RESOLUTION No. 2024-05
WHEREAS, Section 1, Article VI of the Constitution and By-Laws of the Philippine
Government Audit Service Employees Association (PhilGASEA) provides that an election shall be
held every three (3) years, which shall be conducted every second Monday of November except
when it falls on a holiday, wherein election shall be held on the next working day;
WHEREAS, Section 1.B.3, Article VI of the Constitution and By-Laws of the PhilGASEA
provides that the PhilGASEA Committee on Election (COMELEC) may promulgate rules and
regulations for the conduct of election including the manner of voting and eligibility of candidates
running for an elective office;
WHEREAS, Section 4.a, Item B, Article VII of the Constitution and By-Laws of the
PhilGASEA provides that PhilGASEA COMELEC shall have the duty and function to formulate
rules and regulation governing the conduct of an election, plebiscite and referendum;
WHEREAS, the Constitution and By-Laws of the PhilGASEA provides for the
qualifications of candidates for the National Executive Council (NEC), Board of Directors (BOD),
and Regional Chapters;
WHEREAS, the PhilGASEA COMELEC issued Resolution Nos. 2024-02 dated October
31, 2024, and 2024-02-A dated November 4, 2024 on the qualifications of candidates of the NEC,
BOD, and Regional Chapters;
WHEREAS, the PhilGASEA COMELEC may motu proprio deny or cancel a Certificate
of Candidacy (COC) on the ground that any material representation contained therein as required is
false;
WHEREAS, the PhilGASEA COMELEC conducted validation of the minimum and
additional qualifications of the candidates of the NEC, BOD, and Regional Chapters, specifically
from the Internal Affairs Office (IAfO), PhilGASEA, Personnel Welfare and Assistance, Savings
& Loan Association of Government Auditors, Inc. (SLAGA), COA Retirees and Employees Multi-
Purpose Cooperative (CREMC), and COA Multi-Purpose Cooperative (CMC);
RESOLVED, as the COMELEC hereby resolves, the cancellation of the COCs of the
following:
