Part-A: Introduction to BPMI

Background
Power industry is a multi-disciplinary, highly capital intensive industry. Human element is the most
vital input of Power Sector. Well-trained and skilled manpower is required at every stage for running
the power system smoothly. Faster advancement of technology in every sphere is making the
electricity supply industry more and more sophisticated, which requires skilled engineers,
supervisors, technicians, and managers to manage the industry. The technical knowledge acquired
from engineering university, colleges, polytechnics, industrial training institutes and other technical
institutions needs supplementing with applied engineering and managerial skills. These skills are to
be regularly updated to cope with the ever progressing and rapidly advancing technologies, which
are being introduced in the power sector where the speed of obsolescence often overtakes the pace
of acquisition of a particular skill.
Keeping these under consideration Power Division has established an International standard training
institute namely “Bangladesh Power Management Institute (BPMI)” under Society Registration Act,
1860 (Act No. XXI of 1860) to develop multi-skilled human resources across the power sector utilities.
The BPMI’s mandate is to promote, facilitate, and guide the development and upgrading the skills
and competences in order to enhance the productivity, competitiveness and employability of the
power sector workforce. This will be achieved through a strong and dynamic Technical, Vocational,
Financial and Management Education and Training system
At present, BPMI is in a nascent stage of development and commencing its activities in a very limited
scale with limited hired manpower from the utilities. But the main training complex will be set up at
Keranigonj on the bank of Dhaleshawri River in 25 acres of land. The proposed complex will be
energy efficient and environment friendly with all modern amenities and facilities of training.

working in the power sector to provide quality electricity supply.

To provide quality training for developing adequately skilled and self-motivated workforce for
balanced and synchronized development of power generation, transmission and distribution.

Major objectives of the Institute

The Institute will have the major following Objectives:


1. To set up a training institution with international standard which will be a National training
organization and act as an apex body for training in power sector;
2. To conduct research/study on various aspects relating to power and energy, environment
and social impact study relating to planning of power projects;
3. To be an intellectual organization, to provide consultancy and advisory support services on
various aspects as and when required by the Government relating to power and energy;
4. To create testing facilities for testing up-to-the-standard of an accredited laboratory;
5. To arrange seminars/ symposiums/ workshops at national and international level on various
issues relating to power;
6. To introduce certificate and professional degree courses relating to power management in
collaboration with national and international academic institutions;
7. To expand the activities beyond the country.

About the training course


This TOT course covers a number of sessions relating different theories and practices to up-
skill and re-skill the facilitating ability among the participants. Each session has made up of
a series of lessons gives a better insight among the participants to acquaint with various
topics and sub-topics training management and training delivery system. Each topic includes,
in addition to a written presentation of the relevant issues:

Learning Objectives: the knowledge and skills you will have acquired once you
have completed the topic/lesson.

Key Points: highlights of particularly important issues.

Definitions: explanations of concepts and specialized terminology used in the


text.

Figures: a variety of graphical and visual presentations of concepts and issues.

Action Points: these are practical exercises and applications of what you have
learned, which you will find in the topic.

Learning Check: these are self-assessment checks at the end of each lesson
allowing you to verify your knowledge of the various concepts that have been

Part- C: Eligibility & Participant Selection

12. Eligibility Criteria  Officers working with power sector agencies (PSAs) and whose
job has been confirmed are eligible for this course.
 Officers/Engineers who have preliminary knowledge and work
experience in delivering training or training management are
eligible for the course.
 All Trainers, leaders, supervisors, engineers and professionals
who have to deliver training or instruction
 Those who intend to acquire specialized knowledge and skills in
advance project management are also being suitable for
nomination.

13. Participant  Generally, BPMI invites nomination from different power sector
Selection Process agencies (PSAs) describing the eligibility criteria mentioned above
in prescribed form.
 On behalf of BPMI, Power Division helps to selects the required
participants for the course.
 To encourage executives working in private power sector investors
such as IPPs and electric equipment manufacturers, copy of the
notice also endorse to them.
 All nominations include clearance from controlling authority
stating that the participants will be released for the course.
 As this is a full-time course, participants must submit a letter of
relinquishment on the date of joining the course.

