1.1 Rationale for Modularization
The main rationale for modularizing the existing curriculum is to respond to the ongoing economic,
social and political developments in the country. The modularization is especially made to address the
critical demand for qualified development-oriented public managers who can work for the
International, Federal, Regional, Zonal and Woreda Levels of Government, Municipal Governments
as well as Service-Giving and Manufacturing State Enterprises and in the NGO sector.
The other motivation for revising the program is to make it fit in to the new world where
Administrators and Development Managers who are equipped with practical knowledge are highly
required.
In addition to the above listed grounds for designing modular curriculum, the following drawbacks of
the conventional course based and extensive curriculum were identified:
Fragmented knowledge
Poor assessment and evaluation
Poor quality and relevance of the curriculum as a whole
1.2 Vision, Mission Goals and Objectives of the Department
I. Vision:
To become centre of excellence in Public Administration and Development Management by
producing competent graduates who exercise innovative skills to ensure sustainable development.
II. Mission:
Contribute to education of efficient and effective public administrators and policy makers and
implementers for sustainable development through academic, research, training, consultancy services
and policy advocacy.
III. Objectives
General Objective
The general objective of the Department of Public Administration and Development
Management is to provide academic excellence (conceptual knowledge, analytical skills and
practical experience) in the preparation of students for administrative positions as well as in
research and consultancy activities in government, non-government agencies, and academic
institutions and, to some extent, in business organizations.
Specific Objectives
To develop the analytical skills of students t in understanding how public administration
functions;
To equip students with the required skills, knowledge and attitudinal/behavioural
competencies to enable them act ethically, effectively and efficiently in the administration of
public sector organisations;
To develop the critical and analytical skills which enable students to understand policy and
program formulation, implementation, budgeting, resource allocation and evaluation;
To prepare students for mid-level professional career that involves managing and
administering human, material, financial and information resources of organisations at the
various levels of governments and non-governmental organizations, parastatals and other
agencies;
To build the foundation for students who are interested in pursuing graduate study in public
administration and other related programmes;
To train mid-level professionals who must fill the professional gaps in all tiers of
Ethiopia public sector.
To provide knowledge and skills on how to run public institutions effectively and
efficiently in the context of Ethiopia, where the state is one of the important
Development Actors that plays major roles in socio-economic and political
development.

1.3.1 Graduate Profile
Upon completion of the Bachelor of Arts Degree Program in Public Administration and
Development Management, graduates will be able to have the following professional and
technical competences:
A. Conceptual and theoretical knowledge
The holders of a BA in Public Administration and Development should demonstrate
general knowledge of critical concepts and theories in the subfields of public
administration:
Understand the theoretical concepts of public administration as well as discuss the branches and
roles of government and analyze their application in the Ethiopian context;
Critically analyze the theoretical perspectives and discourses on economic, social and political
development and the role of government in development and how these discourses should be
outfitted in the context of Ethiopia;
Understand the contemporary issues and approaches and techniques of public sector management,
organization design and development and the techniques of human resource management;
Understand the various theories and approaches in policy science and critically analyze
development policy issues;
To have practical skills of research methodologies and techniques to carry out independent
researches and communicate clearly in written and readable documents;
Understand and discuss the different theoretical perspectives and discourses on decentralization
(political, administrative and financial) and critically analyze the challenges and prospects of the
ongoing decentralization in Ethiopia;
Develop a deeper understanding of the concepts and major debates on process of democratization
(participation, accountability, transparency, rule of law, human rights), and synthesis the
relationship of decentralization and development in the context of Ethiopia;
Conceptualize the analytical approaches to governance and leadership at organization and
community level and involve actively in negotiation, mediation, and conflict resolution;
Understand the basic concepts of civil service ethics, neutrality and other principles:
Develop understanding on the different modalities of rural and local economic development
strategies and establishments of public-private partnerships:
Understand the approaches to project and program development as well as the techniques related
to project identification, appraisal, selection, monitoring and evaluation;
Understand the issue of gender in development projects, assess the importance and relevance of
this issue in concrete projects and incorporate gender considerations in project formulation and
assessment;
understand the conceptual foundations and practice of governance and democracy and their
impact on development as well as analyze the roles of non-state actors and social movements in
enhancing good governance and democracy;
Understand the concepts, theories and practices of urban management;
B. Technical skills
The holders of a Bachelor of Arts Degree in Public Administration are mid-level career professionals
who should possess the following skills to work as specialized staffer in all the branches of public
administration/public sector and other non-profit organizations.
