Qualification
All Bidders shall include the following information and documents with their Bids:

Project Objective

Objective: Provide need-based technical support to relevant government ministries and departments which are at various stages of drafting, reviewing, and facilitating the

implementation and enforcement of fortification standards for wheat flour with iron, folic acid, vitamin B12, and zinc; edible oil with vitamin A and D; and food-grade salt
with iodine.
Scope of Work: Under the terms of this task, the consultant, under the guidance of NI will work in close collaboration with relevant federal ministries and provincial
government departments/authorities and other partners to carry out the following activities:

The STEP-Balochistan project aims to achieve its objectives through several key components. The first component, Enhancing the Quality of Education Delivery, focuses on

Additionally, a blended Continuous Professional Development (CPD) model will be implemented, combining digital resources, classroom observation tools, and personalized

The second component, Expanding Access to Quality Early Childhood Education, involves constructing new ECE classrooms and rehabilitating existing ones, prioritizing
underserved areas with high poverty and out-of-school children. These classrooms will be equipped with essential facilities, including play areas, sanitation, and boundary
walls, creating safe and conducive learning environments. Additionally, the project will launch parental awareness campaigns to educate families about the benefits of ECE,
particularly for girls.
The third component, Monitoring, Evaluation, and Project Coordination, focuses on strengthening governance and data systems by developing an ECE module within the
Education Management Information System (EMIS). The module will track key indicators such as enrollment, teacher qualifications, and student performance, enabling
targeted interventions and informed resource allocation. The project also includes the evaluation of the blended CPD model to measure its impact on teaching quality and
learning outcomes.
