CHAPTER I

PROBLEM AND IT’S BACKGROUND

INTRODUCTION

Solid waste management is a term that is used to refer to the process of

collecting and treating solid wastes. It also offers solution for recycling items that

do not belong to garbage or trash. As long as people have been an issue waste

management is all about how solid waste management can be changed and used

as a valuable resource. Solid waste management should be embraced by each and

every business owners acrossthe world.Industrialization has brought a lot of good

things as well one of the negative effects of industrialization is the creation of

solid waste. Rural solid waste management is considered as one of the most

immediate and serious environmental problem in many of the developing

countries. Still, waste collection rates are often lower than two percent in low

income countries.Environmental degradation is worsened by the escalating

accretion of solid waste which have been improperly thrown everywhere.

Thus, this paper aimed to assess the extent of implementation of solid

waste management practices in SFNHS in term of waste reuse, waste reduction,

waste recycling, waste treatment and final waste disposal.

To address this environmental issue, the Philippine legislative bodies

decreed RA 9003 or the Ecological Solid Waste Management Act. This provide

1|Page

for an ecological solid waste management program which shall insure proper

segregation with collection, transport, treatment and disposal of solid waste.

To solve this particular problem, everyone should know the reason why

there is a need to follow the rules about solid waste management and to take

responsibility as individual in managing waste properly. As well as to increase the

level of awareness and acuity, knowledge and practices of secondary school

students.

Solid waste management enhances practices of somebody to become a

good model and this is the one way to be wise in segregating their own garbage’s.

And it reminds the student’s acuity about proper segregation in term of reuse,

reduce and recycle in Senior High School.

The general aim of the study is to assess the school-based solid waste

management practices and to insure proper waste disposal it is also to give

guidelines to the students on how they would manage their own waste through

throwing garbage in proper place and to help them in maintaining the cleanliness

of Senior High School environment.

CHAPTER II

REVIEW OF RELATED LITERATURE AND STUDIES

One of the greatest challenges facing developing countries is the

unhealthy disposal of solid waste which results from human activities of

development in survival. It is a problem recognized by all nations at conference

environment and development, and regarded as a major barrier in the path

towards sustainability (Janeiro, R. UNCED, 1992). There is strong evidence

which suggests that individual or group awareness and attitude towards waste

generation and management is critical in the effort to respond to waste

management challenge. Thus, it comes as no surprise that there existed an

abundant literature on waste management attitudes and behavior and on the

limited use of recycling.

It is clear that activities of waste generation and waste treatment produce a

negative impact on society that can pollute water, soil and air, it contributes to

climate change and affects ecosystems and consequently human health (Achillas

et al. 2013) likewise the social economic and environmental impact these

activities will be affected by the perceptions of different stakeholder groups and

its interaction to them and their environment.

Environment degradation is worsened by the escalating the accretion of

solid waste which have been improperly thrown everywhere. Solid waste pertains

6|Page

ACUITY

to all unnecessary waste coming from households, institutions, farming

andindustries. Solid waste has been the problem of rapidly rural communities

because of improper solid waste management practices.

Environmental behavior is a much more complex system than originally

thought. In the past environmental education and behavior were thought to have a

linear relationship. However, recent studies have proven that although knowledge

base education is a key factor for environmental behavior, the relationship

between the two is relatively weak. Other factor including, personality traits,

empowerment an individual behavior.

Additionally, although increasing knowledge of environmental issues is a

key aspect in inducing environment friendly behavior, if has been found that

factor affect whether a person will eat in an environmentally consciousmanner.

Hungerfordand Volk suggests that the traditional linear environmental education

has been unsuccessful in inducing sustainable behavior. They state that there are a

variety of factors that influence a person’s behavior that must also be considered

in the educational process (Eagles, P.F.J, & Muffitt, S. 1990).

To address the environmental issue, the Philippines legislative bodies R.A

9003 or the ecological solid waste management act. This act provides for an

ecological solid waste program which shall ensure proper segregation, collection,

transport, storage, treatment, and disposal of solid waste.

In compliance to the R.A 9003, the National Solid Waste Management

Commission (NSWMC) established a comprehensive approach in

7|Page

“Mainstreaming ecological solid waste management in the Philippine educational

system project” among private educational institutions. This project spearheaded

by the Department of Environment and Natural Resources (DENR) with the end

goal of enhancing the capacity of student’swaste management training program.

Through this project, students, teachers, and school administrators were

empowered to create their own school based solid waste management program.

Many studies in the last two decades on socio-demographic variables and

environmental perception have helped in understanding people’s views and

thinking about the environment. They have attempted to predict environmental

awareness and attitudes of people base on their socio-demographic

characteristics. They reported that age, education, income, and gender on public

awareness and attitude toward environmental quality issues (Chanda, R. 1999).

The Philippines recent trends in the field of waste management is the

creation of Solid Waste Management Board (SWMB). Prepares Solid Waste

Management Plan (SWMP) as specified under R.A 9003. Monitors the

implementation of the SWMP in cooperation with the private sector and NGO’s

to adopt revenue generating measures to promote the viability of SWMP.

