The Police recorded 10,602 technology crimes in the first 10 months of 2020 (5,407 cases
were recorded in the same period last year), with a total loss of HK$2.49 billion. It is believed
that criminals had the opportunity to commit criminal activities due to the increase in the number
of people working or attending classes at home and opportunities to use online platforms.
The Police points out that online romance scam increased by 53% from the same period
last year to 488 cases. The loss involved in online romance scam exceeded HK$177 million,
showing an increase of HK$10 million over the same period last year. The age of victims varied
from 15 to 85. 85% of them were women. 561 victims were between 20 and 49 years old,
accounting for 75% of the total victims.
The Police also stated that a similar approach was adopted in cases involving the youngest
and oldest victims. Both of them encountered scammers on the Internet. In both cases, the
scammers claimed to live in the United Kingdom and worked as an engineer and project
manager respectively. They all used gifts as an excuse to ask victims to pay postage. After the
victims made the payment without fraud, the scammers requested the remittance again for
various reasons. The victims eventually discovered that they had been deceived and called the
Police for help. According to the Police, in addition to using customs clearance fees and
financial difficulties to defraud victims of money, some scammers have recently used the claim
of ‘high return investment’ to lure victims. These scammers claimed that they ‘know how to
crack lottery results on gambling websites’ to induce victims to download a fake mobile phone
investment application. At first, they let victims to earn meager profits to attract continuous
capital injection.
