GENERAL Electrical Services
Design Requirements
A. BUILDINGS INTERNAL ELECTRICAL, TELECOMMUNICATION AND LOW-CURRENT
SERVICES
Buildings Electrical, Telecommunication and Low-current services shall be designed and
installed as per following guidelines.
1. Follow the latest version of Electricity Wiring Regulations applicable for Local Power
Distribution Company. Also follow international standards like BS 7671, NFPA 70, NFPA
72, BS EN 62305 etc as applicable. Latest 'Estidama' design guidelines also shall be
followed.
2. Follow Etisalat, DIC and relevant international standards for telecommunication systems.
Also incorporate the requirements of the User and Signal Corps.
3. User Requirements: All systems as per specific User requirements for each facility shall
be provided. User requirements, if any, are attached with the tender documents in the
form of drawings, sketches or manuscript.
4. Check and verify the space requirements for Electrical and Telecom service rooms in the
facility. Coordinate with the architect for the incorporation of these space requirements
and also shafts for horizontal and vertical cable routing etc. as applicable.
5. Lighting: Generally follow CIBSE guidelines for lighting design. For large areas and
typical rooms give design calculations to verify that recommended illumination levels are
achieved.
Energy efficient light sources shall be considered. High efficiency T5 linear fluorescent
tube, compact fluorescent lamp and LED light fixtures with low-loss electronic ballasts
shall be considered. For high bay and external lighting use metal halide lamp light
fittings. All light fixtures shall conform to BS EN 60598.
Following Illumination levels can be considered for certain specified areas:

6. Fire Alarm System:
Fire Alarm system shall be provided for all buildings as per following:
a) System shall be analogue addressable.
b) System design shall conform to latest issue of BS5829, NFPA 72 and local civil
defence regulations.
c) Alarm management shall be field configurable. All components of the system
including sensors, manual call points, bells etc. shall be addressable. All components
to be monitored.
d) Control panel to be microprocessor based. Completely contained, tropicalized type.
To have zone isolation facility, individual zones fault and fire signals etc. and have
signal test feature. All signals to be LED. Panel to have provision to connect to a full
function repeater panel. Panel to have control keypad and backlit LCD dot-matrix
display. Cards to be plug-in type. Panel to have one spare loop, terminals and
adequate working space.
e) The charger and battery capacity to be adequate. Batteries to be sealed long life
maintenance-free type and have a self power time of 30 minutes with all input and
output devices working. Provide matching recessed extension box below control
panel for batteries, as needed.
f) Detection to be by smoke, heat, multi-sensors as adequate. Also provide A/C duct
sensors with remote LED indication. Provide LED response indicators over doors of
rooms for quick monitoring. All detectors etc. and bases shall be labeled indicating its
address.
g) Provide alarm bells throughout the facility, weatherproof strobe and siren externally.
Alarm delay adjustable on siren. Also provide voice evacuation and fireman's
telephone jack etc. as per civil defence requirements.
h) Installation shall be by silicon rubber, high fire temperature resistant, stranded
copper wiring through concealed PVC conduits or surface GI conduits as per site
conditions.
i) The system shall be interlocked with HVAC system. Provide interface and wiring to
this effect to concerned equipment and BMS.
j) In case of a fire condition the panel shall
k) automatically dial and inform, in English and Arabic, a designated telephone number
of Fire Section/Guard Room. For this purpose, provide a connection to nearby
telephone outlet. Panel should have a back confirmation facility for this function.
l) Provide zoning chart and operating instructions in framed glass near control panel.
7. Communication and Data Network
Communication and data networking shall be provided for all buildings as per
following:
a) RJ45 Voice, Data or dual Voice/Data outlets connected to MDF/IDF by Cat 6
screened copper cable in a star topology. The maximum length of this cable
shall be limited to 90m. Concealed cable containment preferred.
b) Intermediate Distribution Frames (IDF) consisting of RJ45 patch panels, patch
chord's passive ancillary components and space for active components.
Connected to MDF by multicore Cat 3 voice cables and multimode fiber optic
cables in a redundant formation.
c) Main Distribution Frame (IDF) consisting of RJ45 patch panels, patch chords,
passive ancillary components and space for active components.

d) Heavy duty return flange GI slotted cable trays for horizontal and vertical
cabling inside the buildings.
e) Dedicated Communication Rooms to house the IDF/MDF. Air-conditioned and
with raised floor. Provision of external cable entry for the MDF Room, minimum
4 no. 100mm dia. pipes.
f) It shall be noted that telephone handsets, active transmission and exchange
equipment, data servers and external fiber optic network cabling will be
procured later by others.
8. IF Satellite Antenna Distribution System
IF satellite antenna distribution system shall be provided for following buildings:
Officers' Accommodation, NCOs Accommodation, Officer Mess, Common Mess,
Headquarter Building, Sport Hall, Club, Recreation Facilities and for any other
buildings as specified elsewhere.
The system shall be independent for each building and to be as per following:
a) The system shall distribute the IF signals from the central dish antennas to the
domestic receivers (Receivers will be procured later by others). Each receiver
to tune-in all channels independently. The polarization control at each outlet
shall be by receiver LNB voltage. Each outlet shall be separately connected to
switcher in a radial topology.
b) Central Dish Antennas
- 120cm Ku band dish antenna for Nilesat complete with LNB and feed horn.
- 120cm Ku band dish antenna for Arabsat 3A complete with LNB and feed
horn.
Antennas shall be installed on a suitable base and support on the roof or at
an ideal location as per site conditions.
c) Multiswitches/Launch Amplifiers/Line Amplifiers
Cascadable multiswitches with multi inputs and 4/8/16 outputs as per system
design. Launch amplifier and line amplifiers as per requirements. All
equipment shall be double shielded and shall be installed inside the Electrical
Rooms.
d) 'F' type satellite antenna socket outlet for connection to a satellite receiver,
white PVC face plate. Each face plate shall be labeled for its unique serial
number.
e) Low-loss type coaxial cabling through concealed conduits. Maximum loss for
trunk feeders shall be 12dB/100m@800MHz and 18dB/100m@800MHz for
socket wiring. Adequate signal level of not less than 55dB shall be
maintained at each outlet.
9. AUDIO_VISUAL SYSTEM
AV system shall be provided for Theatre Hall, Lecture Hall and for any other
buildings and areas as specified elsewhere.
A fully integrated Audio-visual system, professional type, of latest technology,
upgradeable and shall consist of following as minimum:
a) Overhead multimedia installation projector, DLP or inorganic 3 LCD
technology, 1920x1080 full HD 1080p resolution, HDMI and network RJ45
connectivity, powered short focus zoom lens, auto iris, minimum 6000 to
20000ANSI lumens brightness in standard mode (according to the size of the

screen and hall, as per design calculations), 3000 hour or more long life
multiple lamps, Xenon lamps if required, quiet operation (less than 33dBA)
and easy maintenance, network management and hand held remote control
unit for all functions.
b) Electric projection screen, wall mounted, 16:9 aspect ratio, white matt
material, quiet operation, interfacing for automatic operation, wired controls
and hand held remote control unit.
Nominal screen size as per requirements.
c) Blueray player with USB digital media input.
d) Digital audio processors and audio amplifiers for 5.1 channel digital surround
sound system, stereo wireless mic and receiver, wall mounted DSP line array
speakers inside the Hall. Power output of amplifiers and the speakers shall
be based on sound pressure level calculations. Amplifier rack and video
switcher etc. shall be placed in the room beside the stage.
e) Proprietary lectern/podium, designer type, modern aesthetic appearance,
stainless steel/aluminium and glass construction having custom insignia,
electrically operated height adjustable mechanism, free standing over a floor-
service outlet box, low-profile lectern mic.
f) Concealed cabling. All cables and connectors shall be professional type
recommended by the manufacturer. One DVI/HDMI input of the projector
shall be connected to the video player, another shall be wired up to podium
for future connection to a portable computer, one RJ45 input shall be
connected to the LAN through a data socket provided on the ceiling, and
another RJ45 shall be wired up to the Stage. PC input and any other video
input also shall be wired up to the podium. Provide dedicated sockets for all
these connections.
10. PUBLIC ADDRESS SYSTEM
Public Address system shall be provided for the Sports hall and for any other
buildings and areas as specified elsewhere.
PA system shall be provided for the Mosque only with standard features.
Sound pressure level calculations to determine the quantity of speakers, wattage,
spacing and thereby the rated power output of amplifiers shall be based on
relevant BS or international standards. It shall be professional type, of latest
technology, upgradeable and shall consist of following as minimum:
a) System Rack: Proprietary cabinet with front hinged transparent doors and
rack mounted components. (To be kept below the reception counter etc.) Pre-
amplifier mixer, USB digital media input, multi-channel power amplifiers with
all standard features, FM stereo digital tuner with programmable presets, 2
no. FM wireless mic receivers, One local desktop mic with chime, monitor
panel, LED ladder output level indicator, monitor speaker with attenuator,
input-output board units etc. All cable terminations from front face.
b) Speakers in various zones as per system design and requirements.
c) Mic plug-in sockets, one each in Sports Hall, Swimming Pool and Aerobics etc.
d) FM wireless mic,clip-on mic, floor stand etc.
e) Concealed wiring, all cables to be special type recommended by the
manufacturer. PA system calculations, Layout, block diagram etc. shall be
submitted for approval.

