved by the Hon’ble Court or any competent
authority.
The allotment to Colleges/Courses will be subject to recognition of All India
Regulatory Bodies, Affiliation from the Universities and Government Orders.
Note:

1. The options available in this phase cannot be registered afresh in the subsequent
phases of allotment. Hence, candidates should register all available options of
engineering courses in which they wish to get admission.
2. Candidates are advised to file options to the courses/colleges to which they are sure to
join and continue studies if allotted, at the time of registration of options.
3. The candidates whose results/applications have been withheld due to various reasons
can also register their online options for allotment. But the options submitted by such
candidates will not be considered for allotment unless they rectify or clear the defects
before 4.00 PM on 25.07.2023.
