office to issue instructions
Authorised electrical person: any person who is duly authorised by the officer of the metro
railway administration by name or by virtue of its office to specific job assigned on electrical
equipments
Authorised employee: metro railway employee to whom valid certificate of competency has
been issued and is duly authorised by the general or specific order of metro railway
administration by name or by virtue of its office to specific job assigned
Authority to proceed: authority given operator of train, under system of working, to enter
block of section with his train.

CONTINIOUS AUTOMATIC TRAIN CONTROLL:
1) ATO –ACCELERATION, COASTING, BRAKING AND STOPPING OF TRAIN
2) ATP-SAFE TRAIN OPRATION, TRAIN DIRECTION, TRAIN SEPARATION, INTERLOCKING AND
SPEED ENFORCEMENT
3) ATS: AUTOMATICALLY MONITORS ENTIRE SYSTEM, DIRECTS TRAIN RUNNING,SO TO
PROVIDE SCHEDULED SERVICE UNDER NORMAL CIRCUMSTANCE
Auxiliary system controller: TVS, station air conditioning and building management system.
Axel counter: between two points on the section counts axel in and axel out and tell
whether the said section is occupied or not.
Baggage handling system: Train borned and station based system
Berth: length of the track occupied by the train adjacent to a platform or in depot
Block section: portion of running line specified by special instruction .No train may until till
further permission received
Blue light station: location indicated by blue light where person can communicate to occ and
disconnect traction power of specified section to stop train.(ets)

Connections: running line reference arrangement to cross running line with other
line
CATC:TRAIN CONTROLLING AND MONITORING by subsystems namely
ATP,ATO,ATS ,CMM,CUTOUT
Cross passage: physical connection between two single track tunnels, which are used
for maintenance of metro railway and for evacuation of passengers.
Cut-out mode: mode under CATC when train borne ATP equipment is cut-out.
Depot controller: movement of rakes within depot including interchange between
main line and depot
Departure order indication:’dispaying on display panel conveying authority to train
operator to proceed or start his train.
Driverless Train Operation: train start and stop but train attendant to operate train
doors and to manually drive encase of emergencies
Electrical way and works: traction installation including overhead equipment or third
rail equipment and other connected works
Emergency: occurrence where imminent and continuous risk of injury and damage
or major disruptions to the metro railway service
ESP:device stops train running on station limits on train running ATP to stop
Engineer Possesion:section of track under sole control of authorised employee for
specific length of time
Engineering train unit: train for maintenance and repair of track side infra(ETU)
Facing and trailing points: facing or trailing in accordance with direction of train
which moves over them
Called facing when train approaching and can be diverted from line upon which it
running.
Feeding post: supply control post in overhead section where incoming feeder from
grid substation are terminated
Fixedsignal: signal of station at fixed location controlling movement of trains and
forming part of signalling system.
Fouling mark: mark at which infringement of fixed standard dimension occur where
two lines cross or join one another.
Headway :interval between two successive trains
Incident: any occurrence which causes or has potential to cause delay or disruption
to passenger service.
Inspection car: self propelled vehicle used for inspection ,repair and maintenance of
metro railway
Insulated third rail joint: special joint for the purpose of sectioning of third rail being
powered from different traction substation.
Interlocking: arrangement of signals ,points and other appliance from panel or
workstation so interconnected mechanically or electronically or electrically that
operation takes place to ensure safety
Irrevocable emergency brake: when emergency brake applied intentionally or with
other intentions the brake remains applied until the train speed becomes zero and
the cause of emergency brake applied is removed or reset.
Isolation: arrangement secured by the setting of points or other approved means to
protect the line from obstruction due to movement on the other connected line.
Jumper cable: cable provided with clips for use of temporary electrical connection to
bridge gap in a running line, cable or pipe.
Local control: assumption of the responsibility of Traffic controller for the specific
station by a person who is authorised to do so for time being
Metro Railway employee: employee duly qualified, possessing valid certificate of
competency and nominated to undertake and perform duties entrusted to him.
Neutral section: short section of insulated and dead overhead equipment which
separates the area by adjacent substation or feeding line
Normal direction of traffic: traffic moving on the left side of the track
Obstruction: with its cognate expressions includes a train, vehicle or obstacle on or
fouling a line or any condition which is dangerous to train.
OCC: Organisation in overall charge of controlling the movement of trains on main
line
Overhead equipment: Electrical conductor over the track with its associated
fittings ,insulator and other attachments by means of which they are suspended and
serve the purpose of electrical traction.