11. Design drawings shall be submitted for review and approval before shop drawing
submission. Submit all technical calculations, references to adopted standards and
regulations, extracts from relevant standards, catalogue cuts and other supporting
documents to justify the design. References shall be given to the computer software
programs used and if asked for, softcopy of the calculations along with the application
software shall be submitted. The drawings in general shall comply with the following:
a) Verify that the background drawings used are architecturally up to date. Also verify
that the design is based on the latest HVAC, Plumbing, and other services drawings.
b) In the power layout drawings show all the power outlets, DBs, Control Panels and
MCC for mechanical equipment; main routing of cable trays/trunking; cable entry
ducts and chambers.
c) Show circuits for all lighting and power points.
d) Give load schedules for all final DBs, SMDBs and MDB.
e) Give power riser diagram for the MDB showing up to final DBs. Mention load
details/diversity factors/voltage drop/short circuit withstand/earth fault loop
impedance/power system analysis results etc.
f) Circuit diagrams shall be furnished for LCPs and control devices for automatic
switching.
g) Detailed riser diagrams shall be furnished for all low current systems.

B. EXTERNAL ELECTRICAL AND TELECOMMUNICATION SERVICES
1. External Lighting

local control switches – one for each entrance gate and fed from the DB of Guard
Room by a 4 core 10mm2 Cu/XLPE/SWA/PVC cable and earth continuity cable.
e) Play Ground and Parade Ground Lights:
Metal halide flood light projectors on GI pole/masts.
Required illumination level or lamp wattage, quantity and pole height as mentioned
elsewhere.
f) Lighting Control Panels:
Photocell and timer controlled for Road/Security lighting, manual pushbutton

The maximum voltage drop from power source (substation) to the last pole shall be
limited to 4%.

i) Solar Street Lights (If specified elsewhere)

2. Power Feeding
a) Substations/Package Substations:
MV/400V Substations or Package Substations shall be provided for the power
supply to the project.
b) MV Ring Feeder Cabling:
MV Ring feeder cabling shall be provided from power source to the site as per local
power supply authority recommendations.

c) Coordination with Local Power Supply Authority
Coordinate with Local Power Supply Authorities for all matters related to power
supply and for the Load Demand Notification.
(Unless mentioned otherwise, power connection charges are not in the
Contractor's scope.)
d) Coordination with Municipality/Town Planning
Coordinate with Municipality, Town Planning Department or other concerned
authorities for service reservations and other related matters etc. and obtain
necessary approvals as and where necessary.
e) Coordination with Service Providers
Coordinate with various service providers and incorporate their requirements as
applicable.
f) Energy Metering
Provide kWh meter as per the requirements of Local Power Supply Authorities.
g) LV Power Feeding:
LV Power feeding shall be provided up to the Main DB of each facility. LV feeder
cables shall be 4 core Cu/XLPE/SWA/PVC 600/1000VGrade.
h) LV Power Feeding:
LV Power feeding shall be provided to all new facilities and to any related ancillary
facilities such as chiller yard, pump rooms, substations etc. related to the project.
Feed bigger facilities directly from substations. Feed all other facilities through
Feeder Pillars which in turn shall be directly fed from the substations.
External LV Feeder Pillars shall be generally with 50kA MCCB incomer and
outgoings. Rating and quantity to be as per design requirements.
The power feeding cables shall be sized according to load and voltage drop
calculations. The maximum voltage drop from power source (substation) to the
building MDB shall be limited to 3%. The voltage drop shall be calculated based on
the demand load.
i) Standby Generator
Standby diesel generator set and ATS as specified elsewhere.
j) Existing Services
Any existing electrical and telecom services affected by new constructions shall be
removed/relocated/rerouted as per site requirements.
3. External Telecom Duct Network
External duct and manhole network interlinking all the buildings. It shall be 8 no.
100mm UPVC pipes for the main artery and 4 no. 100mm UPVC pipes for the branch
runs.
The manholes for main artery (along the dual carriage way) shall be JRC12 and for
branch runs it shall be standard manholes. All manholes at building entry points shall
be provided with an insulated earth bar connected to an earth pit.

It shall also be connected to existing network as per site conditions.
(Network cabling will be procured later by others).
4. External Fire Alarm Networking
A fire alarm repeater panel shall be installed and connected in the existing main Guard
Room to repeat fire alarm signals in all other facilities. The signals to be repeated are
'Power ON', 'Fault' and 'Fire' for each facility. Interconnected network cabling can be laid
through one of the Telecom Ducts mentioned in above paragraph with proper labeling
throughout.
5. PV Solar Power Generation (If specified elsewhere)
Solar PV cell array stand-alone power generation systems with or without battery.
