Dear Sir,
Firstly I sincerely extend my heartfelt gratitude to everyone at the academy for equipping us
with all the necessary skills and training in Phase-1 training. You helped us understand the
core principles of service and trained us in picking relevant threads of learning which is very
essential for our next one year of DPT.
After the end of phase-1, we had a block leave of 2 leaves which helped us to re energise.
Also as prescribed in academy, I went through District gazette and “Handbook on Executive
magistracy” during this brief period to familiarise myself with my district, and its background.
I reported to my district on 25th of May. My District collector received me warmly and had a
brief conversation about courses at the academy. I had my first two weeks allocated to
collectorate attachment. In Andhra Pradesh, Collectorates are divided into four sections
namely Magesterial, Land Reforms, Coordination and Establishment sections. I had a one
full day attachment per each section. I studied both physical and digital file movement,
functioning of e-office, Tappal movement, Noting and drafting. The foundations laid at the
academy were very crucial in understanding these office procedures.
In Andhra Pradesh, every Monday there is a Public grievance mechanism called Spandana.
In spandana people come and express the problems directly to the Collector in presence of
all district officers. This helped me understand district demographics and major problems.
The district is mainly agricultural. Literacy rate of the district is 71%(above the state's
average of 67%), District has three kinds of landforms, Delta, Upland and Agency area.
Jangareddy gudem is a Tribal area where the amenities coverage is lower, which had unique
problems like high maternal mortality rate, Malaria cases, land encroachment and Witch
hunt. Thus the Spandana meeting helped me understand the broad picture of the district.
Polavaram project falls within Eluru District. As the Honourable Chief Minister visited the
project, I could observe closely the protocol duties during the CM's visit. Other observations
about the district are Kolleru lake and its encroachment problem, increasing cocoa and
edible oil palm plantations and aquaculture. The Schivalayam system, Rythu Bharosa
kendars, Jagananna ku Chebudam schemes were effectively functioning.
After Two weeks of Collectorate attachment, we had 5 weeks of training at APHRDI ( Andhra
Pradesh’s ATI). First week’s course gave us a glance about Andhra Pradesh’s History,
political evolution, social and economic structure. It also comprised Andhra Pradesh's
culture, cuisine, cinema and language evolution. The second week of ATI schedule had a
detailed coverage of the Land Revenue system in Andhra Pradesh. Two days Land Module
in LBSNAA helped a lot in pre-setting the context. Parallelly with classes we had field
attachments everyday to understand mutations, land records, resurvey process and conduct
of revenue courts.
Next three weeks comprised a brief overview of various departments, their organisation
structure and functions of the department. In this manner we covered Departments of
Agriculture and allied sectors, Civil supplies, Disaster Management, Energy, Health,
Forestry, IT & EC, Panchayat Raj and Rural Development, Roads and buildings, Sanitation,
Women and Child Development. During this period of APHRDI, we also called on
Honourable Chief Minister, Governor, Chief Secretary and various senior IAS Officers.
And I am looking forward to Andhra Darshan and subsequently going back to districts. And
also with new gained understanding of departments, I am hoping to understand the
functionings of the district better.
