The document presents a counterclaim against the mandatory implementation of the CAT/ROTC program, arguing that it should be voluntary due to the significant commitments it imposes on students, particularly those with scholarships. It highlights concerns about the poor education system in the Philippines, the mental health impact on students, and the potential health risks for individuals with pre-existing conditions. The author emphasizes that mandatory ROTC could lead to serious consequences for students, including legal actions and financial burdens, advocating instead for a voluntary approach to military training.

A. Express your claim or counterclaim on the following topics below and explain your
answers.
1. Mandatory CAT/ROTC

Claim/Counterclaim:
-Counterclaim: mandatory CAT/ROTC should not be implemented mandatorily. Hence,
it should be voluntarily.

Reasons behind your opinion:

1. If you are in college and you have scholarships it will be a serious commitment between
trainings and school
2. Our education system in the Philippines is very poor and students are being hard on
themselves because of their school works.
3. Many people have health issues like asthma and heart conditions
4. If you drop out or are expelled from the program, you will face serious consequences,
including potential legal action. You will also be required to pay back your scholarship if
you have received one
5. If you commit any violations of ROTC’s standards or your schools, or drop below
ROTC’s academic requirements, you may be asked to leave the program, and you will still
face consequences and potential legal action.

ROTC/CAT: a danger facing among students

ROTC/CAT, The Reserve Officers' Training Corps (ROTC) is a college-to-military

program that trains students to become commissioned officers while also earning their
academic degrees. (thebestschools.org) Cadets who apply for and are awarded an ROTC
scholarship may have their tuition paid in full, which attracts students who want to pursue
military careers. The program has branches in the Army, Navy, and Air Force. While
graduates can join the Marine Corps or the Coast Guard after graduation, neither branch
has an ROTC program, while the Coast Guard does have a similar program called the
College Student Pre-Commissioning Initiative.
Vice president-elect Sarah Duterte said to an interview that if she will be elected as
Vice President, she said that she will pursue a Mandatory military training or ROTC/CAT
to those students who will be 18 years old and above, for me mandatory CAT/ROTC
should not be implemented mandatorily. Hence, it should be voluntarily.
One of the many reasons on why mandatory CAT/ROTC should not be
implemented mandatorily is that, if you are in college and you have scholarships
it will be a serious commitment between trainings and school. ROTC will take
much of our time that it will cause us many stress and anxiety towards school works and
in the military training grounds.
Our education system in the Philippines is very poor and students are
being hard on themselves because of their school works. In connection with the
first reason, Philippines’ education system is very poor, imagine waking up 5 AM in the
morning because you have to attend your first period at 7:30 AM and going home at 5 pm
is very depressing for us students, if mandatory ROTC will be implemented how will we
manage our time? Between school works and trainings, there are also students who are
now committing suicide because of the exams and on how hard the performance tasks
that the teacher have given to the student. Moreover, psychologists said that even though

students try so much hard in coping up with their mental health if Mandatory ROTC will
be implemented mental health of students will begin to deteriorate causing depression
and causing them to drop out of the program
Many people have health issues like asthma and heart conditions, if they
will be enlisted in the military it will cause their health issues to trigger resulting to
frequent hospitalization or it will worsen due to heat and exhaustion. And we didn’t know
if one of these people who have health issues has also financial problems, so it will not
just the student who will suffer but also to the parents who do not have money for their
hospitalization.
If you drop out or are expelled from the program, you will face serious
consequences, including potential legal action. You will also be required to
pay back your scholarship if you have received one(thebestschools.org) in
connection of the reason in paragraph number 4, if the mental health of the students will
worsen and gave up the program, they will not get out of the military that easily because
there will be legal actions that will set back, “ROTC scholarships set high academic and
personal standards, and if you drop below them, you could lose your scholarship
(thebestschools.org)”.
If you commit any violations of ROTC’s standards or your schools, or
drop below ROTC’s academic requirements, you may be asked to leave the
program, and you will still face consequences and potential legal action.
(blog.collegevine.com), While individual branch results differ, federal law requires ROTC
members to commit to a four-year active-duty period, usually following graduation, and
an additional eight-year military service period. “These requirements may be slightly
lower for non-scholarship students. Ultimately, this means you need to be certain that
serving in the military is something you want to do(plexuss.com)” This means you'll have
to postpone other career or educational goals until your active service is completed. You
can, however, pursue them while completing non-active service obligations.
Mandatory ROTC/CAT is not the solution if the reason behind it is to develop our
patriotism and commitment to our country, VP- elect Sarah Duterte should look further

to the drawbacks of Mandatory ROTC, it is much better and I am much in favor if it is
voluntary, in that way the students who wants to join the ROTC will free to join and to
sort those students who have health, mental, school and financial issue because joining
in the military is not just marching or blowing a bugle, it is a serious commitment with a
lot of consequences.
