POST-AoN INFORMATION : 5.
56 x 45MM CQB CARBINE
FOR INDIAN ARMY
1. Defence Acquisition Council (DAC) has accorded Acceptance of
Necessity (AoN) for procurement of 5.56 x 45mm CQB Carbine as per details
given below :-
(a) Quantity. 4,25,213 of 5.56 x 45mm CQB Carbine.
(b) Category. ‘Buy (Indian)’.
2. In order to maximize participation, essential details of AoN alongwith
other information are being published on MoD/Indian Army website.
Any Indian vendor who had not responded to the RFI earlier may express
interest within four weeks from date of publication of details on MoD/Indian
Army website for seeking Request for Proposal (RFP) and submission of bid.
This is as per Para 35 of Chapter 2 of DAP-2020. Tentative date of issue of
RFP is in Nov 2022.
3. With the view to identify additional vendors who had not responded to
inputs sought earlier, OEMs/Vendors are requested to forward detailed
information on the product which they can offer.
4. The Information consists of two parts as indicated below :-
(a) Part I. The First Part incorporates Operational parameters that
should be met by the equipment and tentative date of the issue of the
RFP and the quantity required to be procured.
(b) Part II. The Second Part states the methodology seeking
response of vendors.
PART – I : OPERATIONAL PARAMETERS AND
BROAD TECHNICAL REQUIREMENTS
5. Indian Army seeks a 5.56 x 45mm CQB Carbine with the following broad
operational characteristics:-
(a) Calibre. 5.56 x 45mm.
(b) Ammunition. In-Service Indian 5.56 x 45mm ammunition.
(c) Effective Range. Not less than 200 meters.
(d) Accuracy and Hit Probability.

(i) Single Shot. Firing from a fixed mount at 100m range,
nine hits out of ten shots fired should be in a group size of
15 cm x 15 cm.
(ii) Automatic Fire. Firing from a fixed mount at 100m range,
when one full magazine is fired in short bursts of two to three
rounds, it should achieve minimum 60% hits on a target size of
24 cm x 24 cm.
(e) Reliability. Should not have more than Three Class I / Class II
stoppages and NO Class III stoppage in a firing cycle of 2000 rounds,
conducted as per TOP 3-2-045.
(f) Bayonet. A detachable, hardened bayonet of minimum blade
length 120mm be provided with a suitable cover.
(g) Vertical Forehand Grip. A removable vertical forehand grip
should be provided with the CQB Carbine. The vertical forehand grip
should be attachable to the 6 O’clock rail and should be positively
secured without the use of tools.
(h) Picatinny Rails.
(i) The CQB Carbine shall have a Picatinny Rail
(MIL-STD 1913) at the 12 O’clock position to accommodate sights
and other accessories.
(ii) The CQB Carbine shall also have additional Picatinny Rails
at 3 O’clock, 6 O’clock and 9 O’clock position in the fore-arm/hand
guard area.
(j) Weight. Weight of the CQB carbine without magazine &
accessories should not exceed 3 Kgs + 10%.
(k) Butt Stock. Fixed butt/Folding butt/Retractable butt/Combination
butt.
(l) Overall Length.
(i) In Folded/ Retracted Condition/ Fixed Butt. Not more
than 650mm.
(ii) Extended Condition. Not more than 800mm.
(m) Operational Temperature.

(i) Minimum Temperature. Between minus 200C and
minus 100C.
(ii) Maximum Temperature. Between 400C and 450C.
(n) Service Life. The CQB Carbine should have a minimum service
life of 15 years/ 15,000 rounds whichever is earlier (OEM certificate).
6. Tentative date of issue of RFP is Nov 2022. Total Quantity required is
4,25,213 of 5.56 x 45mm CQB Carbine. After signing of the contract, the
quantity required should be delivered commencing earliest but not later than
eight (08) months and completing earliest but not later than sixty (60) months.
The vendors should confirm if they can deliver the requisite quantity of
CQB Carbine within the stipulated timeframe.
PART - II : PROCEDURE FOR RESPONSE
7. The parameters/broad specifications of the item be mentioned in the
questionnaire attached as per Appendix 'A'. The vendors are required to
respond to the same.
8. In addition the vendors are required to furnish details as per Performa at
Appendix 'B'.
9. Apart from the information as per the Appendices the vendors may also
forward technical details/product brochures/literature etc pertaining to the item.
10. This information is being issued with no financial commitment and
the Ministry of Defence, Government of India, reserves the right to change or
vary any part thereof at any stage. The Government of India also reserves the
right to withdraw it should it be necessary at any stage. The acquisition
process would be carried out under the provisions of DAP - 2020.