Plan, organize, direct and control activities in government and non-governmental
organisations
Engage actively in policy formulation, analysis, implementation and evaluation in the
public and voluntary organizations;
Promote efficient and effective management of human resources and carryout human
resource planning, recruiting, selecting, training, motivating, appraising performance
etc., in an organisation;
Manage the financial resource of an organization by applying the techniques in public
sector budgeting, financial planning, analyzing financial statements and basic non-
profit accounting techniques;
Communicate effectively through public speeches, letters, memoranda, etc.;
Effectively participate in resolving conflict, negotiating, coaching, guiding and
building consensus among different actors;
Analyse the impacts of different modalities of delivering services to users;
Undertake contract administration and other activities related to ordering, supplying,
selecting, receiving, inspecting, storing, and material handling;
Select local development projects from among a set of possible projects undertake
feasibility studies as well as plan, implement, monitor and evaluate projects and
programs and analyze their effects on sustainable development;
Assess the environment of an organization and develop strategic visions and plans for
an organization by integrating the different organizational functions and involving
different actors and stakeholders:
Develop organizational plans and programs and execution of the same.
B. The holders of a BA in Public Administration will be equipped with the following skills
critical to success in many professions.
Solve problems logically and systematically;
Participate in multi-disciplinary research projects and conduct independent research;
Express a position and defend it by identifying corroborating evidence.
1.3.2 Professional profile
Graduates of PADM can assume positions in the following areas in government, non government and
private companies and organizations:-
To exercise knowledge of administrative and public policy making and implementation,
engage in independent research and consultancy services to solve administrative, political
and economic problems,
suggest solutions by understanding problems of changes in administration in public,
private as well as NGOs and etc,
1.3.3 Career Opportunities
Students who complete the BA in Public Administration and Development management may find
career opportunities in the public sector (central government ministries, local government
administrations, government corporations, etc.) as civil servants working in the realm of public
interest. A second option is offered by the sector of non-governmental organizations, associations,
civil society organizations, international organizations and UN agencies working in areas of public
interest. A third career option is to be found in the private sector as experts in, project management,
strategic management, human resource development & management, technical advisory role, etc.
Graduate will also find jobs in consultancy and research centers.
1.3.4 Entry Requirement
The entry requirements are common to all higher education in Ethiopia: completed secondary
school level education (10 + 2) and competitive examination on a national scale.
1.3.5 Completion Requirement
The Bachelor’s program lasts for three years, during which time a candidate for the BA
degree in PADM will receive 120 credit hours or 189 ECTS. The credit hours are divided
across 6 semesters. All courses are compulsory. Students begin their applied research work in
the third year. A student who does not obtain the required credit hours and the minimum pass
mark as stipulated in AAU legislation would be unable to receive the degree certificate.
1.4 Teaching-Learning Method
The teaching method will follow both the lecture and interactive teaching methodologies. The
interactive teaching methodology includes a regime of participation and interaction between
the teacher and the student. Students will be encouraged to independently analyze problems
and suggest alternative solutions throughout their study period. Theoretical emphasis and
practical approaches to issues and problems will follow a logical sequence. Throughout the
programme, the dynamics of group work will be encouraged, with the use of innovative
learning materials, particularly for case studies, projects and role plays.
