Procedure for Inspection of Boilers:

Issue of Certificate on Annual Inspection of Boilers;

1. Application in Form-J with inspection fees shall be submitted on-line through esuraksha
portal.
2. Inspection date is communicated to the owner.
3. The owner shall prepare boiler for inspection by stopping, cooling, empting water inside the
boiler and thoroughly cleaning it and keeping it in open condition.
4. Boiler is inspected internally and externally in dry condition.
5. Boiler prepared for hydraulic test by fitting back and tightening doors, dummying safety valves
and other valves and filling water completely.
6. Hydraulic test of Boiler conducted to a pressure of 1.25 to 1.5 times the maximum approved
working pressure of the boiler by pumping of water through pumps.
7. Boiler certified or not certified based on the result of testing and communicated.
8. The signed certificate is scanned and uploaded in the portal for the applicant to download.

Registration of Boilers;

1. Application made by owner along with prescribed documents as per IBR 1950 for registration
of boiler through online portal esuraksha.
2. Date of inspection fixed by the officer and communicated to owner.
3. The owner shall offer the boiler for internal and external examination by keeping it in open
and dry condition and also all the requisite mountings to be offered for inspection and
verification along with IBR documents.
4. Boiler is examined internally and externally along with original boiler IBR data certificates and
drawings and also the mountings are inspected and verified on ground.
5. Boiler offered for final hydraulic test by closing all openings and fixing of all mountings / valves
and blanking of safety valves and filling water completely.
6. Hydraulic test conducted by pumping water through pumps and raising the pressure inside
the boiler to 1.5 times the maximum approved working pressure of the boiler.
7. If test found satisfactory provisional certificate is issued for immediate use of boiler, if not
reasons for not issuing certificate is communicated to the owner.
8. Proposal for Registration is sent to the Director of Boilers along with newly prepared
Inspection and Registration Books and all original Boiler IBR Folder consisting of certificates
and drawings.
9. Registration proposal verified and Boiler allotted registration number by the Director of
Boilers.
