Minimum Qualifying Criteria

(a) Annual Volume of Services

 The minimum required annual volume of services for the Bidder in any of the last three years is PKR 75 million.

(b) Similar Experience

 Experience in providing at least two service contracts of similar nature and complexity, with an accumulated value of PKR 50 million over the last three years.
 Each contract should be at least 70% complete by the time of bid submission.

(c) Essential Equipment

 Minimum required equipment:


o 20 large-scale scanners with specified technical features.
o 100 computer systems for data entry.

(d) Key Personnel

 Project Manager: 16 years of education, PMP certification, at least 5 years of project management experience.
 Land Revenue Specialist: Graduation, 5 years of experience in Land Revenue consolidation with the Government of Punjab.
 IT Specialist: 16 years of education, 5 years of experience in the IT field.
 Quality Assurance Supervisor: Graduation, 3-5 years of relevant experience.
 Scanning Operators: Graduation or Intermediate, at least 6 months of experience.
 Data Entry Operators: Graduation or Intermediate, at least 6 months of experience.
(e) Liquid Assets

 The minimum required liquid assets for the Bidder is PKR 20 million

(g) Litigation History

 A consistent history of litigation or arbitration awards against the Bidder may result in disqualification.

(h) Compliance with SEA/SH Obligations

 The Bidder must comply with contractual SEA/SH prevention and response obligations, including subcontractors.

(i) Subcontractor's Experience

Project Objective

 Data Entry Operator: Minimum qualification of Intermediate; preference for BCS, IT, or B.Com; at least 1 year of relevant experience — 40 personnel.
 Auditors/Accountants: Bachelor’s degree in Commerce, Accounting, or Finance; preferably holding or pursuing CA, CPA, ACCA, or CMA; relevant experience in
auditing, accounting, or financial analysis — 40 personnel.

Note: Personnel currently engaged in ongoing PULSE contracts that are not 70% complete cannot be proposed.

(e) Reports on the financial standing of the Bidder, such as profit and loss statements and auditor’s reports for the past three (03) years.

(f) Evidence of adequacy of financial resources for this Contract (working capital, access to line(s) of credit, and other financial resources).

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field
of international cooperation for sustainable development. GIZ-Pakistan through its project Improving labour, social and environmental standards in Pakistan’s textile
industry-II (TextILES II) plans to conduct a sectoral risk analysis/mapping to identify potential social and environmental risks and assess the current implementation of
Human Rights and Environmental Due Diligence (HREDD) in the sector’s supply chain. The study will be guided by international frameworks, including the German Supply
Chain Due Diligence Act and the EU Corporate Sustainability Due Diligence Directive.

This Call for Expressions of Interest (EOI) seeks the participation of consulting firms to provide/perform consultancy for conducting mapping study on HREDD processes in
Pakistan’s textile sector supply chain.

Only interested firms that have the following required experience and qualifications may apply:

Eligibility Requirements:

1. Must have valid firm registration;

2. Must have valid tax registration and be on the active sales taxpayers’ list of FBR along with provincial tax authorities based on the place of registration;
3. Must have verifiable consultancy experience of 5 years;

4. The firm must have completed two or more projects of a similar nature (mapping study/risk assessment) in the last 5 years;

5. Have an annual financial turnover of a minimum of PKR 15 million in any of the last three (3) years;

6. Have an operational or liaison office in Lahore;

7. Have technical experts in Multan, Sialkot, Faisalabad and Karachi.

Interested firms should provide evidence of the above-stated requirements in the form of a company profile with a table of contents. Each of above stated 07 main
requirements should be addressed in separate sections within the profile and should contain recently completed successful projects proving the required qualifications and
experience. Interested firms are encouraged to include ONLY relevant and required information in the submitted EOI.

Subsequently, only those firms who have successfully passed the EOI Eligibility Assessment will be formally invited to submit the Request for Proposal for detailed technical
and financial proposals. Please note that all correspondence, proposals and dealing with the GIZ Pakistan must be in English language.

A response to the EOI does not necessarily imply that your firm will receive the GIZ’s RFP for the provision of the above-mentioned services. GIZ reserves the right to
accept or reject any bid without providing a reason for its decision.

The Government of Balochistan through the Government of Pakistan has secured financing amounting to USD 9.07 Million from the Global Partnership for Education (GPE)
through the World Bank as the Grant Agent to implement the System Transformation of Early Education Project - Balochistan (STEP-Balochistan). The project is designed to
improve access and learning outcomes for both girls and boys at the early childhood education and primary levels in project-targeted schools across five districts: Quetta,
Killa Abdullah, Pishin, Chaghi, and Chaman. It focuses on enhancing access, quality, and equity in education, particularly targeting underserved communities.
The STEP-Balochistan project aims to achieve its objectives through several key components. The first component, Enhancing the Quality of Education Delivery, focuses on
updating the ECE curriculum to include age-appropriate, gender-responsive, and inclusive materials, designed to improve cognitive, social, and emotional development.
Additionally, a blended Continuous Professional Development (CPD) model will be implemented, combining digital resources, classroom observation tools, and personalized
coaching for teachers. The CPD model will focus on improving instructional strategies, classroom management, and ECE curriculum delivery.
The second component, Expanding Access to Quality Early Childhood Education, involves constructing new ECE classrooms and rehabilitating existing ones, prioritizing
underserved areas with high poverty and out-of-school children. These classrooms will be equipped with essential facilities, including play areas, sanitation, and boundary
walls, creating safe and conducive learning environments. Additionally, the project will launch parental awareness campaigns to educate families about the benefits of ECE,
particularly for girls.
The third component, Monitoring, Evaluation, and Project Coordination, focuses on strengthening governance and data systems by developing an ECE module within the
Education Management Information System (EMIS). The module will track key indicators such as enrollment, teacher qualifications, and student performance, enabling
targeted interventions and informed resource allocation. The project also includes the evaluation of the blended CPD model to measure its impact on teaching quality and
learning outcomes.
Procurement of contracts will be conducted following the procedures specified in the World Bank Procurement Regulations for IPF Borrowers. The procurement process will
include Consulting Services for Curriculum Development, CPD Model Implementation, Design, and Supervision of Civil Works, Civil Works for classroom construction and

To support provincial and national efforts to improve the uptake of Zinc and LOORS for diarrhea treatment in children under five through:
