Step 1: From the book Table of Ascendants, we will get the SIDEREAL Time (Table 1, Pg 2) at 12hr noon
for 82½° E (IST) for 1900 AD.

Step 2: As this time is for 1900 AD, we will have to do the YEAR Correction for 2019 from the same book,

The divisional charts are basically used to establish the strengths and weaknesses of a planet. A planet is
