The German Water Sector – An Introduction
Get a view into the German water sector, get to know the infrastructure, the organisations, their multiple tasks and extensive activities. Look at the
history – how it all began and how it is now: Water laws, legal aspects, rules and standards, training and qualification, design and planning processes,
are essential parts of the seminar.
Visits to assocations and governmental and non-governmental institutions, ministries, and consultants.
The legal framework for the standardization in Germany, the development and elaboration of
standards, the procedure of continuous updating of standardization, German and European
standardization proceedings, international standardization, the DWA- and DVGW-Standards in
translation and implementation, adaptation to different climate and other conditions.

The German water sector – organisational structure, legal and economic aspects, water sector planning process, water protection mechanisms,
management of water data, management of conflicts about water use, capacity development, challenges for sustainable water resources management.
Target Group Engineers and managers from engineer offices and sewer
network operators
This training gives a broad overview of relevant management practice and operational know-how. Participants will learn about the worldwide setup
and the various types of association, be able to discuss the strategies of financial sustainability and the relevance of the available tools and products
according to their needs.
The training will be conducted in the offices of the European Water Association (EWA) and the German Association for Water, Wastewater and Waste (DWA)
with participation of the International Water Association (IWA) in order, additionally, to ensure practice and to learn from the experiences of these interna-
tional, regional and national associations. Exchange of experience and networking among participants is an important topic within the programme.
Types of customers; customer contracts; applicable statutes; management of connection services; customer data management; billing & collection:
billing cycles, collection methods, management of accounts receivable, pre-payment systems; pricing system (charges, fees); treatment of customer
inquiries and complaints; customer service guidelines; organisation of customer management within a utility;

night flow measurements, correlation devices), zero consumption measurement; pressure management considerations; repair and rehabilitation of

The training aims to aware all participants of safe practices in work performance
that ensure personal safety, safety of the equipment and the well being of the work
environment. Topics are legal framework, SOMP/JISM-Standards, chlorine equip-
ment, working on the road, electrical-mechnical safety.

work that ensures their personal safety; the participants will be leaded to basic/
standard skills in wastewater laboratories. As a first step a target group will be
selected from each area who will then be trained to become trainers. This training
should ultimately reach each employee working in the areas of chemical laborato-

European Standard DIN EN 1610, dimensioning procedures, hydraulic calculations.
e-learning Seminar
Utility Tunnelling
Offered by DWA and S & P Consult GmbH (Bochum) in cooperation with Knowledge Factory GmbH (Bochum)
The e-learning seminar “Utility Tunnelling”deals with the most important techniques of trenchless technology by focussing on microtunnelling and
pipe jacking. Usage conditions and limitations of the techniques will be discussed extenisvely and a systematic procedure for the correct selection
and configuration of jacking stations for different geological and hydrogeological situations will be developed.
Other topics are the construction and creation of starting and target shafts by particularly taken into account groundwater problems as well as the
selection and design of jacking pipes considering corrosion problems. (30 working hours in 4 weeks)
Precondition is internet access: minimum system requirements Windows 2000 with Internet Explorer (version 6.0 or higher)
or Firefox (vesion 3.0 or higher)
Sewer Inspection
Execution and evaluation of sewer inspections and the production of rehabilitation concepts with emphasis on the application of the relevant EN
standard specifications. The seminar places the initial emphasis on an overview of the valid and applied sets of rules and standards in Germany,
the applied technical standards and also the technical possibilities of a sewer inspection. The second point of emphasis of the seminar takes into
account the perspective of the attendant engineer with regard to planning, engineering supervision and monitoring up to and including the evalua-
tion and production of an economic rehabilitation planning. Demonstrations of various systems of TV-inspections and monitoring.

The common and particular experiences in the wastewater treatment and sludge treatment are explained, methods of rehabilitation of sewer
network, methods, treatment and arrangement of wastewater treatment, treatment and equipment for handling, disposal and application of sewer
sludge, improvement of handling and sequence of operations, simulation and reaction of different situations.