Part-D: TOT Training course

14. Course Overview


Training of Trainer (TOT) course refers to upgrading existing knowledge and honing skills
of individuals who further train people. Needless to say, there is no end to learning. No
one is perfect and there is always a scope for improvement. Training people is really
needed to be absolutely prepared to handle even the minutest queries and provide
relevant solutions to their problems. It is necessary for the trainers to keep themselves
abreast with the changes or latest developments in their respective genres. Trainers need
to keep pace with the ever-changing technology and thus it is crucial for them to sit and
incorporate necessary changes in their training style or course module under the expert
guidance of an individual.
The practical aspect of the training allows the participants to learn from their own
experiences as well as from each other. Each participant will be able to put into practice
the theory they have learnt and provide a classroom lesson in front of an audience i.e.
the other participants. Practical exercises are followed by individual debriefing and
personal feedback.

15. Introduction
This training provides facilitators a deeper insight on training and development with
fundamental training skills and know-how for an effective course delivery. It explains
basics of Instructional Design (ID) as systematic training management and techniques of
training delivery that are common to any training course. This is especially important for
new facilitators to obtain basic skills for preparing and facilitating sessions of the course
as well as new training mangers for managing training courses. This is also useful for
experienced facilitators and managers because this part will enable them to review the
experiences of facilitation and management in a systematic manner and improve their
skills.

Keeping these under consideration, BPMI in collaboration with national and international
training experts has developed this training curriculum for the trainers, leaders,
supervisors, engineers and professionals who have to deliver training or instruction in
different Power Sector Agencies (PSAs).

16. What is the need of training of trainers?


Training of trainers is important as it helps them impart their respective trainings more

efficiently and effectively. It actually gives them an opportunity to work on their skills and
core competencies and come out with something more exciting, innovative and unique,
eventually benefitting the end – users.
All training cannot create the same impact. There are trainings where people sitting on
the last bench are either yawning or fiddling with their cell phones. Do we think such
trainings solve any purpose? Absolutely NO. They are nothing but a mere waste of time
and energy. It is essential for us to understand the purpose of training programs.

Trainers, first and foremost, need to be trained on how to deliver an exciting session
where each one irrespective of the time duration listens with rapt attention. Every trainer
has more or less the same content but what actually makes the difference is the style of
delivering the same. Trainers need to be trained to be confident so that they create an
everlasting impression on the audience.

Very few trainers lay emphasis on their overall behavior and how they conduct
themselves. The role of a trainer is just not to read out slides but actually motivate the
audience to incorporate the learnings in their day to day life.

Training modules of even the most experienced trainers need to be evaluated so that
nothing but the best goes to the audience. Trainers need to be trained to develop a
positive attitude. One may be an excellent trainer but if he/she finds faults in every small
thing, he/she would never be able to earn a name in the field of training. One needs to
know how to handle his audience.

It is the responsibility of the trainer to ensure that people do not lose attention mid-way
and stay glued to the session till the end. Actually, the success and failure of a training
program largely depends on the speaker.

Some trainers also need to be guided on how to make an effective power-point


presentation. Presentation should not have long stories but only bullet points making it
crisp and clear. Supporting the content with case studies and examples make it all the
more interesting.

17. Curriculum Design


The curriculum of this training course has been designed by a curriculum development
team comprises CD expirers from both Industry and academia under direct supervision of
Rector, BPMI. Since the participants in this course are highly experienced senior level
executive, the team tried to focus on an iterative curriculum development models like
agile learning approach. The latest concepts like Heutagogy and Paragogy of adult
learning have been considered during developing the curriculum instead of Pedagogical
and Andragogical point of view. Thus an agile model of capability based curriculum has
been developed by blending the traditional and widely used ADDIE, DACUM, SCID,
Waterfall, SAM approaches. This agile methodology will ensure a peer to peer (P2P)
learning environment by adopting experiential learning approach through reviewing lots
of real life case studies during the training session. It is expected that this approach will

lead the participants to be self-determined towards lifelong learning philosophy.

18. Training Methodologies


Depending on the contents of each session, a variety of proven highly interactive adult
learning techniques will be adopted in all modules and other activities of the course to
ensure maximize the understanding, comprehension and retention of the information to
be presented. It is expected that the trainers should use methodologies that provokes
thought, involve all the participants both mentally and functionally, encourage team
building and nourishes training skills.
Besides these, every participant is required to mention at least two learning points from
each training session in a piece of paper and submit it to the respective course
coordinator after completion of each training day.
Following are some of the conventional methods that can guide the trainers in selecting
appropriate method depending on the module contents:
 Informational Methods (group discussions, brainstorming etc.)
 Attitudinal Methods (Role play, task groups, simulation games etc.)
 Behavioral methods (Case study, Demonstration etc.)
 Planning Methods (Group discussion with decision-making regarding a new
action Individual or group planning session with report).

