Overlay Zones (OZ) - a "transparent zone" that is overlain on top of the
Basic Zone or another Overlay Zone that provides an additional set (or
layer) of regulations
Parks and Recreation (PR) Zone - an area designed for diversion/
amusements and for the maintenance of ecological balance in the
community except for the Mangrove Zone
Permeable pavements- provide rain water infiltration, as it infiltrates down
into the storage basin where it is slowly released into the surrounding soil,
while serving as structural surface
Planned Unit Development (PUD) - a land development scheme wherein
the project site is comprehensively planned as an entity via unitary site plan
which permits flexibility in planning/design, building s1tmg,
complementarity of building types and land uses, usable open spaces and the
preservation of significant natural land features
Planned Unit Development Zone (PUD-Z) - this zone shall specifically
refer to land development or redevelopment schemes for large government
lots or consolidated lots into one (1) title wherein the project site must have
a Master Development Plan that permits flexibility in planning/urban design,
building siting, complementary of building types and land uses, usable open
spaces for general public use and the preservation of significant natural land
features, if feasible. The city's identified PUDs has distinct themes. They are
created incorporating smart growth principles. The identified PUDs are:
a. PUD-Z Block 1 -Civic and Trade Center Development which will be
treated as a Central Business District that will be used primarily for high
density office and residential developments on a metropolitan scale of
operations, with miscellaneous support uses.
b. PUD-Z Block 2 -Light Industrial Park Development - areas identified will
be a joint-venture among several lot owners. Existing residential
subdivisions can coexist with the development of the idle lots into a light
intensity industrial use. High-technology industrial activities with low
environmental impact are allowed in order to have a diversified and
sustainable economic base.

c. PUD-Z Block 3 Residential-Commercial Mixed-use
Development is intended to be a mixed-use development creating a
good mix of vibrant residential and commercial activities. The
captured markets of this PUD are high-end residential
condominiums and commercial establishments with structures that
are terrain-compatible which consider DRRM and CCA concerns
being in a coastal area.
d. PUD- Z Block 4 - Recreation and Tourism Development- this area is
proposed for land reclamation that will be devoted for recreation and
tourism.
e. PUD-Z Block 5- Medium Industrial Park Development- are areas
identified solely for medium to high intensity industrial
development with priority to high-value manufacturing activities.
Port -an area with facilities for loading and unloading of ships and may
include, among others, harbor, docks, wharves, and piers
Rain water storage and infiltration facility - collects rainfall runoff from
the roofs of buildings and directs it to an above-ground container or tank to
store water for household use or an underground facility where it infiltrates
into the soil, or a combination of both system. This consists of gutters and
downspouts to collect roof runoff, a catch basin to capture trash and fine
particles, underground trenches that store the water while it soaks slowly
into the soil, and an observation port to aid in maintenance
Residential (Rl) Zone - an area within the city intended for low density
residential use of 20 dwelling units per hectare. Per the National Building
Code, R-1 Zone is characterized mainly by low-rise single-detached and
duplex residential buildings for exclusive use as single (nuclear) £ ily
dwellings
