Vietnam standard TCVN 5866-1995

Lifts - Safety mechanisms


This standard is applied to all types of elevators being classified and defined according
to TCVN 5744:1993 and regulating on safety requirements to structures such as
controller of cabin speed (counterweight), cabin braking structure (counterweight);
cabin shock reducers (counterweight); automatic lock of floor.
1. Requirement to Cabin speed controller (counterweight).
1.1. Speed controller must impact to protection braking structure which operates when
the movement speed of cabin (counterweight) is more than nominal speed over 15%
and not be more than:
- 40% with speed is bigger than 0.5 m/s to 1.4 m/s.
- 33% with speed is bigger than 1.4 m/s to 4.0 m/s.
- 25% with speed is bigger than 4.0 m/s.
1.2. Speed controller must impact to counterweight protection brake unit operating at a
speed of not more than 10% of the impact speed of cabin protection unit.
1.3. Speed controller must have a safe power contact.
1.4. Structure of the speed controller must secure the operation with high reliability.
1.5. To transmit the speed controller, it is permitted to use steel cable having a
diameter of not less than 6mm of steel saddles, steel chains and groups of those ropes.
1.6. Chain cables etc….of speed controller must be stretched by stretching unit which
must be kept by a force not less than 1.25 times of required one of impact of protection
braking structure, but must not less than 300 N.
Stretching equipments must have safe power contact.
1.7. Cables or chains of speed controller must be calculated with durability reserve
coefficient not less than 8.
Diameter calculated to central line of cable of pulleys in speed controller must be not
less than 25 times of nominal diameter of cables when the nominal speed of cables is
not less than 1.4 mm and 30 times when nominal speed of cable is bigger than 1.4 m/s.
These requirements are not applied to inspection pulleys.
1.8. If testing the speed controller but failing to move cabin (counterweight) at a
required speed, then speed controller must be equipped with relative equipments,
securing to make successfully test at working speed.
1.9. Speed controller in ladder well, in machine room must be arranged so that it is
accessible, for easy inspection and maintenance.
1.10. Speed controller of elevator has nominal speed which is bigger than 2m/s and
must have lead nippers of part used for adjustment.
1.11. Speed controller must be labeled with manufacturing place as follows:

a. Manufacturing place.
b. Registration number of manufacturing place and production year.
c. Type of speed controller.
d. Nominal speed of elevator.
e. Speed band of impact of speed controller.
f. Diameter of transmission cables.
Requirement t protection brake cables of cabins (counterweight):
Protection braking structure will only operate under impact of speed controller when
cabin (counterweight) moves down and not later than time of reaching allowable
maximum speed. Protection structure must operate in a reliable manner, even in case
when cabin (counterweight) falls down freely.
It is necessary to prevent protection braking structure from operation due to other
reasons otherwise impact by speed controller, or that operation must be attached with
immediately cutting the transmission wires.
2. Protection structure of sudden braking.
It is permitted to use protection structure of sudden brake for elevators having a
nominal speed which is not more than the following values:
a. 0.5 m/s for chock brake.
b. 0.8 m/s for roller brake.
c. 1.25 m/s for anti-vibration brake.
Requirement protection brake cables of cabins (counterweight):
Protection braking structure will only operate under impact of speed controller when
cabin (counterweight) moves down and not later than time of reaching allowable
maximum speed. Protection structure must operate in a reliable manner, even in case
when cabin (counterweight) falls down freely.
It is necessary to prevent protection braking structure from operation due to other
reasons otherwise impact by speed controller, or that operation must be attached with
immediately cutting the transmission wires.

d. Nominal speed of elevator.
3. Requirement to damper and stopper of cabin (counterweight).
3.1. Movement line of cabin and counterweight in ladder wells must have a minimum
limit as follows:
a. Stopper with elasticity cushion when nominal speed is from 0.26 to 0.71 m/s.
b. Damper equipment accumulating energy (for example, reducing shock with springs)
when nominal speed is more than 0.71 m/s to 1.25 m/s. It is permitted to install the
stopper into damper.
c. Damper absorbing energy (such as hydraulic damper) when nominal speed is bigger
than 1.25 m/s.
Lock velocity when lowering and lifting elasticity cushion with a speed of 0.8 m/s
which must not exceed 30m/s.
3.2. For spring damper or hydraulic anti-shock unit, when lowering cabin
(counterweight) with a speed of 1.15 times of the nominal speed, then velocity of
braking must be not more than 25m/s2. Permitting to be more than this value if time of
brake is not more than 0.04s.
3.3. Not permitting to use hard stoppers with elasticity cushions in hospital elevators.
3.4. Hydraulic damper equipments must have safe power contacts and parts for
determining the liquid levels.
3.5. Piston of hydraulic damper equipments after cutting must automatically return to
initial position.
3.6. Permitting to use hydraulic anti-shock equipments with short travel piston with
condition that the highest and lowest floors have limit units of speed of elevators to 0,
nominal speed, travel of piston of this anti-shock unit must be not more than ….mm,
but not less than 160 mm, where v is nominal speed of elevator.
3.7. Spring damper equipments and hydraulic ones must be labeled with
manufacturing place as follows:
a. Manufacturing place.
b. Registration number of manufacturing place and production year.
c. Static load and nominal speed when lowered in calculation for damper equipment.
d. Maximum working travel of piston in hydraulic damper.
e. Type and quantity of liquid.
4. Requirement to automatic lock of floor access door.
4.1. Automatic lock must prevent from:
a. Opening floor door if cabin is not in area of opening door and if cabin only passes.
b. Movement of cabin if in a certain door of floor access door not being automatically
closed.

4.2. Automatic lock must be firmly fixed, having precaution parts self unfastening.
4.3. Automatic lock must work in a reliable manner even when one or two panels
reduce down.
4.4. Closing parts of automatic lock must be kept in close position due to compressed
spring, gravity or suction of permanent magnetic and must not automatically rotate to
position of "closing" when stopping impact of that force.
4.5. Automatic lock must be made and fabricated so that only staffs of elevator can
open it from outside of the floor only.
4.6. Automatic lock of floor access doors must have safe power contacts.
