Professional Ethics

- Branch of moral science which treats obligation which a member of a


profession owners to the public.
- Commonly known as “ ethical business practices”

August Vollmer- will conduct themselves in ways that make it


impossible for anyone to make a joke about them

Code of Ethics was introduced 1954 by Sir Robert Peel of England


Metropolitan Police
- Father of Law Enforcement.

What makes a police officer?

The ideal police officer is best described in the words of James Q. Wilson
(1968). According to Wilson (1968), "It is not money, or organization
that defines the policeman's job, it is the job that defines the
policeman." This is further supported by Peter Manning and John Van
Maanen (1978) who believes that Policing is more than a job; it is a
way of life." Simply put, what makes the cops different from non-police is
the job

Five characteristics of a police officer's job:

1. The Uniform.

Wearing the uniform symbolizes the officer as a member of a particular


minority group- the police.

2. The Power
This shows that there is an imbalance in the power between the
police and the citizen, which reflects the nature of their relationship.

3 .The Working Hours.


Police officers work in rotating shifts. A typical pattern involves
changing work shifts every month.

4. The Danger
Daily, thousands of PNP personnel patrol our streets. While carrying
out this function, they deal with several issues, situations, and
problems.

5 The Dirty Work.


One of the most important functions the police do for society is
performing its dirty work which include dealing with dead bodies,
busting crimes, assisting crime victims, running or arresting
criminals, assisting automobile accidents, and other aspects in of
society which requires their help.

Strengths of the Filipino Police Officer


1. Spiritual Beliefs- PNP members are traditionally religious and
God loving persons.
2. Valor- defending the country from aggression and opression and
in protecting or preserving the life and property of the people.
3. Patriotism- pledge of allegiance to the flag and a vow to defend
the constitution.
4. Discipline- instinctive obedience to lawful orders.
5. Courteous- members are upright in character, gentle in manners.
6. Word of Honor- words is their bond.
7. Duty- sense of responsibility and self-sacrifice.
8. Loyalty- traditionally loyal to the organization.
9. Camaraderie- enhances teamwork and cooperation in the police
organization

Weakness of the Filipino Police Officer

1. Misplaced Loyalty- protected by his colleagues during


investigation despite commiting bribery, illegally hurting
someone. ( Maling katapatan)
2. Cynicism- spills over to their relations with other people.( self
centeredness).
3. The Use of Force- threat is perceived.
4. The police as Victims Mentality- police are victims of public
misunderstanding and scorn.
5. Preferential Application of the Law- law should dictate how it
should be enforced regardless of who is the suspect. ( Hindi
Equal ang approach)
6. The Police as Untouchables- the notion of practice that
disrespect for police authority or contempt of a person in
uniform.( Hindi pwedeng pakialaman)
7. Rewards
8. Due Process- none use of due process to protecting the criminals
as the expense of the law abiding citizens.
9. Lying and Deceptions- committing Perjury should be necessary to
protect the police or get the “bad guy” convicted.

Challenges Facing Police Officer

1. Political Meddling- pakikialam


2. Poor Salary
3. Corruption- graft and corruption in the police exist in different degrees.

Code of Professional Conduct and Ethical Standards

1. Neglect of Duty or Nonfeasance- the failure to perform an act.


2. Irregularities in the Performance of duty/ Misfeseance- the
improper performance of some act.
4. Misconduct- wrong doing or violation of departnental procedures.
5. Incompetence- lack of adequate ability
6. Oppresion- the act of cruelty, severity, unlawful execution
7. Dishonesty- the concealment or distortion of truth.
8. Disloyalty to the Government- abandonment or renunciation
9. Violation of Law- Presupposes conviction in court under Revised Penal
Code.
10. Corruption- forbidden acts involving misuse of office for gain.

Most common types of corruption

a. Case fixing- imposition of penalties or downright sabotage.

b. Bribery- receipt of cash or a gift in exchange for past or future


assistance.
c.Extortion- “ street court”- binabayaran patago.

d. Protection- taking of money or other rewards from vice operators or


from legitimate.

e. Recycling- use or sale of confiscated items and evidence.

f. Selective Enforcement- exploit their officer discretion. “areglo/ balato”

g. Internal Pay offs- the sales of work assignment.

11. Favoritism- breaks or favor to friends or relatives( nepotism)

12.Rotten Apples- weak individuals who have slipped through screening.

Deviance- behavior inconsistent with the norms, values, orethics.

a.Police Gratuity- receipt of free meals, services or discounts.

b. Chiseling- demand for free services

c. Police Shakedown- extorts a business owner for protection money

d. Police Perjury- act of tampering or with holding certain details information.

e. Police Brutality- excessive force, name calling, sarcasm and disrespect.

f. Police Profanity- use of obedence and profane language.

g. Misuse of Confidential Information- jeopardization of ongoing


investigations by leaking information.

13. Code- any system of rules and principles that govern an organization or a
system

14. Principles- how individuals in a group or an organization is expected to


behave.

15. Oath- a formal and solemn commitment

Sex Duty or Duty Related Terms

1. Traffic Stops- getting a closer look at female.


2. Fox Hunting- stopping college girls
3. Voyeurism- window peeping
4. Victim Recontacts- consoling victims who have psychological needs.
5. Opposite Sex Strips Searches- touching and or having sexual
intercourse with jail inmates/ officers.
6. Sexual Shakedown- act of letting prostitues

Positive Traits of the Filipino

1. Pakikipagkapwa tao or Building Social Relations- filipinos are know for


our hospitability ,dignity and respect, bayanihan, pakikiramay.
2. Family Orientations Filipinos- genuine and deep love and concern for
their family.
3. Joy and Humor- positive diposition and approach in life coupled with
a good sense of humor.
4. Flexibility, Adaptability, and Creativity- great capacity to adjust and
adapt to their circumstances.
5. Hardwork and Industry- most hardworking individuals.
6. Faith and Religiousity- deep faith in the devine being regardless or our
religion.
7. Ability to Survive- ability to survive any circumstances that come our
way.

Negative Traits of the Filipino

1. Extreme Personalism
2. Extreme Family Centredness- devotion for family clouds their
judgement.
3. Lack of discipline- aversion following rules, poor time management
4. Passivity and Lack of Initiative- tend to rely or depend on others.
5. Kanya-kanya syndrome- selfish, self serving attitude
6. Lack of Self Analysis and Self Reflection- superficial and flighty.
