Case Study 1: Whistleblower in Your Team


Case:

A junior officer reports corruption involving your senior colleague but fears retaliation.

Ethical Issues Involved:

- Conflict of Loyalty vs Duty

My Decision:

Initiate confidential inquiry to validate the complaint. Protect the whistleblower using legal provisions.

If the charges are substantiated, report to vigilance authorities and suspend the senior officer. Set

up whistleblower cells to encourage ethical practices.

Moral Reflection:

As a civil servant, I must protect those who dare to speak the truth, even when it is inconvenient.

Courage and accountability must guide public service.

Case Study 2: VIP vs Public Service


Case:

A minister demands that ambulances and water be sent to his constituency instead of a more

affected area.

Ethical Issues Involved:

- Political Pressure vs Fairness

My Decision:
Politely decline, explain resource allocation is based on need. Provide transparent data to justify

decisions. Escalate officially if needed and ensure communication is transparent with stakeholders.

Moral Reflection:

My loyalty is to the Constitution and the people, not to individuals. Fairness must not be

compromised for favoritism.

Case Study 3: False Caste Certificate


Case:

A man gets a government job through a fake SC certificate. He is the sole breadwinner and pleads

for leniency.

Ethical Issues Involved:

- Rule of Law vs Emotional Appeal

- Public Trust in System

My Decision:

Revoke appointment per legal provisions. File a forgery case as mandated. Counsel him to apply for

available schemes for economically weaker sections.

Moral Reflection:

Justice must be blind to emotion when the integrity of the system is at stake. But the door of

rehabilitation should remain open.