Recommends measures for the preservation of the ecosystem and safeguards

against pollution. In 2004, a total of 103 cities representing 94% of the total 109

had organized their SWMB’s in accordance with the provisions of R.A 9003. Of

this number, however, only 49 cities or 44% had effective SWMB’s. The

establishment of Materials Recovery Facility (MRF) in barangay and city level.

Composting of Biodegradable waste to be used as organic fertilizer. Innovative

way of recycling of Non-Biodegradable waste, segregation of sources household

levels, innovative way of collecting segregated waste using dump trucks,

tricycles, and Pedi cabs and construction of sanitary landfills.

A local Solid Waste Management Plan (LSWMP) development is a valuable tool

for the organization and decision making process for solid waste management of

the municipalities in the state. It is an instrument intended to evaluate the current

solid waste management practices, evaluate the options and alternatives available

for future solid waste management, and to set forth the implementation steps for a

10 year planning period along with establishing projection of reduction in waste

disposal over the 10-year plan. An overarching goal of a LSWMP is to reduce the

amount of solid waste destined for disposal by preventing its generation and

increasing reuse, recycling, composting, and other organic materials recycling

methods.

The biggest challenges to growing LGU’s is to come up with solid waste

and pollution control strategies that would effectively reduce the rubbish released

to the environment. Unfortunately, this challenge cannot be effectively addressed

by LGU alone. LGU’s need to combine their technical and engineering expertise,

and their regulatory and enforcement powers with public education, awareness,

and involvement campaign to be able to properly implement solid waste and

pollution control programs be an effective one. Until it is fully implemented,

accepted, and institutionalize by the people and institution.

9|Page

It is the responsibility of the planning units to develop a complete and

resourceful LSWMP that is as detailed, concrete, and realistic as possible.

CHAPTER V

SUMMARY, CONCLUSION AND RECOMMENDATION

SUMMARY

This study sought to measure the level of the student’s knowledge and

awareness concerning solid waste management. The findings of the study made it

abundantly clear that out of the 35 respondents which was randomly selected

from the 7 section of Senior High School the questions that has the highest

percentages on the 10 questions from the category proper waste disposal were; a)

Do you know about environmental impact of Solid waste management with a

mean of 5; and b) Do you have separate containers with markings for

biodegradable, non-biodegradable, and recyclable with a mean of 4.91.Also, out

of the 10 questions the questions that has the lowest percentage were; a) Have

you ever tried to reuse your paper rather than throwing it away with a mean of

4.71; and b) Is your garbage in your school are properly handled by collectors and

other personnel who are equipped with protective equipment with a mean of 4.69.

Results show that generality of the students know about the environmental

impact of solid waste management and they have also separate containers with

markings of biodegradable, non-biodegradable, and recyclable. Moreover,

students tried to reuse the papers rather than throwing it away and the garbage

are properly handled by the collectors and persons with protective equipment’s.

21 | P a g e
SOLID WASTE MANAGEMENT IN SENIOR HIGH SCHOOL: STUDENTS
ACUITY

Santa Fe National High School

For the second category which is the policies of solid waste management

the questions that have the highest percentages were; a) Do you believe that there

should be environmental conservation in your school with a mean of 4.91; and b)

Do you support the implementation of environmental Solid Waste Management

policy for school with a mean of 4.89. However the questions that have the lowest

percentages were; a) Are you aware of any law applicable to the school waste

management with a mean of 4.77; b) Do you know any Republic Act that talks

about Solid Waste Management with a mean of 5; and c) Do you know any

punishment if you violate environmental Solid Waste Management policy with a

mean of 4.66.

In our study, as anticipated students believe that there is environmental

conservation in their school and they do support the implementation of

environmental solid waste management policy for school however their

knowledge about any republic act in any punishment if they violate the

environmental solid waste management policy are scrubby.

The research initiative aimed to determine the level of awareness of the

students in Senior High School. The findings indicate that most of the students are

aware in Proper waste disposal rather than about the Solid Waste Management

policies. The findings of this study have great implications for waste management

and the need to increase student’s awareness of waste management policies.

CONCLUSION

Although the students are aware about Solid Waste Management having

no linkages, participation, coordination among students and less conduct of

school based seminars/workshops for students, teachers and administration about

waste problems/consequenes and highly effective waste reduction would result in

having low level of the students' acuity about solid waste management in Senior

High School. The results of the present study also conclude that Solid Waste

Management in Senior High School will be highly effective if strategies relating

to waste disposal and Solid Waste Management policies are included. Two of

those are reimplementing the proposed institutional solid waste management and

providing color coding bins for proper segregation.

RECOMMENDATION

After the researchers find out the conclusion of the study, they

recommend that:

1. The school should conduct workshops for teachers, student’s and

administrators to sentisise them to waste policies, waste problems and their

consequences.

2. School should establish and toughen lingkages and coordination mechanism

with different school organization.

3. Reimplement the proposed institunional Solid waste management

23 | P a g e

4. Although the students are aware in proper waste disposal, color coding bins

should be provided for proper segregation

5. Conduct seminars among the students about highly effective waste reduction

and waste policies.

6. A similar study is recommended to incude strategies relating to waste disposal

and Solid Waste Management policies to justify further the results of the present

study.

7. This study just focused in the Senior High School Department so it is better if

the scope will be enlarged.Institutional and policy framework should be put in

place.
