◦ The work that NCERT does at the national level, RSCERT/SCERT does at
the state level. Therefore, it is considered the 'supreme institution' at the state
level. In the field of education, each state adopts the goals and research set by
NCERT according to its own geographical situation, needs, and available resources.
◦ Establishment: During the Third Five-Year Plan, 'State Institutes of
Education' (SIEs) were established in each state.
◦ In Rajasthan, the SIE was opened in Udaipur in 1963. Based on the
recommendations of the Prof. R.C. Mehrotra Committee in Rajasthan, separate
departments operating independently were combined, and in place of the 'State
Institute of Education' (SIE), the 'State Institute of Educational Research &
Training' (SIERT) was established in Udaipur on November 11, 1978.
◦ From January 2002, this institution began working under the
administrative control of the Directorate of Elementary Education.
Objectives of RSCERT:
* To improve the quality of school education.
* To find solutions to educational challenges.
By order issued by MHRD (now the Ministry of Education) on February 27, 2018, SIERT
was reorganized on August 14, 2018, and renamed RSCERT (Rajasthan State Council of
Educational Research & Training).
It was given the status of an autonomous body, which plays the role of the supreme
educational institution at the state level.
It works in the field of school education and teacher education.
Its financial management is done by the Ministry of Education, the Central
Government (MoE), and the Rajasthan Government.
The main objectives of the 1987 Scheme for Restructuring and Reorganization of
Teacher Education, brought in line with the recommendations of the National Policy
on Education 1986, were:
* To strengthen SCERT.
* To establish IASE (Institute of Advanced Study in Education).
* To establish DIETs (District Institutes of Education and Training).
Note: The phrase "उद्ध्यध्व समनसः सखायः" in the RSCERT logo is a Sanskrit phrase
that roughly translates to "Let us move forward with a unified mind, as friends."
(RSCERT): Role
* ▶ RSCERT is a supreme academic institution for educational planning,
implementation, and evaluation of school education and teacher education.
* ▶ Under the RTE Act, 2009, it is considered the state's highest academic
authority.
* ▶ It acts as an academic advisor to the State Government's Ministry of Education
and Directorate of Education.
* ▶ This institution acts as a nodal agency for quality improvement at the school
level.
* ▶ This institution provides leadership, academic guidance, and support to
institutions like IASEs, CTEs, DIETs, etc.
Organizational Structure of RSCERT:
Approval for its restructuring was granted by the Cabinet Order 158/2018 dated
August 10, 2018, as approved by the Cabinet.

1. Department of Curriculum, Textbook, Material Development & Evaluation
This department was established to improve the quality of school education. It
prepares subject matter for pre-primary to 12th grade. The major sections of this
department and their roles are as follows:
* Science and Mathematics Section
* Social Science Section
A Value Education Cell has also been established within this section.
* Language Section:
It has two cells:
* Language Cell - Hindi and English
* Third Language Cell - Sanskrit, Punjabi, Urdu, Sindhi, Gujarati Material
Development & Evaluation
*Educational Measurement and Evaluation Section
The primary function of this section is to prepare evaluation policies for
children, create blueprints, and develop question papers with the assistance of
other departments within the institution. This section conducts Continuous and
Comprehensive Evaluation (CCE) under SIQE.
It also prepares guidelines related to the evaluation programs of the 5th and 8th
board exams.
*Early Childhood Care and Education Section (ECCE)
Its objective is to prepare children for primary education and to develop
curriculum and teaching materials as needed. It runs programs for two age groups:
(i) Incentive programs for the care and development of children aged 0-3 years.
(ii) Curriculum development for pre-primary education for children aged 3-6 years.
Other Functions of the Section:
* ▶ To prepare the State Curriculum Framework (SCF) for all classes.
* ▶ To provide research issues to the research department of RSCERT and DIET and
improve by taking inputs from them.
* ▶ To incorporate and implement the standards prescribed by NCF-2005 and RTE Act-
2009 under curriculum and evaluation.
2. Educational Research, Survey, Assessment & Policy Perspective Department
. This department is divided into four sections:
* Educational Research and Survey
* District Educational Research Forum (DERF)
* Publications
* NMMS
NMMS: 'National Means-cum-Merit Scholarship':
Under this scheme, talented selected students of the state who have passed class
8 in government schools from economically weaker sections (income less than Rs.
150,000) are given scholarships (Rs. 10,000) regularly from class 9 to 12 for four
years.
Major Functions of the Department:
* ▶ To prepare research-related guidelines and publish research reports.
* ▶ To prepare master trainers for research.
* ▶ To review and encourage action research conducted by DIET, IASE, and CTE.
* ▶ To plan and implement state-level research
* ▶ To organize meetings of the 'State Research Committee' (SRC).
* ▶ To design, develop, and review the State Evaluation Policy document on a
regular basis.
* ▶ To conduct state-level and national-level surveys (NAS-2021).
3. Department of Teacher Education
it initiated the celebration of 'Career Day' on January 12th in government
secondary and higher secondary schools.
it assists DIETs in monitoring the teaching in upper primary schools located in
rural and remote areas of the state to improve teaching and bring qualitative
changes.
Various in-service training programs are conducted by this department to develop
teaching skills, and it provides guidance in the planning and management of
programs for IASE, CTE, DIET, and BIET.