Passenger Train: train for movement of passenger and their luggage
Permission to approach:permisiion given for train to approach a block section
Platform screen door: system of automated doors synchronised with Train doors
which are provided at platform edge to isolate passenger from platform from track.
Platform supervisor booth: it is a monitoring cabin on platform for supervisor.
Point and Trap indicators :appliance fitted and to working with points to indicate
the position in which they are set
Power Block: withdrawing traction current or power supply from particular section.
Proceed code: it’s a ATP code other than 0 speed code on train operators console
which indicates target speed.
Railway board: Railway board empowered under section 2 of Indian Railway Board
act 1905
Receiving substation: it’s a electrical substation where electrical supply is received
from the grid substation and converted to appropriate voltage for distribution..
Restricted Manual Mode: it’s a driving mode where the train is driven manually and
ATP provides only speed limit only.
Rolling stock supervisor: metro railway employee duly qualified to examine trains
and certify their fitness for safe running.
Running line: track used for running train trough and between stations and includes
connectivity if any used by train when entering or leaving station.
Running train: Train which has started on authority to proceed but has not
completed its journey
ROS-Running on Sight mode: it’s a driving mode where train is driven manually and
is subjected to ATP proctions of speed limit only till ATP indications arrive after
which it automatically converted to CMM coded manual mode.
SCADA: Supervisory control and Data Acquisition for the remote monitoring and
control of traction power supply installations and auxiliary systems.
Secure a train: means make full brake application ,closedown al driving positions and
remove mask on key and apply parking brake when necessary
Shunting: movement of coach or coaches with or without traction motors or any
other self propelled vehicle for the purpose of attaching and detaching or another
purpose
Signal: indication given to train operator for controlling movement of his train.
Signal Engineer: any metro railway employee in charge of installation and
maintenance of any signalling or associated telecom gears either on track or field or
station or on train
Special instruction: instruction issued from time to time by authorised officer in
respect of particular cases or special circum stance
Staff protection key :key provided in SCR extracted and given to authorised staff
going on particular section for inspection and maintenance
Staff special key: key provided in open manual secondary door from platform side
which is used by maintains staff to access track side.
Station: any place on line of metro railway where passenger traffic dealt with.
Station controller: any person on duty who is time being responsible for the working
of the station and traffic within the station limits. It also include Assistant station
controller who is independent charge of the working of such station.
SCR: room where station control panels or workstations are located and where
controller operates the workstations.
Station limits: limit or chinange as defined in the station working orders.
Supply control post: assembly of interrupters ,isolator switches ,remote control
equipment and other apparatus provided for controlling power supply to overhead
equipment or third rail traction system and it includes feeding post ,sectioning,
parallel posts and sub sectioning post in overhead equipment
System of workin: one more of the systems specified in chapter 8 for time being
working of the train.
Target distance: farthest point to which train may safely proceed.
Temporary earth: additional earthling equipment which is applied after issue of
permit to work and remove prior to cancellation of ptw.
Terminal station: station at the end of the line
Test track: portion of the track in the depot used for testing of the train
Third rail: rail on insulators laid by side of running line for conduction of electrical
current to train through CCD fitted to train on main line in DC traction system.
Track and structure or work engineer: metro railway employee responsible for the
construction or maintenance of points, underground structure, surface structure,
bridges or other works connected with it.
Track circuit: electrical circuit provided to detect presence of absence of vehicles on
portion of track, rails of track forming track circuit.
Traction: traction power system working on 25000 volts single phase or 1500 v dc
with overhead equipment system or 750 volts Dc on third rail.
Traction power controller: competent metro railway employee responsible for
control of the traction and auxiliary power distribution of metro railway.
Traction feeder breaker: circuit breaker controlling the traction power supply of
third rail or overhead equipment.
Traffic controller: metro railway employee on duty in OCC who is time being
responsible for running of trains on section of metro railway.
Traffic hours: period between the start of running of first scheduled train and
termination of last scheduled train
Train: an engine with or without vehicle attached or any self propelled vehicle with
or without trailer which cannot be readily lifted by track
Train control and monitoring system/Train integrated management system: a
system designed to provide information and exercise control l on variety of
functions related to movement of trains,traction,powerbraking and air-
conditioning..
Train operator: driver of the train for time being responsible for movement and
control of train
Train radio: wireless telephone message communication system between can of
train ,station and control
Tunnel ventilation section: minimum length of tunnel section on up/down line
capable of mechanically ventilated using tunnel ventilation fans.
UTO :train operation where starting and stopping of trains as well as operations of
the train doors and handling of emergencies are fully automated without any
regular staff in train
Work train: departmental train intended solely execution of works including
maintenance of works on metro railway network.
