Article-309 of tile Constitution of India, the Governor of Bihar is pleased to make the
followiiig Rules to regulate the appointment, promotion and service conditions in the Bihar
Auxiliary Nurse Midwife - A.N.M. cadre under the Health Department
1. Short title, extent and commencement.- (1) These Rules may be called the "Bihar Lady
health Worker (Auxiliary Nurse Midwife) Cadre Rules, 2023."
(2) it shall extend to the whole of the State of Bihar.
(3) It shall come into force at once.
2. Definitions.- In these Rules, unless otherwise required in the subject or context-
(i) 'Government' means Bihar State Government;
(ii) 'Department' means Flealth Department;
(iii) 'Appointing Authority' means Director-in-Chief (Nursing), Health Seriices,
Bihar, Patna;
(iv) 'A.N.M.' means Auxiliary Nurse Midwife;
(v) 'Commission' means Bihar Technical Service Commission;
(vi) 'Cadre' means Bihar Auxiliary Nurse Midwife (A.N.M.) Cadre;
(vii) 'Appendix' means appendix appended to these Rules; and
(viii) 'Recognized Institutions' means the institution recognized by the Indian Nursing
Council, New Delhi/Health Department, Bihar, Patna for Auxiliary Nurse
Midwifery Course.

3. Constitution of cadre.- The cadre of Bihar Lady Health Worker ( Bihar Auxiliary Nurse
Midwife) shall he at State level. In this cadre total number of posts in the cadre shall he such
as may be sanctioned by the government from time to time:
4. Chain of posts of cadre.- Different categories and chain posts of this cadre shall be
according to the appendix.
5. Recruitment.- 'ftc appointment in this cadre shall be made by direct recruitment to the
basic category posts, competitive examination and on the basis of recommendation of the
Commission through the procedure laid down in the rules-7(2).
6. Qualifications.- (I) For appointment by direct recruitment to the basic category posts,
minimum educational qualifications shall be pass in Auxiliary Nurse Midwifery training
course of the period as determined by Indian Nursing Council from time to time, from a
recognised institution and a certificate related there to shall be necessary. Registrtioi of
candidates from l3ihar Nurses Registration council shall also be necessary.
7. Age Limit :- 'fhe minimum age limit for direct recruitment will be 21 years and the
maximum age limit will be the same as decided by the Government (General Administration
l)epartmènt) from time to time, rexervation category wise, but in order to make regular
appointments, the State of Bihar in all the government/non private (Central Government,
Panchayat, Municipal Corporation etc.) hospitals located under the contract ANMs employed
On conract will be given relaxation in the maximum age limit equal to the period ol work
done earlier every year part of any working year will also be included in this.
As a result of contract employment, the benefit of relaxation in the above mentioned
age limit on the basis of work experience will be given only at the time. of regular
appointment to the same post on which work has been done under contract employment.

August of the concerned year shall be deemed to be the cut off date fi)r
determination of age.
8. Procedure of Recruitment.- (1) The appointing Authority, after calculating the vacancy
on. the basis of position as on April of the year and getting roster cleared, shall send
reservation categolywise requisition to the Commission by 30th April.
(2) In view of the requisition the Commission shall invite applications by advertising
vacancies and shall prepare a merit list on the following basis:-
(a) For marks obtained in competitive examination 60 Marks
(b) For higher course (GNM-10 marks, [Link](N),
[Link](N), [Link] (N) - 15 marks). - 15 Marks
(c) Work experience in all government/non-Private
(Central Government, Panchayat, Municipal Corporation etc.)
hospitals located within the State of Bihar for 5 Marks per
year, maximum 25 marks (05 in the number of working days
for part of a year) After multiplying by 365, the proportional
score obtained by deviding by 365 will be added.) - 25 Marks
Total - 100 Marks

Explanation:- 'l'hc marks to be given to a candidate for competitive examination shall be
determined by multiplying the percentage of total marks obtained in the aforesaid
examination by the multiple of 0.6 For example, if a candidate has obtained 50% marks, then
he will be given 50 X 0.6 30 marks.
(3) 'ftc Commission shall send merit list prepared on the basis of aforesaid sub-rule (2), and
reservation categorywise recommendations in accordance with requisitioned vacancies to the
Department. '[he Department will scrutiny of certificates of recommended candidates.
'l'hereaFtcr, the concerned Appointment Authority will make the appointments after
conducting health check-up, verification of antecedents etc and after complying guidelines
regarding appointment issued by the government (General Administration Department) from
time to time.
9 Probation period.- After appointment, the probation period will be of two years. In case,
the service during probation period is not found satisfactory, the probation period will be
extended for one year with reasons to recorded in writing. If the service is not found to be

10. Confirmation.- On being satisfactory service during probation period and passing of the
departmental examination, a lady health Worker (A.N.M.) may he confirmed in the service.
ii. Seniority.- The inter-se seniority of Lady Health Worker (A.N.M.) shall be determined
according to the merit list prepared by the Commission.
12. The personnels appointed/promoted and working before the commencement of these
Rules on the posts of this cadre mentioned in appendix of these rules shall he deemed to be
automatically included in this cadre.
13. Chain of Posts of Promotion.- (1) Subject to the availability of vacancies and according
to seniority cum merit the Lady Health Workers(A.N.M.) may be considered to be promoted
to the posts mentioned in the Appendix of these rules.
(2) For the consideration of promotion, compliance of instructions relating to the
KALAWADHI, issued by the General Administration Department, from time to time, shall
be compulsory. Compliance of instructions issued by the General Administration
Department, from tm'e to time, with respect to promotion and Sealed cover process method
with lespect to character Roll or P A R etc shall be compulsory at the time of consideration

4 1)epartinental Promotion Committee - (1) Promotions will be consideied on the basis
oI"commendations of the Departmental Promotion Committee
(2) 1 he Departmental Promotion Committee will be constituted with separate order
by The Department:
15 Transfer of A N M - The transfer of A N M shall be governed by the extaot
Rules/Regulation/Directions of the Department of Cabinet Secretariat, Government of Bihar
16. Reservation.- Compliance of provisions of Reservation At of the Government and
reservation roster for direct recruitment and promotion issued, from time to time, by the
Government shall be compulsory.
17. Uniform.- It shall be compulsory for the Lady Health Workers to wear uniform during
duty as determined by the Department.
18. Residuary Matters.- For the subjects for which provisions have not been provided in
these Rules, provisions of concerned Code/Rules/Resolutions/Instructions shall apply.
19. Removal of Doubt.- If any doubt arises with respect to interpretation of any provision of
these Rules, it shall be referred to the I)epartment and in this respect the decision of the
I)epartment after consultation with the Law Department shall be final.
20. Removal of difficuJties.- If any difficulty arises in implementation of prvisions of these
Rules, the department may remove such difficulty after consultation of the Law Department
by such order which is not in consistent with provisions of these Rules.
21 Repeal ann savings - (1) The Bihar Lady Health Worker (Bihar Auxiliary Nurse
Midwife) Cadre Rules, 2018 is hereby repealed.
(2) Notwithstanding such repeal, anything done or any action taken under the said Rules
shall be deemed to he done or taken under these Rules, as if these Rules were in force on the
date on which such thing was done or such action was taken,
