According to Central Civil Services (Pension) Rules, 1972, Rule 77

shall ascertain whether any death gratuity or family pension or both is or are payable in respect

2. Payment of Death Gratuity :

(a) Where the family of the deceased Government servant is eligible for the death gratuity under
Rule 50, the Head of office shall ascertain –

(i) If the deceased Government servant had nominated any person or persons to receive the
gratuity; and
(ii) If the deceased Government servant had not made any nomination or the nomination
made does not subsist, the persons or persons to whom the gratuity may be payable
(a) The Head of Office shall, then, address the persons concerned in Form 10 or Form 11, as
maybe appropriate, for making a claim in Form 12.

The deceased official had already made nomination for payment of DCRG on 20.7.1991 and its
position is as detailed below.

“The amount of share of gratuity payable to each nominee is not specified”

Since the family of the diseased official is eligible for payment of family pension and death gratuity,
we may issue Form 13 and Form 11 to the widower.

ATR on enhancement of Imprest :

The proposal made in the monthly meeting held in the month of May 2021 for

enhancement of Imprest to Rs.20,000/-. The imprest is for meeting day to day

contingent and emergent expenditure. This Office has a total Imprest of Rs.1,08,000/-

which includes Rs.58,000/- with sections.

On an enquiry with the neighbouring sister institutes viz., ICAR-IIMR and ICAR-

PDP and they have informed that the total imprest of ICAR-IIMR is Rs.40,000/-

(includes Rs.20,000/- of Farm Section). In respect of ICAR-PDP, the total imprest is

Rs.25,000/- (incld. Farm).

As there is a provision in the GFR 2017 (154) the process of procurement of

goods without quotation is upto Rs.25,000/- on certification by the Indentor and Indentor

can procure items through GeM for the items costing above Rs.25,000/- as per the

GFR-156 for the items .


The most popular form of imprest is a petty cash account. It is used when issuing cheques is not convenient to cover smaller transactions. These accounts contain a fixed

Petty cash funds are usually managed by custodians who control the account and allocate cash to the employees who, in turn, provide receipts relevant to the business.
Impressions can also be used to fund salaries, benefits, workplace travel, and incentives for workers. The fund is typically reimbursed by money from the primary bank account
of the organisation after these outgoing expenses are paid out.

Imprest system discourages the use of illegal spending because the funds are reserved for particular purposes. As a consequence, imprest usually pays the same sum of
money regularly. It gradually takes the account to a near-zero balance, until it is replenished automatically with the same fixed amount of money.

post of Hindi Translator. Gr. II post to Central Forensic Science Laboratory (CFSL),
Amberpet, Hyderabad asking the offer is still valid. In this connection, it is submitted,
Office had forwarded application of Ms. Vanitha for the post of Hindi Translator at CFSL.
However, she was not relieved as she was governed by a cooling off period after
completion her earlier deputation and ICAR has paused the applications to be
forwarded for deputation. Now, ICAR has relaxed the deputation rules vide

Office has forwarded the application of Ms. Vanitha, UDC for the Post of Hindi
Translator [Link] on permanent absorption basis at Central Forensic Science Laboratory
(CFSL), Hyderabad vide this Office letter [Link].7-48/96-97/822 dated 26-9-2018. In
response, a letter has been received from CFSL conveying that Ms. Vanitha, UDC has
been selected on deputation for 3 years for the Post of Hindi Translator [Link]. Since, the
application has been forwarded on permanent absorption basis and hence,she was not
relieved from this Institute. Further, it is also submitted that as she had not completed
the cooling off period for the earlier deputation to Income Tax department further
deputation not approved and the fact concurred by ICAR vide letter vide
[Link]/12/02/2019 dated 19-7-2019 from Council stating that the relaxation in the
cooling off period is not agreed to under the circumstances. Council also sent a circular
vide [Link]. Admn. 12-20/2008-Estt.I dated 24-6-2019 stating that the application of its
officers for employment outside on deputation / direct recruitment / contract etc., man
not be forwarded. Thus her deputation was not considered.

Recently, Council has relaxed the forwarding of applications of the employees


belonging to the Administrative category of ICAR for outside employment vide O.M No.
Admn.13-1/2020-R&P dated 4-1-2021. The correspondence made on applying the said
[Link] available on e-office note no.31. Hence, file is put up for further directions
please.

