Sub: Information on “Strategy and Planning” of solid waste management in ULB
In connection with the Performance Audit on Solid Waste Management in ULBs for the
year 2017-22, the following information may please be furnished:
1. The Government of India launched its flagship scheme of Swachh Bharat Mission-Urban
(SBM) in October 2014 and SWM was one of its six components. As per Paragraph 7.2 of
SBM Guidelines, ULBs were to prepare Detailed Project Reports (DPRs) for SWM of their
city in consultation with the State Government. It was also stipulated that the State
Government may handhold ULBs in quickly preparing DPRs for SWM by
shortlisting/identifying private or government agencies.
Whether the required Detailed Project Reports (DPRs) for SWM of their city under SBM-
Urban was prepared by the ULB? If so, kindly furnish a copy of the same. If not prepared,
kindly state reason for non-preparation of DPR for SWM of their city.
2 Clause 1.4.3.3.1 of Manual on Municipal Solid Waste Management, 2016 stipulated that f or
the purpose of long-term planning, the average amount of waste disposed by a specific class of
generators can be estimated only by averaging data from several samples collected continuously for 7
days at multiple representative locations within the ULB jurisdiction in each of the 3 main seasons
(summer, winter, and rainy seasons). Waste quantities should be aggregated over the 7-day period,
weighed, and averaged. These quantities can then be extrapolated to the entire urban local body (ULB)
and per capita generation assessed. This should be repeated once every 3–5 years at the time of the
review of the MSWM plan. As such,
(a) Has the ULB periodically assessed and quantified generation of solid waste? If so, kindly
furnish the information regarding periodic assessment of generation of solid waste in the
jurisdiction of the ULB during the period 2017-2022 with relevant supporting documents?

2. Clause 1.4.5.1 of Manual on Municipal Solid Waste Management, 2016 stipulated that
estimating future waste generation quantities and composition is critical for developing
MSWM plan. Planning horizons for MSW processing, treatment, or disposal projects typically
extend to 20–30 years, depending on the nature of the facility. Forecasting future MSW
generation is dependent on various factors, such as: future population forecasts; anticipated
lifestyle changes; change in socio-economic profile of the ULB. Clause 1.4.5.1.1 of said
Manual computes Future waste generation = Per capita waste generation x Projected
population. As such,
(a) Whether significant factors affecting waste generation such as population size,
geographical size of area, floating population, economic and social factors, local festivals
etc. were considered for the assessment of generation of different types of waste? If yes,
kindly furnish the relevant supporting document. If not, please state the reason for the
same.
(b) Whether the identification of the factors affecting quantity and composition of solid waste
generation in future been made? If yes, kindly furnish the relevant supporting document. If
not, please state the reason for the same.
(c) Whether the projections of quantum and composition of Municipal solid waste that would
be generated in future been made using correct arithmetical method and considering social
factors? If yes, kindly furnish the relevant supporting document. If not, please state the
reason for the same.
3. Clause 1.3/1.4.3 of Manual on Municipal Solid Waste Management, 2016 stipulated that the
municipal authority should carry out an assessment of Current Municipal Solid Waste
Management Situation in the City. The assessment should clearly identify deficiencies or gaps
that need to be bridged to meet legal obligations. Gaps with respect to human resources,
institutional capacity, infrastructure, financial resources, inclusiveness in service provision,
conducive regulatory framework, availability of essential data, land availability, stakeholder
willingness, awareness levels, as well as information, education, and communication (IEC)
needs of the community should also be identified. As such
(a) Has an assessment been made to increase or make addition to current capacity to handle
waste in future? If yes, kindly furnish the relevant supporting document. If not, please state
the reason for the same.
(b) Whether gap analysis has been done to ascertain the deficiencies in the management of
current system and effective suggestions proposed to augment the management of solid
waste? If yes, kindly furnish the relevant supporting document. If not done, please state the
reason for the same.
4. Rule 11(b) of SWM Rule 2016 stipulated that Urban Development Department in the State,
while preparing State policy and strategy on solid waste management, shall lay emphasis on
waste reduction, reuse, recycling, recovery and optimum utilization of various components of
solid waste to ensure minimization of waste going to the landfill and minimize impact of solid
waste on human health and environment. As such,
(a) Has the Urban Development Department in the State issued any direction for waste
reduction by adopting the 3 R’s (reduce, reuse and recycle) for reducing the municipal
solid waste generation in ULB? If so, kindly furnish a copy of such instruction, if any
received at the ULB.
(b) What steps have been taken by the ULB for waste reduction? Whether the ULB has
adopted 3 R’s (reduce, reuse, and recycle) principle of SWM for reducing the municipal
solid waste generation? Please state in details and provide the relevant documents in
support of reply.
(c) Has the ULB prepared any action plan on information, education and communication to
promote waste prevention & waste minimization specifically through reduction, reuse and
recycling? If yes, kindly furnish the relevant supporting document. If not, please state the
reason for the same.
5. Environmental Impact Assessment (EIA) is a detailed multistage process to identify and
quantify specific impacts of the proposed project on the environment or ecosystem. The final
EIA report addresses environment baseline conditions, potential impacts, and sets of
mitigation measures for the proposed project. Clause 5.1.2.2 of Manual on Municipal Solid
Waste Management, 2016 stipulated that all MSW project proponents (ULBs and private
contractors) should follow the steps laid out in the EIA Notification, 2006 and its
amendments. As such,
(a) Has a realistic assessment of risks from municipal solid waste to environment been made?
If so, have these findings been effectively utilized to mitigate the ill effects?
(b) Has a realistic assessment of risk from solid waste been made? If so, have these findings
been disseminated to the public.
6. Rule 15(a) of SWM Rules 2016 read with State Policy and Strategy on solid waste
management for urban areas of West Bengal stipulated that the ULB shall prepare a Solid
Waste Management Plan as per State Policy and Strategy on solid waste management and
abiding by the Solid Waste Management Rules 2016, Plastic Waste Management Rules 2016,
e-waste (Management) Rules 2016, Bio-medical Waste Management Rules 2016,
Construction and Demolition Waste Management Rules 2016 and Hazardous and Other
Wastes (Management and Trans-boundary Movement) Rules 2016 within six months from the
date of notification of state policy and strategy and submit a copy to respective departments of
State Government. It is to be noted here that Govt. of West Bengal has already notified State
Policy and Strategy on solid waste management for its Urban areas on 11th January 2018.
As such,
(a) Whether the Municipal Corporation has prepared its Solid Waste Management Plan? If so,
following information with a copy of said SWM Plan may please be furnished –