This department is divided into two sections:
Pre-Service Teacher Education
* Creating and reviewing curriculum, syllabus, and learning materials for D.L.Ed.
* Creating and conducting pre-service teaching and training programs.
In-Service Teacher Education
* Organizing all types of in-service teacher training programs.
* Conducting all tasks related to online NISHTHA and DIKSHA, and offline teacher
training, creating work plans, and taking feedback.
Other Functions of the Department:
* ▶ To determine the framework for programs to provide quality training to
teachers.
* ▶ To encourage IASE, CTE, DIET, and BIET for educational research.
* ▶ To prepare the annual calendar of DIETs and create training modules.
* ▶ To create the curriculum/syllabus for BSTC/D.L.Ed.
* ▶ To develop and implement teacher professional development plans and materials.
* ▶ To provide on-site assistance in district-level teacher training councils and
programs.
* ▶ To maintain academic, administrative, and financial control and monitoring
over teacher training councils.
* ▶ To create a robust observation and support process with systematic data
collection for feedback and training input.
* ▶ To design and conduct training modules for non-academic officers (such as
District Education Officers, Block Education Officers).
* ▶ To establish coordination between various teacher training councils at all
levels (state, district, block).
* ▶ To develop, monitor, and support educational programs organized in teacher
training institutions like IASE, CTE, DIETs, and BIETs.
4. Department of Educational Technology
This department has been operating in Ajmer since 1990.
The following tasks are carried out by this department:
* E-Content Creation
* Computer Education
* Broadcasting
* Conducting the DIKSHA RISE program.
5. Department of Holistic Development and Social Justice
Under this, in-service teacher training is provided through DIETs to integrate
visually and hearing-impaired (CWSN) children into the mainstream. Curriculum
training, training modules related to population education programs, health and
physical education, girls' education, art education, scheduled castes, tribes, and
minorities are prepared.
6. Department of Planning, Management & Finance
This department is the backbone of other departments, as it maintains records of
all departments and ensures that the work of all departments is completed within a
specific time frame.
Functions of RSCERT:
Providing In-Service Training:
RSCERT is the 'supreme academic institution' in the state regarding teacher
education training. It creates training modules and training materials for
teachers.
Here, Key Resource Persons (KRP) and Master Trainers, education officers,
headmasters (secondary education), principals, and teachers are given in-service
training related to innovations.
—RSCERT creates the following teaching materials:
-Curriculum and Textbook Creation:
1-Creation of NCF-2005 based textbooks for classes 1 to 12 and the composition
of "Hamara Rajasthan" books.
2- Creation of competency-based curriculum (pre-primary education).
3- Creation of curriculum (D.L.Ed.) syllabus and reading material for pre-
service teacher training.
-Development of teaching-learning materials:
charts, models, audio-video, etc., according to subject.
-Magazine: Guidance Service and Population Education Message Magazine
* Conducting research and surveys:
* State level, divisional level, and institute level research work.
* Assistance in research programs of the District Education Research Forum
(DERF).
* Surveys provided by NCERT, such as the National Achievement Survey (NAS 2017,
2021).
Publication and Dissemination Work
* Publication of literary materials, audio-visual materials.
* Dissemination - Promotion and dissemination of printed and produced materials,
such as science fairs, life skills fairs, career days, seminars, days, etc.
NAS (National Achievement Survey)
* The National Achievement Survey is a survey program developed by the National
Council of Educational Research and Training (NCERT) to improve the educational
level of schools.
* Under NAS 2021, an examination was conducted on November 12, 2021, to assess the
learning levels of students in grades 3, 5, 8, and 10.
* According to the results of NAS 2021, Punjab ranked first and Rajasthan ranked
second. The national average was very low.
* In NAS 2017, Rajasthan ranked second, while Karnataka ranked first.
* Learning outcomes are prepared based on this.
Role of RSCERT in the Context of National Education Policy 2020
* Leadership
* According to the National Education Policy 2020, SCERT will lead academic
matters, including standards and curriculum related to education in the state.
* SQAAF
* SCERT will develop the School Quality Assessment and Accreditation Framework
(SQAAF) after extensive consultation with all stakeholders.
* Change Management Process
* SCERT will lead the 'Change Management Process' to revitalize CRC, BRC, and
DIET, and will transform the capabilities and work culture of these three
institutions over the next three years.
RSCERT in the Newspaper
* Self-Respect Skill Education
* This pilot project was launched in Barmer and Dungarpur from the session 2022-
23 to eliminate the inferiority complex and feeling of inadequacy in the minds of
children in grades 6 to 8 due to physical changes.
* 'Comics Books' were created by RSCERT for the Self-Respect Skill Education
Project for children in grades 6 to 8.
* Bridge Course Workbook
* RSCERT has prepared a Bridge Course Workbook to recover learning loss during
the Corona period.
* Assessment Portal
* During a meeting to formulate a detailed plan of action and enhance the
capacity of the newly formed State Level Assessment Cell at RSCERT, an agreement
was reached on the development of an Assessment Portal.
State Sanskrit Institute of Educational Research and Training (SSIERT)
* Establishment: 07.12.2016 Mahapura (Jaipur)
* Objective: To develop curriculum and textbooks for Sanskrit education schools in
the Sanskrit Education Department, and to provide training to in-service teachers.