A gist of the case already in previous note. The following is the submission made for
decision of competent authority .

1. In the guidelines attached to note 30 it states that "application of not more


than 10 percent of the sanctioned strength of the post concerned may be
considered to be forwarded.
Here it is not clear as to whether it is for the total administrative post of Group C or
of the particular post i.e UDC. In that case we have 4 UDC post and total post in
group C is 4 (UDC) + 5 (LDC).

The borrowing organisation has also not sent any offer of appointment on
deputation and only a formal letter is there. No terms and conditions are
mentioned.

Therefore since there is an ambiguity in Council guidelines, we may send the case
study to Council and seek specific approval since earlier they have denied for her
deputation based on guidelines prevalent at that time. On receipt if it is favorable
we may ask the borrowing department as to whether the deputation offer to Ms.
Vanitha is still live and if so the fresh offer may be made citing all the conditions.

It is also submitted that the post cant be filled during the deputation period. Out of
the total 32 sanctioned post we have only 22 staff atpresent and we are yet to
complete the process of filling the vacant post on deputation or transfer.

As instructed, it is observed that Dr. Mangal Deep Tuti, Sr. Scientist & Farm
Incharge, [Link] Farm has submitted a new Seniority list of CLTS of [Link] Farm
(Copy enclosed). It differs from the Final Seniority list (dated 28-3-2018 )which has
already been circulated and two Skilled Support Staff namely Mr. [Link] (Retd.,) &
Mr. [Link] (Retd.,) have been recruited. At that time of their recruitment the
seniority list was not challenged. Therefore, if approved we may circulate a provisional
seniority list once again as regular Director has taken charge.
Appointed to the post of Director, ICAR-Indian Institute of Rice Research, Hyderabad
vide [Link].23(1)/[Link] dated 31-5-2021 in the Pay Level 14 of Rs.1,44,200 -
Rs.2,18,200/- on the terms and conditions contained in the Council’s Memorandum of
even number dated 26.04.2021, on tenure basis for a period of five years w.e.f
27.04.2021 (FN) to 27.04.2026 or until further orders whichever is earlier.
Apropos to e-office note no.1, and as per the clarification given by Dopt to
Department of Atomic Energy (DAE) at Annexure OM No. 12/1/2020-SCS/17202 dated
19-10-2020 at [Link].3 as “Employees quarantined after return from Tour / Leave as
per the State / Medical protocol …….Deemed to have joined duty on return from
Tour / Expiry of Leave Period. The period of quarantine is to be treated as on
Duty / Work From Home (WFH) provided the employee has actually joined office
after the mandatory quarantine period”.

In view of the above, we may deem the official to have joined duty on expiry of
her leave i.e 20-5-2020 to 26.10.2020. Hence, submitted for further orders please.

Mrs. K. Kousalya has submitted a request for regularization of leave by treating her absence as On Duty
during Covid time i.e., 20.05.2020 to 26.10.2020. As per the DoPT O.M. [Link]. 14029/5/2019-Estt.(L)
(Pt.2), dt. 28.07.2020 " a government servant who were on leave prior to issue of lockdown orders should
be deemed to have joined duty from the date of expiry of leave, if intimation in any form, indicating
difficulty in joining duty due to non availability of public transport flights has been given by the
government servant to the office." It is submitted that the official has booked tickets three times and they
were cancelled and the same was informed to office.

In view of the above we may deem the official joined as duty on the next day of her arrival at India i.e.,
13.10.2020 and the isolation period from 13.10.2020 to 26.10.2020 may be covered as per leave of the
kind due.

Kindly clarify the following

When flights were operating to India after the lockdown is lifted


The quarantine period is it classified as leave when leave is deducted even if official gets covid.

I think after the expiry of the leave period and till the flights are resumed to India (not that particular
airline for which tickets were cancelled since alternative flight and routes available) the absence may be
treated as duty.

Kindly explore with rule position from time to time

Mission but the criteria for booking the flights were "With the compelling cases such as those facing
medical emergencies or requiring return due to bereavement in the family, students, pregnant women,
elderly or those facing expiry of visas." Since the case is sporadic, it is requested to the sanctioning
authority to kindly guide on this issue pl.
