6.1 Introduction

This section outlines the requirement related to well completion

operations and its associated operations such as perforation and
ar
well intervention to ensure safe and efficient well delivery and to
PE

protect against harm or damage to life, property, environment,
and natural resources including hydrocarbon resources.

6.2 Completion Design and Operations
an
Contractor(s) shall ensure well completion philosophy is
addressed in the Field Development Plan (FDP) and/or
subsurface or completion reviews considering reservoir(s)
characteristics, pressure, temperature, corrosion, well barriers,
producibility, operability, well surveillance requirements, well
maintenance feasibility, total life cycle cost and well
abandonment aspects.

Contractor(s) shall design well completion to withstand all
Drilling
expected loads throughout different phases of well life.
Unit
Contractor(s) shall ensure the well completion and workover are
done under an approved written work program and Contractor(s)
shall record all well activities and made available to PETRONAS as
and when requested.
For Carbon capture and Storage (CCS) wells, Contractor(s) shall
perform the material selection and qualification with complete
understanding of the reaction between injected CO₂ (including
its phase changes and impurities) and well materials from choke,
wellhead, completion string and all well components in getting
to the formation. Material selection shall also take into
consideration back flow scenario. Flow-wetted area material
selection shall be supported by material testing to verify
feasibility of material with the conditions set based on analysis on
injection and shut-in scenario.
Contractor(s) shall consider completion, wellhead and christmas
tree design based on existing surplus through standardisation
where applicable.
6.3 Wellhead and Christmas Tree Equipment
Contractor(s) shall ensure all wellhead and christmas tree design
meet the latest API Spec 6A.
Contractor(s) shall equip all completed wells with wellhead and
christmas tree valve assemblies with a rated working pressure
and temperature which equals or exceeds the anticipated
maximum pressure and maximum or minimum temperature to
which the wellhead and christmas tree may be exposed to.
Contractor(s) shall ensure the wellhead, christmas tree and all
related components material are suitable for the operating
environment and compatible with the production and/or
injection fluid they are exposed to.
Contractor(s) shall ensure:
i. Connections and valves are designed and installed to
permit fluid to be pumped between any two strings of
casing not cemented to the ocean floor. In subsea
completions, those connections and valves are not
required other than the production casing;
ii. Wellhead valve equipment consists of the crown or swab
valve, a SSV, and a master valve, in the christmas tree. The
SSV shall be the second valve in the flow stream from the
wellbore;
iii. Tubing hanger(s) are equipped with landing nipples or plug
bushings to receive pump-through tubing plugs or back-
pressure valves; and
iv. Wellheads and christmas trees design or type are
standardised wherever possible to minimise spares, cost of
change over, avoid excessive surplus and others.
6.4 Production Tubing
Contractor(s) shall ensure:
i. The tubing is sized to best suit reservoir(s) properties,
including economic benefits and well intervention
considerations; and
ii. The tubing including the connections and material is
suitable for the well fluids and reservoir(s) properties and
able to withstand all possible loads expected during the
life of the well.
Contractor(s) shall ensure only new tubing or used tubing which
has been tested or inspected and found to be suitable for well
conditions are installed. All tubing and connections that are
internally coated shall be suitable for the temperature and well-
fluid characteristic.
Contractor(s) shall ensure all tubing are tested to working
pressure during installation.
6.5 Surface-Controlled Subsurface Safety Valve (SCSSV)
Contractor(s) shall equip all completion installations which are
open to a hydrocarbon-bearing zone with a SCSSV located at
least thirty (30) metres below the sea floor. The SCSSV
dimension, configuration, and setting depth shall conform to the
relevant latest API RP 14B or ISO 10417. Contractor(s) shall obtain
PETRONAS’ written approval for any other method and/or
replacement of SCSSV.
6.5.1 Installation
Contractor(s) shall ensure the control line for the SCSSV
shall be an encapsulated design to minimise the risk of
control line failure.
6.5.2 Valve Specifications
Contractor(s) shall use subsurface safety devices that
comply with the minimum standards set forth in the latest
API Spec 14A or ISO 10432, for quality assurance
including design, material, and functional test
requirements and for verification of independent party
performance testing and manufacturer functional testing
of such valves.
