Own VSL Pdv and a CBD Crossing from
Port to STBD in Narrow Channel
My Understanding:
Rule 18) Except where Rule 9,10 & 13
otherwise require ... Matlab first I will
look at rule 9 if there is any requirement
9D) A vessel shall not cross a Narrow
channel or fairway if such crossing
impedes passage of a vessel which can
safely navigate only within such narrow
channel or fairway
So CBD has to not impede my passage.
8F1) CBD has to navigate in such a way
that ROC Doesn't develop and allows for
my safe passage. If However ROC has
now developed then 8F2 & 8F3 is
applicable
For Vessel who is not to impede (CBD) -
Is not relieved of the obligation to not
impede even after ROC develops and
should have full regard to the action
which may be required by the rules of
this part.
So what is the obligation now ? The
obligation is that she is although CBD
but a PDV who has her engines in her
control so she can reduce speed. Action
of CBD will be basis Rule 15 & 16 For PDV
- 8F3 is applicable Vessel whose
passage is not be be impeded remains
fully obliged to comply with the rules
when 2 vsl are approaching one another
so as to involve in ROC.
If CBD Doesn't take action then PDV will
take action as per 17Aii, 17B, 17C & 8E. In
simple words Reduce speed.

Limitations of ECDIS

Radar performance standards

Vertical Beam W idth: Radar should

function without any deterioration in
performance when the vessel is rolling
or pitching up to 土 10 deg. In
commercial marine RADAR sets VBW is
between 15 - 30 deg.

Horizontal Beam W idth: W hen vessels

are at same range, but slightly different
bearing, they should appear as 2 distinct
targets on PPI. HBW is between 0.6 - 2.0
deg.

Range Discrimination: Two smaller

similar objects on the same bearing
separated by 40 mtr in range, should be
separately indicated when using a range
scale of 1.5M or less when they lie
between 50% and 100% of the range
scale in use.

Bearing Discrimination: Two targets

should be separately visible when the lie
on the same range by 2.5 deg.

Minimum Range: The Minimum

detection scale, with a scanner 15 mtr
high, shall not exceed 40 mtr. Targets
between 40 mtr and 1M should be
displayed without resetting any control
other than range selection.

Range Accuracy: The error in a range of

an object, obtained using range rings or
the VRM, should not exceed 1% of the
maximum range scale in use or 30 mtr
whichever is greater.

Bearing Accuracy: The RADAR bearing of

an object, whose echo appears on the
edge of the display, should be capable
of being measured with an accuracy
equal to or better than 土1deg.

Scanner: The scanner must rotate at a

constant RPM of not less than 20 (Start
and Stop) in relative wind speed up to
100 kts.

Range Selector: The Range Scales should

be available are 0.25M, 0.5M, 0.75M,
1.5M, 3M, 6M, 12M & 24M.

Performance Monitor: The RADAR set

must have a means of ascertaining its
overall performance.
