I. Rationale:
In line with the implementation of RA 10533, or the Enhanced
Basic Education issued the policy on The Learning Action Cell (LAC) as
a K to 12 Basic Education Program School-Based Continuing
Professional Development Strategy for the Improvement of Teaching
and Learning.

Pursuant to DepEd Order No. 35 s. 2016, the DepEd also


recognizes that the quality of learning is greatly influenced by the
quality of teaching. Therefore, it is imperative for the DepEd to have
good teachers and to support their development in the teaching
profession. Organizing professional learning communities will aid
teachers in the construction of new knowledge about instruction as well
as in revising traditional beliefs and assumptions about education,
community, teaching, and learning (Little 2003) to suit the present
needs of learners. Affirmative bases for this policy are also drawn from
the learnings of many interventions in education as well as empirical
studies on similar professional development programs that demonstrate

that teachers’ participation in professional development activities have
a positive impact on teachers’ beliefs and practices, students learning,
and the implementation of educational reforms (UNESCO ISO 2006).

Further more, many strategies of teacher professional


development are used throughout the DepEd to improve teaching-
learning processes. The majority of them, however, are top-down
procedures in which expert knowledge is shared of
transferred. Lectures or workshops during cascaded or echoed teacher
training, as well as short-term courses, are examples of these. Other
top-down training schemes, such as scholarships and remote learning,
are implemented over time. There are fewer instances of bottom-up
teacher professional development programs at the DepEd, when
colleagues study content and pedagogies together, prepare lessons
collaboratively, and do action research as a group. School-based
learning action cells, teaching circles, communities of practice, and
lesson study are examples of these.

II. Objectives:

The objectives of the said LAC SESSION are the following:


1. to enhance professionalism, promote/ ensure continuous
learning among teachers and achieving their professional goals
as stated in the Continuing Professional Development (CPD);
2. provide a venue to enhance the skills of teachers on how to
prepare and develop contextualized learning materials;
3. capacitate teachers on the latest trends in the DepEd;
4. show appreciation on the importance of the school-based
Learning Action Cell (LAC), which primarily functions as a
professional learning community for teachers; and
5. establish strong commitment by internalizing one’s significance
in the DepEd System.

III. Project Description:

The conduct of School Learning Action Cell (SLAC) is an initiative


of the
Dawa National High School-Annex based on the DepEd Order No. 35
s. 2016. This training will be conducted on the set date from January
to June 2023 of which series of topics are planned and selected to
address the needs of the teachers especially in strategies and
pedagogies for teachers to excel in the 21st Century.

Moreover, to achieve the objectives of the PPST-RPMS, schools
are mandated to create School Learning Action Cell and conduct
training and seminars to fill the gaps results of COT ratings of the
teachers. It is also considered that the result of Self-Assessment Tool
(SAT) during the beginning of the year must be addressed through
SLAC sessions.

Thus, this activity is proposed.