The training aims to reveal all employees the basic/standard engineering of small wastewater treatment systems. As a first step a target group will
be selected from each area who then will be trained to become trainers. This training should ultimately reach persons who are responsible for the
technical services of small waste water treatment systems.
Training Workshop and Quality Check on Benchmarking and the Use of Key Performance Indicator (KPI)

Benchmarking and Key Performance Indicators (KPI) are tools for the modernization of the water industry worldwide. Their successful use depends
on both a clear framework and on a strong approach dedicated to performance improvement. Training and quality checks are based on
• More than 15 years of practical experience by aquabench, a German benchmarking network of operators from the water industry
• the IWA benchmarking framework as well as the German approach to benchmarking

This course offers a profound insight into the basics of GIS. It covers all topics
and techniques relevant for GIS starters, such as: principles of geographic
information systems, GIS data structures and data sources, database manage-
ment, map projections, coordinate systems, creating new geographic data,
digitizing and editing, analyzing geographic data, geostatistics, 3D-analysis,
cartographic presentation techniques – layout and design.
With this knowledge the participants are well prepared for any GIS task
independently from its thematic focus.
This course offers a detailed and profound insight into GIS in Water Resources Management. It covers the following topics, among many others:
GIS for watershed management, floods and droughts, water availability, river development, water quality, urban water supply and for wastewater
systems. Participants will get hands-on experience in GIS techniques such as watershed delineation, river network, hydrologic response units,
3D-analysis, geostatistics, network analysis, linear referencing, development of data models and model integration, among many other GIS topics
relevant to Water Resources Management.
With this knowledge the participants are well prepared for any GIS task related to Water Resources Management.
The Technical Safety Management is a self-control instrument for the management of water and waste water companies regarding the terms of tech-
nical qualification and organization such as operation and maintenance and OHS.
A catalogue of technical inquiries based on the technical rules and standards is the basis for the self-evaluation of the management. With the suc-
cessful completion of a TSM examination a company ensures that all legal and technical requirements are met. TSM helps to avoid the violation of
organizational obligations. Deficits in view of technique, organisation and personnel may be uncovered, reviewed and removed and the company‘s
performance will increase.

Participants from programmes in the past are often in high-ranking positions in their
home countries.
In 2012, 50 international young engineers participate in the IFAT ENSORGA and join
the Young Water Lounge in the ICM International Conference Center
International Services
Study Tours
DWA offers study tours accompanying the fairs Wasser Berlin and IFAT Entsorga
in Munich.
Guided fair tours, technical excursions and the participation in social events like open-
ing festivity, seminars and forums (International Symposium) can be arranged. The
internationally experienced DWA-experts accompany the delegation and take care for a
maximum of knowledge transfer and know-how, intensive communication, networking
opportunities and personal comfort.
The next international fairs are IFAT Entsorga in Munich in May (7 – 11) 2012 and
Wasser Berlin in May (2 – 5) 2013.

DWA enlarges its competence in the “capacity development“ field by vocational trainings and
support of governmental and non-governmental organisations.
There were and are different long-term engagements, especially with GIZ
(Gesellschaft für internationale Zusammenarbeit – former GTZ (German Technical Cooperation).
Examples:
GTZ Palestine
From March 2004 until December 2009, DWA was involved in a GTZ-project supporting
the Palestinian Water Authority. The infrastructure for professional trainings has been
prepared and implemented. This means a contribution to the way to peace. The organiza-
tion of an association was supported in the West Bank territories (WUSP Water Union
Service Providers).
GTZ Jordan
Since March 2007, DWA supports a GTZ-project with the Ministry of Water and Irriga-
tion in Jordan for the set up of technical rules and standards. Service and operational
manual standards shall be introduced nationally. The DWA Set of Rules and Stand-
ards serves as reference document and a selection was translated into Arab.
GTZ Egypt
From mid 2009 on a quality management tool for water utilities was developed by
the Egyptian Holding Company for water and waste water (HCWW) and GTZ with the
support of the German Water Associations DWA and DVGW. The procedure of “Tech-
nical Sustainable Management” enables water- and wastewater plants to improve
their performance in organizational, safety and operational issues. Following the new
procedure, five pilot plants were successfully certified in 2010 in accordance with
national standards and requirements. DWA will advise HCWW in the implementation
of “Technical Sustainable Management” for utilities all over Egypt and supervise the
auditing process for the next years.
ACWUA
In 2007, the Arab Countries Water Utilities Association (ACWUA) was founded in Abu Dhabi. ACWUA is the water
network association of water utilities and suppliers of 18 countries in Near and Middle East. GTZ/UN-ESCWA have
engaged DWA as a consultor for ACWUA. Three international ACWUA conferences in Jordan, Egypt and Marocco
were successfully performed with support of DWA.

