Concept Paper
Title : ” SAGIP KABATAAN”
I. Background
The existing San Jose Elementary School was founded in the year 1988 as
the primary school in the said barangay constituted of only 2 Grade Level
( Grade 1 and 2 ) and as years goes by it became a complete elementary .
San Jose Elementary School generally consisted of 7 teaching staffs, 1
should head and 6 classroom teachers .
Recently in the past 3 years, the school is in low enrolment rate ranging on
125 leaners from 2022-2023 and low reading performance of leaners, we
found out that the school had some issues and concerned to be considered
such as :
a. School is apparently located in between 2 other schools ( Surabay
Central Elementary School and New Antique Elementary School ) in
which stakeholders can choose where they will send off their leaner.
b. Poverty due to low employment rate
c. Leaners study interest ( Parental disadvantage due to parents are less
educated )
d. Proper Parental Supervision ( Most of the leaners are living with their
guardians such as grannies, aunts/ uncles and nearest keen )
e. Other related matters that can also affects in which includes child labor
and self supporting
f. All above mentioned issues affects the leaners performance especially
in reading both English and Filipino.
g. Poor Study Habit
Thus, there is a need to provide interventions and innovations to address
the issues in assisting leaners to boost up their interest in going to school.
II. Objectives:
1. To increased the enrollment rate of the school form 125 to 135 above.
2. To encourage out of school/ balik –aral to enroll this year.
3. To lessen the problem of the leaners in terms of child labor and
malnutrition.
4. To inspire leaners to read as a habit.

V. PROJECT MEASURES OF SUCCESS
1. Enrollment by grade level for the next school year
increased from the target beneficiaries
2. School and Barangay Officials done the house survey
in every household
3. Objectives conducted with 100% reliability
4. Ready Level of all slow and frustration leaners
increased.
VI. Next Step : Findings and Recommendation
The San Jose Elementary School with the teaching staff in collaboration
with GPTCA, BLGU and stakeholders imparting ideas fro the increase of low
enrollment in school for the coming years.
With this problem encountered, they make some suggestions to
provide interventions and innovations regarding this matter, to cope up
the said low enrollment into higher realization goal to make it possible.
They join hand in hand by means of Barangay meeting led by the
Barangay Captain and gave assignments to the purok president to conduct
house to house visitation and survey so that they will know all the problem
of each of the family and monitor for the result. Just then , extending help
to cater scholarship grant to the less fortunate ones. Giving advices and
encouragement to everybody for brighter future.