authorized waste-pickers and waste collectors to facilitate their participation in solid waste
management including door to door collection of waste?
(e) Whether any action has been taken for identification and registration of rag-pickers/waste
dealers/SHGs/NGOs working in the field of solid waste management? If yes, then please
furnish the following information
(i) Methodology adopted for such identification work
(ii) How many rag-pickers/waste dealers/SHGs/NGOs have been identified?
(iii) How many rag-pickers/waste dealers/SHGs/NGOs have been registered so far?
(iv)What actions/ steps have been taken for welfare of rag-pickers/waste
dealers/SHGs/NGOs
(v) Please furnish the documentary evidence in support of reply
(vi) If no such identification and registration work done, then please furnish the reasons for
the same.
(f) Whether the ULB has facilitated formation of Self-Help Groups, provided identity cards
and thereafter encouraged their integration in solid waste management including door to
door collection of waste?
(g) Whether the ULB has framed bye-laws incorporating the provisions of State Policy and
Strategy on SWM for urban areas of West Bengal within one year from the date of
notification of the State Policy and Strategy and ensure timely implementation? If so,
please furnish copy of the bye-laws/guidelines.
(h) Does the ULB levy penalty for violation of laws on SWM and consequent pollution? If
yes, provide the details of cases in which general public/ housing society/ business
establishments/ shops/ Malls/ other organizations etc. have been penalized by this ULB.
(i) Whether the ULB has prescribed from time to time user fee as deemed appropriate and
collected the fee from the waste generators on its own or through authorized agency?
(j) Whether the ULB has framed bye-laws and prescribed criteria for levying of spot fine for
persons who litters or fails to comply with the provisions of these rules and delegated
powers to officers of local bodies to levy spot fines as per the bye laws framed; and

7. Clause 5.2 of Manual on Municipal Solid Waste Management, 2016 on Preparation of Action
Plans and Detailed Project Reports stipulated that the five-year short-term plan should be
further detailed into task specific actions plans (e.g., road sweeping and transportation for
service provision) or detailed project reports (DPRs) for major infrastructure related services
such as transfer stations, processing or treatment facilities, and scientific waste disposal
facilities. As such,
Whether any action plan for municipal solid waste management service provision and
DPR for major infrastructure related services has been prepared by the ULB on the basis
of policy and strategy? If prepared, kindly submit a copy of the same. If not prepared,
kindly furnish reason for the same.
8. Based on Solid Waste Management Plan of the State Govt. and ULB,
(a) Whether waste management projects have been identified and objectives specified?
