The Shutdown Planner ensures continuous improvement in maintenance planning by incorporating feedback to improve the quality of planning, updating job plans to capture efficiencies, and implementing changes or improvements. The planner identifies opportunities for detailed scoping, leverages knowledge within workshops for risk assessments, and identifies required changes to site Master Data and Documentation systems. Additionally, they measure performance and strategy effectiveness through site planning metrics and implement plant reliability strategies with a focus on preventative and predictive maintenance .

A Shutdown Planner contributes to plant reliability and efficiency by implementing and managing reliability strategies that emphasize preventative and predictive maintenance. They develop detailed job plans, establish standard plans for repetitive tasks, manage work order backlogs, and ensure all planning functions and dependencies are addressed before scheduling. By leveraging expertise within workshops and incorporating best practices, the planner identifies and implements changes that prevent downtime and optimize execution, thereby enhancing overall plant reliability and operational efficiency .

A Shutdown Planner manages the backlog of work orders and notifications by returning incomplete or poorly defined work notifications, reviewing backlog and planning lists, grouping notifications into single orders, and coordinating with production. This management is important because it prioritizes tasks based on criticality, ensures resources are efficiently allocated, and that shutdown schedules align with production needs, ultimately reducing downtime and improving workflow efficiency .

Key performance indicators (KPIs) used to evaluate a Shutdown Planner's effectiveness include compliance to safety targets, work pack preparation compliance, maintenance shutdown backlog, execution success of work, readiness and correctness of spares for shutdowns, notification backlog, schedule compliance/attainment, and availability of spares. These KPIs measure the planner's ability to ensure safety, execute efficient maintenance planning, manage resources effectively, and coordinate schedules appropriately .

Establishing standard job plans for repetitive tasks in shutdown maintenance is significant because it fosters standardization and consistency in maintenance execution, reduces planning time for recurring tasks, and ensures safety and efficiency. Standard plans also help communicate best practices across the organization, streamline the execution process, and facilitate easier updates and improvements as part of continuous process enhancement .

The primary responsibilities of a Shutdown Planner include enabling safe and efficient execution of shutdown asset strategies and maintenance work, establishing standard job plans for repetitive tasks, communicating improvements in work execution processes, providing detailed job plans, coordinating with production to ensure job plans meet timing requirements, managing work order backlog, and forwarding completed job packages to the Scheduler. The Shutdown Planner must also execute planning for work orders, identify opportunities for detailed scoping and planning, leverage workshop expertise for risk assessments, and assist in long-term budget development .

Essential qualifications for a Shutdown Planner position include a relevant trade or university degree in mechanical or electrical engineering. Preferred experience includes five years of trade or engineering experience in a relevant industry, and exposure to turnaround or major shutdown planning. These qualifications ensure the planner has the technical knowledge and practical experience necessary for effective planning and execution of maintenance strategies .

Key competencies necessary for the role of a Shutdown Planner include commitment to health and safety, results and quality, teamwork and collaboration, effective communication, and support and cooperation. These competencies are essential because they ensure the planner can execute their responsibilities with a focus on safety and efficiency, foster a collaborative work environment, and effectively communicate with various internal and external stakeholders to coordinate complex maintenance tasks and strategies .

The role of a Shutdown Planner in relation to safety targets and compliance standards involves ensuring that all aspects of shutdown planning and execution are conducted to meet safety directives. This includes preparing detailed job plans that account for safety measures, coordinating with health and safety departments, and maintaining compliance with statutory inspections and regulations. The planner uses planning metrics to measure compliance and implements standards that prioritize safety in all tasks, thus contributing to a safer work environment .
