IV. Rationale: In relation to Regional Memorandum 543 s. 2023, DepEd
Regional Office 08 through HRDD conducted training to selected
school heads as trainers that aims to strengthen literacy conditions
of schools as our educational system is being challenged by the
result of the recently conducted PISA. This capability building is
anchored from the MATATAG Agenda of our department through
NTOT that promotes development of higher order and creative
thinking skills through reading. DepED is passionate about helping
learners read and decrease literacy crises through this capability
building down the line. Literacy is a much-needed skill that learners
must develop. Reading ability provides learners with opportunities
to develop reading competency and having strong reading skills
allows learners to achieve grater progress in reading subjects and
as well as in other academic content (Maipoka and Soontornwipast
2021 This activity will be facilitated by the school head who have
attended Regional Training of Trainer (RTOT) last October 03-06,
2023 at Milka Hotel, Tacloban City. In compliance to DepEd Order
No. 35 s. 2016, school learning action is defined as group of
teachers who engage in collaborative learning sessions to solve
shared challenges encountered in school facilitated by school head
as LAC leader hence this activity will be done only for 2 hours (3:00-
5:00 PM only) once a week or every Wednesday only to be
compliant to DepEd Order No. 09 s. 2005 and DepEd Order No.
34 s. 2022.

VIII. Expected Output

Create School Project Initiative Plan (PIP) that support literacy

Use Observation and Feedback Tools to be facilitated by class managers


in every session.