IWA/EWA
With EWA (European Water Association) and IWA (International Water Association) there
are close relationships. In regular meetings and consultations, activities of the partners
on both national and European and/or international level are discussed and agreed upon.
Examples for mutual activities are the EWA-European symposium at the IFAT and the com-
bined „Challenges of Tomorrow“-event for the IWA- and DWA young water professionals.
National, European and international experts are brought together.
DWA works closely together with German Water Partnership, a joint initiative of the German
private and public water sector, a central coordination and contact office of the German water
sector serving foreign partners and clients.
DWA entered into Cooperation Agreements with a number of European and other
water associations, such as

• Aquademica, Romania since 2011
• UTVCI – Serbien since 2011
• CWPCS – Water Pollution Control Society of Croatia since 2010
• MaSzeSz – the Hungarian Wastewater Association since 1996
• CzWA – The Czech Water Association since 1996
(former Association of the Wastewater Treatment Experts of the Czech Republic – ACE)
• WUSP – Water Utilities Service Providers, Palestine since 2009
• ACWUA – Arab Countries Water Utilities Association since 2006

In July 2009, DWA and Engicon O&M signed an agreement. In June 2010 the first batch of training of train-
ers programme was completed. The agreement positions Engicon as one of the first private companies in
the region to offer spezicalized courses in Operations and Maintenance of water and wastewater facilities
in the MENA region. Details such as dates, cost and detailed time schedule see [Link].

The European Standard EN 12889 was developed within the scope of harmonising the European
rules and standards with the aim of reducing trade barriers. It represents the state of technology
for trenchless installation and testing of new drains and sewers with pre-fabricated pipes and
their connections. Standard DWA-A 125E deals with the underground installation of pre-fabricated
pipes with different geometry of the cross-section. During the installation, a cavity is created in the
ground by displacing, ramming, drilling, pressing or other installation. The pipes are either pulled,
pushed or pressed into this cavity, or existing sewers or pipelines are passed and/or replaced. For
enhanced handling and legibility, this joint publication provides the reader with both texts – DIN
EN 12889 and Standard DWA-A 125E – in a clearly structured way.

The current publication is a summary of DIN EN 1610 and Standard DWA-A 139E. DIN EN 1610
describes the European standard for the laying and testing of drains and sewers outside buildings.
In the edition of the DWA Standard DWA-A 139E, supplementary information and more detailed
statements on DIN EN 1610 are described which, from the point of view of those experts involved,
are considered to be necessary remarks and which are expressly intended in DIN EN 1610. In this
respect the Standard DWA-A 139E is to be taken as the national supplement to DIN EN 1610. The
Standard applies for the production and testing of earth-covered drains and sewers placed in open
cut trenches and above ground outside buildings. With this, the planning engineer is given an aid
which is to be recognised and utilized within the scope presented in DIN EN 1610.

Aim of benchmarking is the increase in efficiency of those participating in benchmarking. Bench-
marking is an instrument for the optimisation of the technical and commercial processes. It has,
as objective, the increase of customer satisfaction, the quality, the security of supply and disposal
and the efficiency in terms of overall efficiency, taking into particular account the sustainability of
supply and disposal. Criteria for a successful benchmaking in water management are summarised
in this Advisory Leaflet. These are based on common experiences from projects in which bench-
marking has been applied as instrument for the determination of position and for the identification
of improvement potential as well as the implementation of measures derived therefrom and whose
assessment of effectiveness has been applied. Described are the fundamental constraints, meth-
ods, opportunities and risks, which are connected to a voluntary benchmarking in water supply
and wastewater disposal.

To meet the goal of economic efficiency, which is focused on an optimised use of the available re-
sources, there is a strong need for comprehensive guidance how to support the planning process by
an adequate tool. In accordance with the development and successful implementation of such stand-
ards in Germany, dynamic cost comparison has been chosen as the most suitable appraisal method.
Required is a turning away from the simple reproduction of standard solutions that do not offer
much space for creativity. A better planning performance is primarily achieved by intensifying the
integration of transparent, readily comprehensible estimates suited to enhance the decision qual-
ity. The dynamic cost comparison method lends itself for the purpose as a base process. First and
foremost, appraisal procedures are to be understood as planning instruments.
