Module 2: Analyzing Work Functions, Processes, Roles, and Outcomes in Developing
Competency Standards
Module Overview
This module focuses on understanding how work functions, processes, roles, and outcomes are
analyzed in the development of competency standards. The session will guide students through
the process of work analysis, including identifying key roles and outcomes required in various
work environments, and how these elements translate into competency standards. Students will
have the opportunity to develop a sample competency standard for a chosen work role and
engage in peer reviews to refine their understanding.
Objectives (KSA Format)
By the end of the module, students will be able to:
• Explain the steps involved in analyzing work functions, processes, roles, and outcomes to
develop competency standards.
• Develop a competency standard for a specific work role by analyzing its key functions
and processes.
• Appreciate the importance of accurate work analysis and the development of competency
standards in ensuring workforce effectiveness and productivity.

Work Functions and Competency Development (10 minutes)
Objective: To explain how work functions and processes contribute to the development of
competency standards.
• Work Analysis:
Work analysis is a systematic process used to identify the tasks, functions, roles, and
responsibilities involved in a particular job or work role. It includes:
o Understanding the tasks performed.
o Identifying the skills, knowledge, and abilities required to complete these tasks.
o Defining performance expectations for each task.
• Key Elements of Work Functions:

Example: For patient treatment, work processes might include diagnosing,
prescribing, administering, and monitoring treatment.
• Role Definition:
The roles within a specific work function must be clearly defined to align the necessary
competencies with each function. These roles often include supervisory, operational, or
technical responsibilities, and competency standards need to outline the required skills for
these roles.
• Outcomes of Competency Standards:
Clear, well-defined competency standards ensure that workers can perform their tasks
competently and meet the required outcomes for their role.
Outcomes typically include:
o Productivity: Workers are able to complete tasks efficiently and effectively.
o Quality: Workers meet industry standards for the quality of their work.
o Safety and Compliance: Ensuring that tasks are performed following regulatory
standards and ensuring workplace safety.
2. Analyzing Work Roles and Processes for Competency Standards (10 minutes)
Objective: To highlight how analyzing work roles and processes helps in defining
competency standards.
Steps in Work Analysis for Competency Development:
1. Job or Role Description: Identify the key responsibilities and activities
associated with the role.
2. Task Identification: Break down the job into tasks or work functions.
3. Skills and Knowledge Mapping: Identify the skills, knowledge, and abilities
required to perform each task successfully.
4. Performance Indicators: Define how success will be measured for each task or
work function (e.g., time to complete task, accuracy, quality of output).
5. Documentation: Create a clear and concise competency standard document that
outlines the necessary skills, knowledge, and performance expectations.

o Work Role: Electrician

safety regulations and technical standards, demonstrated by the quality and safety
of completed projects.
Discussion:
Encourage students to share examples of work roles they are familiar with and discuss the key
functions, processes, and outcomes of these roles. Ask students to consider:
• How would you define the core tasks or processes for these roles?
• What skills and knowledge are necessary to perform these tasks effectively?
Workshop: Developing a Sample Competency Standard (40 minutes)
Objective: To apply the concepts learned by developing a competency standard for a specific
work role.
Activity Setup:
Divide students into small groups. Each group will select a work role from various industries
(e.g., healthcare, hospitality, engineering, information technology) and develop a sample
competency standard for the role. They should follow the work analysis steps discussed earlier to
identify the core tasks, required skills, and performance indicators for the role.
Group Instructions:
1. Choose a work role (e.g., Nurse, Chef, Software Developer, Electrician, etc.).
2. Identify the core work functions for this role (e.g., patient care for a nurse, food
preparation for a chef).
3. List the skills, knowledge, and attitudes required to perform each function.
4. Define the performance indicators (how would success be measured?).
5. Write a competency standard for this role.
Peer Review (15 minutes): Once the groups complete their competency standards, they will
exchange their work with another group for peer review. In the peer review session, students
will:
• Evaluate the clarity and relevance of the competency standards.
• Suggest improvements or additions to ensure the standards are aligned with industry
requirements.