6.5.3 Reinstalling, Testing and Maintenance
Contractor(s) shall install, test, and maintain SCSSV
systems based on their operating, inspection, and
maintenance philosophy.
6.5.4 Additional Protective Equipment
Contractor(s) shall ensure the design can provide sitting
of the subsurface safety devices in which a wireline or
pump down retrievable subsurface safety device is to be
installed with a landing nipple which comes with flow
couplings or other protective equipment.
Contractor(s) shall maintain all well records which include
final well schematic, design specifications, verification of
assembly and setting depth, and all mechanical failures or
malfunctions with details of the cause. Contractor(s) shall
submit the records upon request from PETRONAS.
6.6 Packer Requirements
Contractor(s) shall ensure all completions open to hydrocarbon-
bearing zone(s) are completed with the tubing-casing annulus
packed off above the upper-most open casing perforations
unless it is a monobore (packerless) completion.
If a packer is installed, Contractor(s) shall ensure a packer leakage
test is performed upon the initial installation of the packer to
ensure isolation of the tubing-casing annulus.
6.6.1 Production Packer
Contractor(s) shall ensure production packer is able to
withstand tubing movement and well pressure envelope
throughout the well life cycle. Contractor(s) shall ensure
the type of packer used meet the minimum ISO/API
industry standard requirement of specific well utility (oil,
gas, or water).
Under CCS well operating condition, production packer
shall meet V0 rating and packer load envelope
requirement as per API 11D1/ISO 14310.
6.6.2 Cement Packer
Cement packer described in this section refers to the
application where cement is used to fill up the tubing –
production casing annulus and serves as a production
packer. This technique is applicable where a marginal
amount of hydrocarbon is found behind the production
casing but above the existing uppermost packer.
Contractor(s) shall submit a request for approval to
PETRONAS as per Candidate Selection Guideline for
Production Enhancement and Idle Well Reactivation Jobs
and Well Integrity Management Guideline.
For cement packer application, Contractor(s) shall ensure
the cement in the annulus column casing and tubing is at
least one hundred fifty (150) metres above the uppermost
perforations. Contractor(s) shall verify the cement packer
by evaluation logs and pressure testing.
6.7 Separation of Zones
Contractor(s) shall separate multiple producing or injecting
zones in the same wellbore either through packers or cement or
a combination of the two. Contractor(s) shall ensure the packer
design is able to withstand the well pressure envelope, fluid type,
tubing movement across the well life cycle. When feasible,
Contractor(s) shall conduct a packer leakage test to check the
isolation of the producing zone.
6.8 Sliding Side Door (For Circulation, Production or
Injection)
Contractor(s) shall ensure all sliding side doors used in the
completion design are equipped with a landing profile, sealing
element, equalizing port, and a shift-down-to-open design.
6.9 Nipple Profiles
Contractor(s) shall include requirements for landing nipples at
the completion design stage. This includes the requirement of
critical equipment such as tubing hangers, safety valves, sliding
side door, and the end of tubing. Contractor(s) shall ensure that
the landing nipples are properly chosen considering flow path
area, pressure envelope, and well intervention accessibility.
6.10 Completion Fluid
The completion fluid is used during well completion or
workover operations to control the well while it is open,
transport solids out of and into the well, displace well
treatments, bring the well in, augment perforating, and protect
the producing formation during perforating and subsequent
exposure.
Contractor(s) shall ensure completion fluid is solid-free and
designed to minimise adverse effects on completion
equipment, tubing, and formation damage to sustain
completion integrity while maintaining wellbore stability.
6.11 Packer Fluid
The packer fluid which is left in the tubing-casing annulus
above a packer is to manage differential pressure across the
packer, protect annular steel surfaces from corrosion, aid to
control the well when the packer is being set or retrieved and
may thermally insulate the tubing during production or
injection. It shall be designed to prevent bacterial growth,
minimise adverse effects on completion equipment, tubing,
and formation damage.
6.12 Wellbore Clean Out
Contractor(s) shall perform wellbore cleanout upon the need
to change from drilling fluid to completion fluid to ensure
wettability and cleanliness of the well prior to running in
completion equipment. Contractor(s) shall clean the well until
the minimum Nephelometric Turbidity Unit (NTU) reading is in
the range of thirty (30) to fifty (50) NTU and/or Total Solid
Suspension (TSS) is in the range of 0.05 to 0.1.