20. Focus on Participation


Much value will be given on trainee’s participation in discussion, role play and other
mode of knowledge dissemination and sharing activities. Although lectures are used to a
certain extent in this course, the Course Management strictly believes that the method
can significantly be improved by active participation of the attending delegates.

In each session, the speaker will encourage the participants to take part in the discussion
in order to make it interesting and fruitful. At least one-fourth of a session time will be
devoted to such discussions.

21. Role Play/Simulation


Role Play/Simulation method will be applied to enable the participants for the
reinforcement of their knowledge, skills and attitude in delivering lecture as expert
trainer.

22. Case Study


Case Study method will be used to develop participants’ problem-solving skills and
reinforce of learning in the relevant subjects.

23. Communication
Generally, English and Bangla will be the medium of communication and instruction in
most of the sessions in the classroom. Participants are expected to interact in English
during classes as well as in other course activities. ‘The Reports on Field Visit’ and
‘Learning Points’ must be presented in English.

24. Expectation from the participants during training period


 Wear formal dresses during academic sessions and official functions;
 Follow official manners and etiquette;
 Follow table manners at the cafeteria;
 Be punctual in attending classes and all other activities prescribed for the course;
 Minimum 90% attendance as per schedule is necessary. Exceptions are made only
in case of unforeseen emergency;
 Not to remain absent from the class without prior permission of the course
management authority;
 Questions are highly encouraged, but these should be brief and relevant to lecture
topics.

25. Resource persons


At present BPMI has a small team of interdisciplinary faculty in training and research
comprising engineering, general management, ICT and finance arena. Besides, BPMI has
a privilege of availing expert services of nationally and internationally renowned speakers
from the Government, Autonomous Bodies, Training & Research Institutions, corporate
sector and different Universities like BUET, DU, IBA etc., and also from foreign
universities. Resource persons are experienced in working with both public, non-profit

and corporate sectors.

26. Extension Lecture


Extension lecture may be held during the course. These lectures will be dwelling upon the
contemporary issues regarding world-class training management system and training
services providers. Participants will also be offered to interact and share real life
experience with senior government officials and noted personalities. A number of
extension lectures may be conducted by both external resource persons and faculty
members of BPMI. The external resource persons, usually being the top civil servants of
the government, share their experience with the participants. With such exposures, the
participants are expected to be well-groomed as corporate trainer.

27. Learning Outcome


Upon successful completion of the course, it is expected that participants will be able to
identify and describe learning styles, relate learning styles to activity types and evaluate
training materials for trainees of different experiential levels.

28. Learning Points


Participants are required to articulate at least 2 (two) ‘Learning Points’ which they have
learnt by attending each class, and submit to the Course Director or Course Coordinator
latest on the following day by 10 AM. These learning points will be considered during
evaluating performance of the Trainee Officers.

29. Action Points


These are practical exercises and applications of what has been learned by the
participants, which they will find in the module that accompanies the lectures and
handouts. Resource persons are requested to conduct exercise at the end of each
session.

30. Learning Checks


These are self-assessment checks at the end of each topic allowing participants to verify
their knowledge of the various concepts that have been covered in the module/topics.
Resource persons are requested to administer a self-assessment check at the end of each
session.

31. Evaluation Method


BPMI has a prescribed system of evaluation. The participants will have to evaluate the
sessions daily by filled in the prescribed evaluation forms on topics, resource persons and
other aspects of the program. The participants’ views will be taken into consideration in
redesigning the course curricula and selecting resource persons in future.
Participants’ activities will also be evaluated on the basis of their individual and group
performances, exercise, attendance, punctuality and class participation and their role in
the group activities.
Best three participants will be recognized and awarded by the BPMI authority.

Performance of the participants will be intimated their appointing authority in writing,


which might have impact on their promotion, posting or higher studies.

33. Conduct Rules


Participants have to follow the prescribed Conduct Rules of BPMI. Copy of the rules
will be supplied separately.

34. The Certificates


After completion of training course BPMI will issue certificate of attendance and
certificate of completion for the participants who attend and successfully complete
the training course. BPMI will also issue release orders from BPMI for the
participants.
