Point of inquiry or Point of parliamentary inquiry: When you have a question about something like
about committee procedures or about the topic. [ Note: Do not interrupt the speaker, ask before or
after he says]
Point of personal privilege: When you have any question relating to your personal comfort like an
excuse to go to bathroom, open a window or the speaker to speak louder.
Point of information: When you need something clarified about the topic.
Point of order: When a delegate believes there has been a mistake in committee procedures which
needs to be corrected.
Right of reply: A right of reply is the right to speak to another delegate directly talking about your
country, usually when a delegate first personally insulted by another delegate speech if another
delegate directly calls at your country, you can use this to defend your nation.
Request to Follow Up: This means that after asking your question and the respective delegate relying
and you feel that you want to ask a further question related to that answer or want to add something
on that answer, then you will use this.
Moderated caucus is the sub-topic from the main topic which is in the assembly.
[Note: No point of information can be asked in moderated caucus as it is a sub topic and not the
main topic.]
Always say Thank you speaker or chair if the speaker says it, is your turn.
If any delegate wants to bring any motion that should have time limit and purpose like 10 min
moderated caucus with 45 seconds speaking time and then state the purpose.
Procedure:
1) You have been asked to choose between [Present] or [Present and voting]
Hereby; Present means they can abstain from voting and if they choose Present and Voting
it means that they can not abstain from the voting.
2) Setting the Agenda: This is either set by the delegates by means of voting procedures or
follows a preset order-
a) If there is no anonymous agreement on any motion or agenda then a provisional speakers
list consisting of 2 speakers for, speakers against may be established.
3) Once the agenda is set the speaker list is established where you must raise the placards and
the speaker will choose some number of delegates to be added in speakers list.
4) After they speak as opening statement in order of speakers list, the moderated and
unmoderated caucus takes place.
5) Moderated caucus means the delegates discuss the agenda in a moderated manner. [Note: In
this you must make your country points clear that what does it believe]
6) Unmoderated caucus means delegates may leave their seat to negotiate with their fellow
delegates, they can use informal language.
a) During unmoderated caucus working paper is created by all the delegates using
Pre-ambulatory and operative clauses.
7) After one of the working papers gets approved and draft resolution is created by the speaker,
the debate happens on it between delegates.
8) After this debate the final voting takes place between all the drafted resolutions.
9) After this a motion is raised to dismiss the meeting for a formal procedure, it is also voted and
with support of majority, the debate is ended and the session gets dismissed.
Note-
1) After the completion of speech of speaker list, if you find that any delegate has not clarified
any point or given wrong information then you can do point of information, and if he
answers it and you still feel that if you want to ask a further question related to that answer
given be delegate then you have to say request to follow up.
