PORT HEALTH
From 19th Nov 2024, i was lucky to undertake my attachment practice at Malaba inland border
port.
The public health officer took us through the various activities done at the port.
• Food control activity
Food inspection of both import and export food product is done at the port.
Most common food product at this place is, milk meat, fish, wheat among others.
Water sampling and control is done at the port. Samples are taken to the laboratory for
bacteological sampling.
Stamps are given before and after any inspection process
Surveillance and response control.
The public health department is in charge of any medical concern around the facility
Medical screening of individual travelling is done here.
Yellow fever, malbox, monkey pox screening is done to any individual on move.
Any individual at this point must present a yellow fever card, temperature check before one
goes to immigration department.
Proper medical education is given at the point using display screens at the point, and the
medical officers available.
Infection control measures are taken keen by proper distributions of [Link] gloves, masks,
sanitizers among other.
Yellow fever vaccination is also given at the point for anyone wanting to access the service at a
price.
Emergency response
The department caters for any medical emergency that may take place.
With the help of nation government, county government, Red Cross, ministry of health
and migration the department manages to curb any medical emergency at the border
point.
People are evenly distributed in case of any need arise. In case of any medical
complication cases, the victims are referred to Kocholia district hospital for further
treatment.
• Law enforcement
Police unit, the dci units among other law enforcement unit works hand in hand with
the public health department to ensure total law abridgment at the port.
All receipt check are done by the enforcement checks, medical document checked
before one is allowed to cross border.
• Human remain handling
In case of any death report issue at the border the body is total observed by the
public health officer before allowed in or out of the country.
Proper identification document is required at the point.
Post mortem report
Report from the ambassador is need .proper packaging of the body before allowed
to pass through.
Water and sanitation hygiene (WASH)
Any hygienically activity around the place is a public health concern
Proper sanitation maintain
Cleanness of facilities around
Drainage system management
Waste management among any other environmental concern of public health importance.
LAW
On 25th_29th Nov 2024.
I was privileged to attend court proceedings at Malaba law court.
Before we attended the court we went through the probation office with the help of our
madam Judith.
The deputy probation officer took us through the various activities done by his office.
The probation and after care office is a department under the ministry of interior and
coordination department of Kenya under Hon Musalia Mudavadi.
The department works close with other units such as
• National police service unit
• Children health department
• Office of direct prosecution (ODPP)
The officer explained the process how one is taken to court, takes plea, proven guilty or not,
how the department come through to create a bridge between the court and the accused
person.
The probation department mostly handles criminal cases and civil cases among the cases
included, sexual offenses, murder cases.
The accused individual are taken to cells before arraign to court before taken to prison.
The minor for girls are taken to hostels whereas boys are taken to brothels.
In case an older aged individual was sentenced life imprisonment, the probation and the
president department can offer a (POMAC) power of mercy advisory committee, considering
the status of the individual and left free.
Petty offenses are also taken care of punishment are also given considering some issues
Productive individuals with petty offenses are given punishment accordingly, some are given
cleaning punishment, daily reporting punishment.
Guiding and counselling is also among the services given by the probation department...
They give counselling considering most of the staffs are well vast with cycological matters.
The Malaba law court
The court is in Busia County, Teso North Constituency, Amagoro area...
The court handles issues affecting people around the area.
It handles all matter affecting the community, the land issues criminal issues civil issues among
other
For the days i was there i saw one judge, 2 prosecutors, probation officers, the witnesses, and
the accusers, accusy and amicus curie.
The judges listens to both sides and gives his judgment.
Both online and physical proceedings are conducted here.
The police department also work hand in hand with the courts they present the accused to
courts, they present evidences to court and they maintain order in courts.
